The sign posts that are considered are the two inch black pole, which is more in touch with the aesthetics of the sidewalks in downtown. Mrs. Mark questioned how the locations of the meters were selected. Mr. Riverol responded that the company, parking operator (LAZ parking), and the Finance Director went to the sites to see which locations would be selected. The idea is to place the machines in a centralized location so that it could be best utilized. Mrs. Mark commented that there was a section on the map that clearly showed that there will be parking meters. There will be meters in certain locations. This year the City budgeted to have thirty-eight master meters, next fiscal year will be another fifteen to twenty meters to finish covering the downtown, Bird Road and hospital areas. Mrs. Mark questioned if this applies to the parking garage. Mr. Riverol replied that this project does not apply to the parking garage. Mr. Rivera questioned how the new system is easier for enforcement. Mr. Riverol responded that the new handheld machine, the X3, will integrate the handheld with the pay stations. By the touch of one button enforcement will be able to identify which parking spaces are not paid for. Mrs. Mark questioned if the two pictures will be applied and will the key still be available. Mr. Riverol replied that they are not individual signs those are the pictures that will be placed on the meters. He commented that the key system will be changed into a card system. V. The Board suggested to the architect and stated in the motion that the main living room space be raised in order to provide more space. It is important to note that the Board's condition was not met. However, staff notes that instead the covered entry space has been raised. This redesign is illustrated on the newly proposed south elevation, sheet A 73.2. For comparison purposes only, staff has attached a copy of the south elevation reviewed at the preliminary ERPB meeting on September 21, 2010. Furthermore, the applicant has met staff's conditions. The site plan, sheet,AS-1.0, indicates the location of the water line and sanitary sewer connection and the proposed 7'-6" side setback dimensions of the two condensing units and pool equipment. As required by the ERPB for final review, this application includes the submittal of the engineering working drawings. For additional information, refer to the attached complete set of 100% construction documents. Once again, the presentation boards illustrating exterior paint colors and materials will be presented at the ERPB meeting. Legal Description: East 20 feet of Lot 3, and the West 55 feet of Lot 2, of "Fairglade Park", according to the Plat thereof as recorded in Plat Book 45 at Page 80 of the Public Records of Miami-Dade County, Florida. J/ 5827 SW 77 Terrace ERPB-10-050 presented on December 7, 2010 New Construction: Final Page 2 of 4 Existing Conditions: The attached boundary survey indicates the subject property with an existing one-story residence, which the property owner intends to demolish and construct a new one-story single family residence. The subject property fronts SW 77th Terrace with a lot frontage of 75.00 feet in width, which comply with the current 75 feet minimum lot frontage requirements set forth in the RS-3 zoning district. The property depth consists of 143.86 feet with a lot size of 10,800 square feet exceeding the 10,000 square feet minimum lot size net area set forth in the RS-3 zoning district, Section 20-3.5(E), Dimensional Requirements Single Family Districts, Land Development Code. Landscape Plan: It is important to note that the applicant has filed an Application for tree removal with the Planning and Zoning Department. The applicant has obtained approval with the condition that an avocado tree be replaced with Native Hardwoods, Florida Fancy Number 1. The Proposed Landscape Plan, sheet L-1.0, illustrates one new Live Oak, ten to twelve feet minimum height. This Live Oak is to be planted on the west side at the front yard of the subject property. The newly proposed complies with the Tree removal permit conditions. Refer to the attached Tree Removal Permit Condition Form, dated September 16, 2010 for additional information. Site Plan and Building Analysis: The subject site faces south and the building's pedestrian and vehicular access is from SW 77th Terrace. The Site Plan, sheet AS-1.0, illustrates the newly proposed building footprint with a gravel driveway with concrete edging and swimming pool. Clear setback dimensions of the proposed driveway need to be indicated on the Site Plan. The proposed one-story building has a double car garage on the west side of the property and a linear front covered entry centered on the subject site. The rear portion of the building consists of a covered terrace with swimming pool. The building dimensional requirements are guided by Section 20-3.5(E), Land Development Code. The zoning calculations provided on the site plan show a proposed total lot size of 10,800 square feet, exceeding the minimum total area (10,000 square feet) required by the Land Development Code. The proposed building coverage (3,232 square feet building coverage) does not exceed the maximum allowable building coverage (3,240 square feet or 0.30). The proposed impervious coverage includes the building, swimming pool and deck, driveway edging, and pavers, including all impervious surfaces. The calculation provided for total proposed impervious coverage (4,227 square feet) does not exceed the 0.40 maximum impervious coverage allowed (4,320 square feet). The proposed building front setback (25'-0"), complies with the 25'-0" feet minimum front setback required. The proposed building rear setback (57'-6"), exceeds the 25-0" minimum rear setback required. The proposed interior side yard setbacks (7'-6" east side and 7'-6" west side), comply with the 7'-6" minimum side setbacks required. Elevations: The building finishes and materials are noted on the elevations, sheet number A- 3.2. The newly proposed includes standing seam metal roof, anodized aluminum louver, and has been designed at a slope of three in twelve and fixed glass at the windows. The materials and details consist of louvered screen walls that matches the side gates for a/c and pool equipment, a new wood entry door, and smooth stucco finish walls for the entire house. 