11 RESOLUTION NO. -------- 2 3 A Resolution of the Mayor and City Commission of the City of South Miami 4 endorsing the Miami-Dade County complete streets design guidelines and 5 requesting that the City Manager incorporate, wherever possible, the 6 complete streets design guidelines into the everyday operations of 7 departments responsible for transportation, public works, planning, design, 8 construction, operations and maintenance of local roads. 9 10 WHEREAS, the City Commission recognizes the City's growing popUlation will require 11 the efficient use of all public rights-of-way that balances all modes of transportation and meets 12 the needs of people of all ages and all abilities; and 13 14 WHEREAS, the City Commission recognizes the importance of being proactive in 15 developing a greener, healthier, aesthetically pleasing, dynamic, vibrant, and cosmopolitan 16 community; and 17 18 WHEREAS, the City Commission desires to create livable, safe and connected streets 19 with an efficient, multimodal transportation network that promotes the health and mobility of all 20 citizens and visitors of all ages and abilities while reducing the negative impacts on the 21 environment; and 22 23 WHEREAS, the City Commission will work with Miami-Dade County III adding 24 bicycle and pedestrian facilities to capital improvement projects when possible; and 25 26 WHEREAS, Complete Streets policy design standards Miami-Dade County will 27 improve safe transportation for pedestrians, bicyclists, motorists, and transit riders of all ages and 28 abilities; and 29 30 WHEREAS, through a grant funded by the Centers for Disease Control and the Florida 31 Department of Health in Miami-Dade, Miami-Dade County developed a set of Complete Street 32 Design Guidelines specifically for use by the County and its 34 municipalities; and 33 34 WHEREAS, Section 335.065 of the Florida Statutes states that bicycle and pedestrian 35 ways shall be established in conjunction with the new construction, reconstruction, resurfacing, 36 restoration, rehabilitation, traffic operating intersection improvements, or other change of any 37 state transportation facility, and special emphasis shall be given to projects in or within 1 mile of 38 an urban area; and 39 40 WHEREAS, municipalities across Miami-Dade County are planning, designing 41 constructing Complete Streets that accommodate residents' preference for walkable, bikable and 42 livable communities; and 43 44 WHEREAS, endorsement of the "Miami-Dade Complete Streets Design Guidelines" 45 will empower a collaboration of all engineers and planners to design, construct and operate roads 46 in a way that balances all modes of transportation within a context sensitive approach that takes 47 Street Typology and Land Use types into consideration when planning street enhancements. The City Commission hereby recognizes the importance of endorsing the "Miami-Dade Complete Streets Design Guidelines" that encourage a countywide planning, design, construction, operation and maintenance of streets for all users, including pedestrians, bicyclists, motorists, and public transit riders, and people of all ages and abilities, including children, youth, families, older adults, and individuals with disabilities. Section 2. The City Commission further affirms that "Complete Streets" infrastructure addressing the needs of all users should be incorporated into all planning, design, approval, and implementation processes for any construction, reconstruction, retrofit, maintenance, alteration, or repair of streets, bridges, or other portions of the transportation network, including pavement resurfacing, restriping, and signalization operations if the safety and convenience of users can be improved within the scope of the work. Section 3. The City Commission further resolves that all appropriate departments should endorse the "Miami-Dade Complete Streets Design Guidelines" and adjust any impacted standards so that they are consistent with the recommendations set forth in the Guidelines. Section 4. Severability. If any section clause, sentence, or phrase of this resolution is for any reason held invalid or unconstitutional by a court of competent jurisdiction, the holding shall not affect the validity of the remaining portions of this resolution. Section 5. Effective Date. This resolution shall become effective immediately upon adoption. PASSED AND ADOPTED this _ day of _____ , 2017.
