A Resolution waiving certain special event fees and authorizing the City Manager to permit Chamber
South to hold its 46th Annual South Miami Art Festival on November 4 and 5, 2017 in downtown South
Miami, 72nd Street (Sunset Drive) from South Dixie Highway to 57th Avenue (Red Road).
WHEREAS, Chamber South has submitted a Special Event Application to hold its 46th Annual Arts
Festival on November 4 and 5, 2017 on 72ND Street (Sunset Drive) from South Dixie Highway to 57th Avenue
(Red Road); and
WHEREAS, for the last 45 years Chamber South has held its Art Festival in the City of South Miami;
and
WHEREAS, the applicant has paid a $100 administrative fee and $60 application fee, totaling $160;
and
WHEREAS, the applicant is requesting a waiver for the stage and park personnel ($666.72), street
closure and MOT fee ($837.50) and the cost of 64 parking meters ($3,200)-$25 per meter x 64 total parking
meters x 2 days-totaling $4,704.22; and
WHEREAS, the applicant will pay for the following services: Police ($9,380), Public Works
($6,752.10), Banner Fees ($600), and Refundable Security Deposit ($500), totaling $17,232.10; and
WHEREAS, the applicant has submitted the necessary notification/petition form signed by
businesses that will be affected by the requested street closure; and
WHEREAS, Chamber South has routinely requested an extension of time on the payment of these
services to allow time to receive grant funding for this event, which typically takes approximately eight
months from the date of the event (July 31, 2018).
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF
SOUTH MIAMI, FLORIDA:
Section 1. The City Manager is hereby authorized to permit Chamber South to hold its 46 th Annual
South Miami Art Festival on November 4th and 5th, 2017.
Section 2. The City Manager is also hereby authorized to waive the stage and park personnel
($666.72), street closure and MOT fee ($837.50) and the cost of 64 parking meters ($3,200)-$25 per
meter x 64 total parking meters x 2 days-totaling $4,704.22.
Section 3. Upon approval of this event the applicant must provide the City with the required
Certificate of Liability Insurance that complies with the City's standard insurance requirements, including
naming the City of South Miami as an additional insured prior to the event.
Section 4. If any section clause, sentence, or phrase of this resolution is for any reason held
invalid or unconstitutional by a court of competent jurisdiction, the holding shall not affect the validity of
the remaining portions of this resolution.
Section 5. This resolution shall become effective immediately upon adoption by vote of the City
Commission.

For the past 45 years, Chamber South has held their Art Festival in the City of
South Miami. The Art Festival showcases approximately 130 artists from around
the nation. This event generates approximately 50,000 attendees who stimulate
South Miami's economy through various purchases during the event from local
merchants and restaurants.
Chamber South has routinely requested an extension of time on the payment of
City services rendered to allow time to receive grant funding for this event.
According to Chamber South, full payment is anticipated to be made to the City
by July 31, 2018.
The applicant has submitted the necessary' notification/petition form signed by
businesses that will be affected' by the requested street closure. Upon approval
of this event the applicant must provide the City with the required Certificate of
Liability Insurance that complies with the City's standard· insurance
requirements, including naming the City of South Miami as.an additional insured
prior to the event.

Here is a breakdown cost estimate for the event:
1 Commander; 8 hours each day = 16 hours at $50.00
1 Supervisor for entire event = 42 hours at $50.00
4 officers per shift (with exceptions for a 6 hour blk)= 162 hours at $40.00

This is a cost estimate for 1 Sgt and 4 officers per shift with the exception of a 4 hour block where we will be down to 3
officers and a 2 hour block (at the beginning) with 1 officer. The commanders will work the 8 hour shift each day during
