A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY
OF SOUTH MIAMI, FLORIDA, RELATING TO CONFLICT OF
INTEREST; FINDING THAT*APPOINTMENT OF SUSAN REDDING TO
HISTORIC PRESERVATION BOARD DOES NOT CREATE A CONFLICT
WITH EXISTING ENGAGEMENT TO PROVIDE INSURANCE BROKER
SERVICES
to
WHEREAS, Susan Redding is a candidate for appointment to the
City of South Miami Historic Preservation Board; and,
WHEREAS, Susan Redding currently acts as the city's broker of
record in }procuring certain insurance coverage; and,
WHEREAS, Section 2 -11.1 of
conflicts of interest, prohibits
a city from sitting on advisoz
waived by the city commission,

WHEREAS, under the f indings of this case, the city commis s ion
believes that it is in the public interest to grant a waiver.
NOW THEREFORE BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION
OF THE CITY OF SOUTH MIAMI, FLORIDA:
Section 1. The Whereas clauses are incorporated into, and
made a part of this-resolution.
Section 2. The city commission finds as follows:
A. This matter is governed by Section 2-11.1(a)-(c) of
the Dade County Code.
Be Upon appointment to the City of South Miami
Preservation Board, Ms. Redding will be an
"advisory personnel," as that term is defined in
Section 2- 11.1(b)(4).
C. As an advisory personnel, Ms. Redding shall be
prohibited from transacting business with the city
under Section 2- 11.1(c), unless the conflict is
waived.
D. Ms. Redding acts as the city's insurance broker in
procuring health care insurance coverage. She is
paid f or her services by the insurer and not by the
city. As a broker, she procures coverage by
presenting proposals to insurance carriers. The

carriers respond to proposals by making offers to
provide coverage and services under their price
schedules. The schedules also provide for payment
to the broker pursuant to a fixed (i.e., non-
negotiable) schedule® The city selects the carrier
from among the offers. The carrier pays the
broker. Consequently, insurance broker services
cannot be procured by the city by competitive
bidding, and Ms. Redding is not a sole source
provider.
E. The services provided. by Ms. Redding have been
satisfactory. Continuation of her services will be
in the best interest of the city.
Section 3. Based on the findings of fact contained in this
resolution, the city commission waives the conflict of .interest, as
provided in Section 11.1(c) of the Davie County Code.
Section 4. This resolution shall take effect immediately
upon approval. 1/1
