7THE CITY OF PLEASANT LIVING To: FROM: DATE: SUBJECT: BACKGROUND: CITY OF SOUTH MIAMI OFFICE OF THE CITY MANAGER INTER-OFFICE MEMORANDUM The Honorable Mayor & Members of the City Commission Steven Alexander, City Manager Agenda Item No.:1 August 15, 2017 A Resolution authorizing the City Manager to amend the Citys piggyback agreement with Compuquip Technologies, LLC dated November 16, 2016 to purchase Check Point firewall software appliance for the South Miami Police Department. The City of South Miami Police is currently utilizing the City of South Miami firewall appliance and software which was placed into service by the City's IT provider, Miami-Dade County ITO. ITO has determined that City of South Miami Police must be isolated onto a dedicated and separate firewall in order to comply with NEW U.S. Department of Justice, Federal Bureau of Investigation (FBI) and Criminal Justice Information Services (CJIS) Division security policies. This is to ensure law enforcement complies with CJIS Security Policy and integrates with presidential directives, federal laws, FBI directives and Criminal Justice Community's Advisory Policy Board decisions alo'ng with national recognized guidance from the National Institute of Standards and technology. As advances in global communication standards occur and new network technology emerges, they bring a myriad of security concerns and risks that must be mitigated to protect CJIS data in transit and at rest. The selected firewall will be placed into service and provide mandated protection against cyber threats to the City's Police network, secure remote access, meet Federal Information Processing Standards (FIPS) and protection of CJIS data as rest or in transit. A brief summary of the additional security features with the dedicated Police Check Point firewall is included below: • Secure FIPS Advanced Encryption Standard as described by the National security Agency (NSA) for remote connectivity access by Police officer. • Secure FIPS Advanced Encryption Standard as described by the National security Agency (NSA) for transition of CJIS data in transit over wide area network. By installing Check Point firewall the City of South Miami Police Department we will be in compliance with Florida Department of Law Enforcement (FDLE) and National Security Agency (NSA) Security Policy. The purchase will be made through a piggyback agreement with Compuquip Technologies, LLC through a State of Maryland agreement "Hardware and Associated Equipment & Services Contract No. 060B2490022. The City previously purchased the Check Point firewall appliance from the State of Maryland agreement under the authority of Resolution No. 228-16-14783. The expenditure of $7,949.40 shall be charged to Internet Maintenance account number 001-1340-513-4634, which has a balance of $48,708 before this request was made. Resolution Amendment to Piggyback Agreement & Quote Resolution No. 228-16-14783 1 RESOLUTION NO: _____ _ 2 A Resolution authorizing the City Manager to amend the City's 3 piggyback agreement with Compuquip Technologies, LLC dated 4 November 16, 2016 to purchase Check Point firewall software appliance 5 for the South Miami Police department. 6 WHEREAS, the City of South Miami Police is currently utilizing the City of South 7 Miami firewall appliance and software which was placed into service by the City's IT 8 provider, Miami-Dade County ITO; and 9 WHEREAS, the City previously purchased the Check Point firewall appliance 10 jointly for the City and it's Police department from the State of Maryland agreement 11 under the authority of Resolution No. 228-16-14783; and 12 WHEREAS, Miami-Dade County ITO has determined that City of South Miami 13 Police must be isolated onto a dedicated and separate firewall in order to comply with 14 new U.S. Department of Justice, Federal Bureau of Investigation and Criminal Justice 15 Information Services Division security policies; and 16 WHEREAS, the selected firewall will be placed into service and provide 17 mandated protection against cyber threats to the City's Police network, secure remote 18 access, meet Federal Information Processing Standards (FIPS) and protection of CJIS 19 data inflight or at rest or in transit; and 20 21 WHEREAS, by installing Check Point Firewall the City of South Miami Police 22 department, the department will be in compliance with Florida Department· of Law 23 Enforcement (FDLE) and National security Agency (NSA) Security Policy; and 24 25 WHEREAS, the purchase of Check Point firewall software will be through an 26 amendment to piggyback agreement between Compuquip Technologies, LLC and the 27 City regarding the State of Maryland Contract No. 060B2490022-2015 for Hardware and 28 Associated Equipment & Services; and 29 30 WHEREAS, the State of Maryland Contract No. 060B2490022-2015 was 31 competitively solicited through a process that meets or exceeds the City's competitive 32 solicitation process; and 33 WHEREAS, the cost for the Check Point firewall software will not exceed 34 $7,949.40 and will be charged to Internet Maintenance Account No. 001-1340-513- 35 4634. 36 NOW THEREFORE BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF 37 THE CITY OF SOUTH MIAMI, FLORIDA; Page 1 of2 1 Section 1. The City Manager is authorized to enter into an amendment to the 2 November 16, 2016 piggyback agreement to purchase Check Point firewall software 3 appliance for the South Miami Police Department from Compuquip Technologies, LLC 4 through the State of Maryland Contract No. 060B2490022 with Compuquip 5 Technologies for an amount not to exceed $7,949.40. A copy of the Compuquip 6 Technologies quote is attached. 7 Section 2. Severability. If any section, clause, sentence, or phrase of this 8 resolution is for any reason held invalid or unconstitutional by a court of competent 9 jurisdiction, this holding shall not affect the validity of the remaining portions of this 10 resolution. 11 Section 3. WHEREAS, the City currently utilizes Barracuda firewall software that has been analyzed by Miami-Dade County IT who have determined it will be in the City's interest to transition to a new firewall protection software; and WHEREAS, IT is recommending Check Point firewall software for the City which is the same firewall software deployed throughout Miami-Dade County; and WHEREAS, the selected firewall will be used to replace the current Barracuda device and the Check Point firewall provides additional features not supported by the Barracuda firewall and will also replace the Barracuda Content filter; and WHEREAS, by installing Check Point the City will be on the same firewall platform as the County and therefore will allow IT to effectively monitor cyber threats to the City's network and sensitive data; and WHEREAS, the purchase of Check Point firewall software will be through a piggyback agreement from the State of Maryland Contract No. 060B2490022-2015 for Hardware and Associated Equipment & Services; and WHEREAS, the State of Maryland Contract No. 060B2490022-2015 was competitively solicited through a process that meets or exceeds the City's competitive solicitation process; and WHEREAS, the cost for the Check Point firewall software will not exceed $109,683 and will be charged to Account No. 301-1340-513-6430.
