4 A Resolution of the Mayor and City Commission for the City of South Miami
5 calling upon the Miami-Dade County School Board and all the other County
6 School Boards in the State of Florida to demand that the State of Florida
7 Department of Education factor into th~ budget for each school it funds the
8 number of students with disabilities that such school serves and fund each of
9 those schools accordingly.

11 WHEREAS, the following information was provided to the City of South Miami Vice
12 Mayor Bob Welsh by Miami-Dade School Board Member, Mari Tere Rojas: For fiscal year
13 2015-16 the average cost per student for basic education was $7,422 while the average cost per
14 student with a disability or disabilities was $12,290 which was $4,868 more (2/3 more) than the
15 cost of educating a non-special needs student; and

17 WHEREAS, during the 2015-16 school year Miami-Dade School District 6 had 15%
18 Special Needs students while SoMi Somerset Charter School had 2% special needs students; and
19
20 WHEREAS, it appears that the State of Florida, Department of Education, pays charter
21 schools a disproportionately higher amount per student than it pays public schools since public
22 schools bear a disproportionate amount of the cost of special needs children.

24 NOW, THEREFORE, BE IT RESOLVED BY THE 'MAYOR AND .CITY
25 COMMISSION OF THE CITY OF SOUTH MIAMI, FLORIDA THAT:

27 Section 1. The City of South Miami calls upon the Miami-Dade County School Board
28 and all the other County School Boards in the State of Florida to demand that the State of Florida
29 Department of Education factor into the budget for each school it funds the number of students
30 with disabilities that such school serves and fund each of those schools accordingly, so that all
31 schools, both public and charter, are funded at the level that covers not only the cost of educating
32 the non-special needs students, but also the higher cost of educating the number of special needs
33 students they serve.

35 Section 2. The City Clerk is hereby directed to transmit this resolution to the Miami-
36 Dade County School Board, all the other County School Boards in the State of Florida and the
37 State of Florida Department of Education.

39 Section 3. Severability. If any section clause, sentence, or phrase of this resolution is for
40 any reason held invalid or unconstitutional by a court of competent jurisdiction, the holding shall
41 not affect the validity of the remaining portions of this resolution.

Section 4. Effective Date. This resolution shall become effective immediately upon
adoption by vote of the City Commission.
