TO HIRE a BUILDING MAINTENANCE SUPERVISOR TO OVERSEE IMPROVEMENTS TO CITY—OWNED BUILDINGS AS a' OF OVERALL .a . UCTURES IMPROVEMENTS AND PROVIDING FUNDING FOR THE POSITION a a. WHEREAS, in the 1995 -96 fiscal year budget the City Commission directed the City Manager to draft a plan for the improvement of city - wide infrastructures; and WHEREAS, after reviewing the job quality and the cost of engaging outside contractors for various building improvement projects performed for the City in the past year, the City Manager believes that it is cost- effective to hire a new Building Maintenance Supervisor to coordinate all improvements and repairs to be made to city -owned buildings as part of our infrastructures improvements plan; and WHEREAS, the City Manager is recommending that the Building Maintenance Supervisor position be classified as part of City's 1995 -96 Budget with pay class 32 -6 of AFSCME Bargaining Unit Pay Plan; and WHEREAS, the City Manager is also recommending that the funding for this position be made out of the Building Maintenance Division's budget and any shortfall be transferred from the infrastructures improvements funds as part of the end -of -year budget amendments. NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND COMMISSION OF THE CITY OF SOUTH MIAMI THAT: Section 1. The City Manager is authorized to hire a new Building Maintenance Supervisor to oversee improvements to city -owned buildings. Section 2. The recommendation provided by the City position is approved. Meeting 2/6/96 Building Maintenance Supervisor This resolution approves funding the position of Building Maintenance Supervisor in the 1995 -96 budget year. The position class is 32 -6 of AFSCME Bargaining Unit Pay Range. This position would be within the Public Works Department, with funding from the City's Infrastructures Improvement fund. As part of within the our plan to implement infrastructure improvements City, we have identified a number of project s must be done to bring and maintenance. One Building improvement. that facilities to acceptable levels of repa it of these projects has been the Sylva Martin The City has no one currently on staff who can perform the required building maintenance services we require. Consequently, we have contracted for these repairs. Steve Phillips is one of the contractors we have contracted with for these projects, and he has performed at an outstanding level. However, it is not cost effective to retain services of this nature on a contract basis. Mr. Phillips has demonstrated the quality of his work, his efficiency, and his problem - solving skills in relation to the difficult tasks we have asked him to perform. If the Commission approves funding this position, I will place Mr. Phillips in this position. This addition to our staff will be a positive step in providing much - needed and long - neglected facilities maintenance and improvements. I recommend approval.