5827 SW 77 Terrace ERPB-10-050 presented on December 7, 2010 New Construction: Final Page 3 of 4 Development Review Committee: The Development Review Committee (DRC), which functions as an in-house review mechanism for all new development met on September 16, 2010. The committee is composed of representatives from the Building, Code Enforcement, Public Works and Planning and Zoning Departments. The committee discussed the newly proposed one-story building, proposed site plan, and landscape. The Public Works Department commented and suggested that the conditions on the Tree Removal Permit be implemented. The Building Department commented that the newly proposed house comply with the Florida Building Code. The Planning and Zoning Department staff emphasized that the storm-water drainage ordinance must be followed. The intent of the Ordinance is to "require all properties to retain stormwater drainage on site as to prevent development that would result in contributing to or causing recurrent ponding on adjoining properties or public right-of-way." Furthermore, Staff has provided comments to the set of plans submitted for review, of which most have been noted as conditions, relating to the information provided and compliance with the Land Development Code. Recommendation: Preliminary Approval should the Board feel that the conditions are met then final approval may be granted with the following conditions: 1. Zoning District: "RS-3" Medium Lot Single-Family Residential District: The purpose of this district is to provide for low-density single-family residential development located in a moderately spacious setting which emphasizes the preservation of open space. This district is appropriate in areas designated "Single-Family" on the city's adopted Comprehensive Plan. Existing Conditions: The attached boundary survey indicates the subject property with an existing one-story residence, which the property owner intends to demolish and construct a new one-story single family residence. The subject property fronts SW 77th Terrace with a lot frontage of 75.00 feet in width, which comply with the current 75 feet minimum lot frontage requirements set forth in the RS-3 zoning district. The property depth consists of 143.86 feet with a lot size of 10,800 square feet exceeding the 10,000 square feet minimum lot size net area set forth in the RS-3 zoning district, Section 20-3.5(E), Dimensional Requirements Single Family Districts, Land Development Code. The Site Plan, sheet AS-1.0, illustrates the newly proposed building footprint with a gravel driveway with concrete edging and swimming pool. Clear dimensions of the proposed driveway and required minimum setbacks for the swimming pool need to be indicated on the Site Plan. The proposed one-story building has a double car garage on the west side of the property and a linear front covered entry centered on the subject site. The rear portion of the building consists of a covered terrace with swimming pool. The location of the water line and sanitary sewer connection needs to be shown on the site plan. Also, not included are the five feet minimum side setback dimensions of the two condensing units for the air conditioning and pool equipment. The building dimensional requirements are guided by Section 20-3.5(E), Land Development Code. The zoning calculations provided on the site plan show a proposed total lot size of 10,800 square feet, exceeding the minimum total area (10,000 square feet) required by the Land Development Code. The proposed building coverage (3,232 square feet building coverage) does not exceed the maximum allowable building coverage (3,240 square feet or 0.30). The proposed impervious coverage includes the building, swimming pool and deck, driveway edging, and pavers, including all impervious surfaces. The calculation provided for total proposed impervious coverage (4,227 square feet) does not exceed the 0.40 maximum impervious coverage allowed (4,320 square feet). The proposed building front setback (25'-0"), complies with the 25'-0" feet minimum front setback required. The proposed building rear setback (57'-6"), exceeds the 25-0" minimum rear setback required. The proposed interior side yard setbacks (7'-6" east side and 7'-6" west side), comply with the 7'-6" minimum side setbacks required. Elevations: The building finishes and materials are noted on the elevations, sheet numbers A- 3.0. The newly proposed includes standing seam metal roof, anodized aluminum louver, and has been designed at a slope of eight in twelve and fixed glass at the windows. Development Review Committee: The Development Review Committee (DRC), which functions as an in-house review mechanism for all new development met on September 16, 2010. The committee is composed of representatives from the Building, Code Enforcement, Public Works and Planning and Zoning Departments. The committee discussed the newly proposed one-story building, proposed site plan, and landscape. The Public Works Department commented and suggested that the conditions on the Tree Removal Permit be implemented. The Building Department commented that the newly proposed house comply with the Florida Building Code. The Planning and Zoning Department staff emphasized that the storm-water drainage ordinance must be followed. The intent of the Ordinance is to "require all properties to retain stormwater drainage on site as to prevent development that would result in contributing to or causing recurrent ponding on adjoining properties or public right-of-way."
