3 A Resolution of the Mayor and City Commission for the City of South Miami
4 requesting that NextEra Energy,Inc.provide an opportunity for homeowners to
5 buy capacity at FPL Universal Solar Energy Centers and advise the Commission of
6 the rate of return to homeowner investors on the investment for each kilowatt hour
7 of electricity produced.

9 WHEREAS,Florida Power &Light isa subsidiary of utility holding company,NextEra
10 Energy,Inc.(formerly FPL Group)which is publically listed onthe New York Stock Exchange
11 under the ticker symbol "NEE";and
12
13 WHEREAS,Florida Power &Light has built and is building solar energy centers which
14 arealso known as solar plants/farms;and
15
16 WHEREAS,the present cost of rooftop solar is approximately $2.25per installed watt,
17 andat that price taking advantage of federal tax credits the homeowner can expect an
18 approximately 12%rate of return on investment;and
19
20 WHEREAS,quota.com asksthe question "what does it cost per watt to build a
21 IMegawatt solar farm?"and gives the answer as between $.75and $1.20 per watt,depending on
22the country and region of the country where the 1MW solar farmis located,with developing
23 countries having costs of approximately $.75perwattand expensive areaslike New Yorkor
24 California costing approximately $1.20 perwatt;and
25
26 WHEREAS,Florida,which isa non-union "Right to Work state,"will have labor costs
27 that are less than New York or California;and
28
29 WHEREAS,a watt of solar voltaics may be installed ona solar farm for half the cost
30 that it may be installed on the roof of a private residence;and
31
32 WHEREAS,a house that has trees shading all of its roof and all of its exterior walls will
33 consume less electricity to cool than a house with rooftop solar panels and little shade elsewhere;
34 and
35
36 WHEREAS,with the extensive system of transmission lines throughout Florida,itis not
37 necessary to locate solar farms near population centers where land tends tobe more expensive.
38Land would alsobe cheapest on reclaimed sites of phosphate mines and gypsum stacks;and
39
40 WHEREAS,Florida Power &Light,in exchange for being granted monopoly status,is
41 supposed to "provide safe,adequate and reliable service tothe public atthe lowest possible cost"
42 (psc.state,fl.us)the web page of the Public Service Commission continues:"Historically electric
43 utilities have been responsible forthe production,transmission and distribution of electricity,as
44wellasthe metering and billing of electricenergysoldtohomesand businesses.This complete
45 package of electrical service has been termed "bundled retail service"or "integrated utility
46 service;"and

WHEREAS,ifFloridaPower&Light permitted thesmall investor/homeowner tobuy
stockina Universal SolarEnergyCenterratherthan install rooftop solar,the homeowner for
eachdollarinvestedwouldbeabletobuytwiceasmanywatts of photovoltaicgenerating
capacity onasolarfarmashe/shecouldbuyandinstallonhis/her rooftop;and
WHEREAS,FloridaPower&LighthasbeengrantedbythePublicService Commission
the right toan 11%return onallits investments.
NOW,THEREFORE,BE IT RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF SOUTH MIAMI,FLORIDA THAT:
Section1.TheMayorandCityCommissionfortheCityofSouthMiamirequestthat
NextEra Energy,Inc.provide an opportunity for homeowners tobuy capacity atFPL Universal
SolarEnergyCentersandadvisethe Commission oftherateofreturnto homeowner investorson
the investment for each kilowatt hour of electricity produced.
Section2.TheCityClerkisherebydirectedtotransmitthisresolutiontoTallahassee
MayorAndrew Gillum,FormerUSRep.GwenGraham,andChrisKing.
Section3.Severability.If anysectionclause,sentence,orphraseofthisresolutionisfor
anyreasonheldinvalidor unconstitutional byacourtof competent jurisdiction,the holding shall
notaffectthevalidity of the remaining portions of thisresolution.
Section 4.Effective Date.This resolution shall become effective immediately upon
adoption byvote of theCity Commission.
