4 A Resolution of the Mayor and City Commission for the City of South Miami calling
5 upon the Miami-Dade County School Board and all the other County School Boards in the
6 State of Florida to demand that the State of Florida Department of Education factor into
7 the budget for each school it funds the number of students with disabilities that such school
8 serves and fund each of those schools accordingly.

10 WHEREAS, the following information was provided to the City of South Miami Vice
11 Mayor Bob Welsh by Miami-Dade School Board Member, Mari Tere Rojas: For fiscal year
12 2015-16 the average cost per student for basic education was $7,422 while the average cost per
13 student with a disability or disabilities was S 12,290 which was $4,868 more (2/3 more) than the
14 cost of educating a non-special needs student; and
15
16 WHEREAS, during the 2015-16 school year Miami-Dade School District 6 had 15%
17 Special Needs students while SoMi Somerset Charter School had 2% special needs students; and
18
19 WHEREAS, it appears that the State of Florida, Department of Education, pays charter
20 schools a disproportionately higher amount per student than it pays public schools since public
21 schools bear a disproportionate amount of the cost of special needs children.

23 ~OW, THEREFORE, BE IT RESOLVED BY THE MAYOR A~D CITY
24 COMMISSION OF THE CITY OF SOUTH MIAMI, FLORIDA THAT:

26 Section 1. The City of South Miami calls upon the Miami-Dade County School Board
27 and all the other County School Boards in the State of Florida to demand that the State of Florida
28 Department of Education factor into the budget for each school it funds the number of students
29 with disabilities that such school serves and fund each of those schools accordingly, so that all
30 schools, both public and charter, are funded at the level that covers not only the cost of educating
31 the non-special needs students, but also the higher cost of educating the number of special needs
32 students they serve.

34 Section 2. The City Clerk is hereby directed to transmit this resolution to the Miami-
35 Dade County School Board, all the other County School Boards in the State of Florida and the
36 State of Florida Department of Education.

38 Section 3. Severability. If any section clause, sentence, or phrase of this resolution is for
39 any reason held invalid or unconstitutional by a court of competent jurisdiction, the holding shall
40 not affect the validity of the remaining portions of this resolution.

1 Section 4. Effective Date. This resolution shall become effective immediately upon
2 adoption by vote of the City Commission.
