Meeting 2/6/96 Community Redevelopment Agency Sheryl Dickey of Dickey and Associates, the consultant selected to conduct the study authorized by the City Commission to ascertain the whether or not the City should move forward with the establishment of a provided preliminary i with this plan. Community Redevelopment Agency (CRA), has nformation which supports moving forward Ms. Dickey is actively preparing the required report according to state statute. Her report will include the following indicators: The proposed area has been designated a community development target area; A continuing demand for affordable housing; The need for improvements in infrastructure This resolution approves authorization to move forward with process, preparing the stage for a request to Dade County, ahead with the necessary surveys and feasibility study requ to prepare a CRA plan as part of that authorization. The finding of blighted areas; 2. The finding that sidewalks, utilities and transportation infrastructure is inadequate, and no planned improvements have been designated; .3. The finding that the level of p rivate sector investment and commerce within the proposed boundary has not been maintained or increased as it his been in the surrounding areas, including the development of enough affordable housing necessary to maintain the public health, safety, morals, and welfare of the residents in the City of South Miami; and 4. The finding of a perception of high crime which has been a deterrent redevelopment initiatives for the area.
