Res No 052-18-15084RESOLUTION NO: 052-18-15084 A Resolution authorizing the City Manager execute a Professional service work order forStantec Consulting Services Inc., for Sunset Drive road modifications west of SW 61st Court and Median Landscape Improvements from SW 69th Avenue to US#l. WHEREAS, the Mayor and City Commission wish to provide a smoother transition on Sunset Drive west of SW 6pt Court and improve the randscape on Sunset Drive between SW 69th Avenue and US#1; and WHEREAS, Stantec Consulting Services, Inc is one of four firms selected by Resolution No. 060-17-14861, to provide professional service agreement for engineering services on as needed basis in accordance with Florida Statute 287.055, "Consultants Competitive Negotiation Act;" and WHEREAS, As the next City's rotation list consultant, Stantec Consulting Services, Inc., submitted a proposal in the amount of $43,220 that is comprehensive and cost effective in its design approach; and WHEREAS, the City of south Miami staff has negotiated the hours and find them acceptable; and WHEREAS, the Mayor and City Commission desires to authorize the City Manager to issue a Purchase Order to Stantec Consulting Services, Inc., for Sunset Drive road modifications west of SW 61st Court and Median Landscape Improvements from SW 69th Avenue to US#1. NOW THEREFORE BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF SOUTH MIAMI, FLORIDA; Section 1. The City Manager is hereby authorized to issue a Purchase Order to Stantec Consulting Services, Inc., for Professional Engineering Services for the Sunset Drive road modifications west of SW 61st Court and Median Landscape Improvements from SW 69th Avenue to US#1 for an amount not to exceed $43,220. The expenditure is to be charged to the Capital Improvement Project Account Number 301-1730-541-6450 with an accou!1t balance of $336,050 before this request was made Section 2. Severability. If any section, clause, sentence, or phrase of this resolution is for any reason held invalid or unconstitutional by a court of competent jurisdiction, this holding shall not affect the validity of the remaining portions of this resolution. Improvements from SW 69th Avenue to US#1. Several accidents have occurred a~ the intersection of Sunset Drive and SW G1st Court mainly due to the existing roadway alignment. As the next City's rotation list consultant, Stantec Consulting Services Inc., submitted a proposal to· conduct a survey and provide Civil plans to re-align the roadway as well as landscape plans on Sunset Drive between SW 69 th Avenue and US#l to match the plants used in the recently completed project on the US#1 median within the limits of the City of South Miami. Also, attend meetings during-construction, review contractor's submittals, perform construction observations, review payment requisition, conduct punch list and project complete project close out. A final revised proposal was accepted on February 15, 2018, that is comprehensive and cost effective for the services requested. Stantec Consulting Services, Inc is one of four firms selected by Resolution No. 060-17-14861, to provide professional service agreement for engineering services on as needed basis in accordance with Florida Statute 287.055, "Consultants Competitive Negotiation Act. City of South Miami, Florida Dear Mr. C8rmenates: We are pleased to present this proposal for professional engineering services. We understand that the City would like to complete a modification to the roadway alignment at the above referenced location to achieve a smoother transition in the east bound travels lanes. See attached aerial for project limits. The City would also like to improve the landscaping in the medians from SW 69th Avenue to USI. SCOPE OF SERVICES: Design Phase Our scope will include topographic survey of the limited area at SW 6151 Court for use in our design. Upon receipt of the survey we will conduct a field assessment of existing conditions including photo record. For the median landscaping design work, we will develop base files using previously developed AutoCAD files instead of survey. We will distribute utility notifications to applicable utility companies and obtain as-builts and input utility information into the plans. Civil plans will include cover sheet, geometry, grading, hardscape, paving, striping and signage. Landscaping plans including Existing Tree Disposition Plan and irrigation plans will also be provided using available base files. The landscaping will be designed to match the plants used in the recently completed project on the USI median within the limits of the City of South Miami. We anticipate submittals of 50% and 100% plans. We will also compile quantities and a cost estimate with each submittal. Specifications will be provided on the plans and not in CSI format. The existing light pole on the south side will need to be relocated and this will be shown on the civil plans; no electrical plans will be provided. Permitting Phase Provide permitting support for the City including responding and addressing pennit comments, issuing revised plans sheets as required and re-submitting the applicable documentation. Also includes submittal to Miami-Dade County Traffic and Engineering Division for their review if needed.
