Regarding the legal line item, the Clerk explained the need to be in compliance with Electibn Laws; also advertising in Spanish as well as English. During our last election, the Clerk published the Spanish ads in Diario las Americas versus EI Nuevo in order to cut down on the expense. 26 At this juncture, the City Attorneyadvised the Mayor to announce that the 27 percentage by which the proposed millage rate exceeds the rollback rate is statutorily 28 characterized as a percentage increase in property taxes.
