Currently the City of South Miami Police server infrastructure lacks redundancy, most servers in the environment are out of warranty, Microsoft Operating systems are no longer supported, and have no hardware maintenance contracts. In addition, Criminal Justice Information Services (CJIS) and FBI Security Policy require all police servers to be operating on the latest versions of Microsoft Server Operating System to meet CJIS/FBI security policy CSP 5.10.4.1. The City's Information Technology Division is looking to Install and configure hardware and software components for VMware virtual server environment. Modernization strategy plan developed is to migrate from physical servers to virtual server environment located at the Miami-Dade Secure Data Center. Miami-Dade County follows Federal, State and industry cyber security and network best practices to provide the strongest defenses against cyber-attacks and system breaches. By the City completing this project, the server virtualization project will improve availability, provide redundancy, and provide police with Continuity of Operations Plan in case of emergency event impacting the City of South Miami, computer room. This plan eliminates cooling and power costs for City of South Miami computer room to operate Police Infrastructure servers. The Miami-Dade Data Center is a CJIS secure facility providing hardened CATS facilities that include redundant FPL power feeds, facility generators, and continuous cooling of data center during emergency event. Amount: Account: Attachments: Miami-Dade County's Information Technology Department is the City's Information Technology provider for all services since 2014. As per the Interlocal Service and Maintenance Agreement executed via Resolution 140-15-14479, which "requires for County to have IIMaster System Administrator" access for County personnel designated with the top permission level over all for system management and administration for City IT systems covered by this agreement." Due to the complexity of the City'S Information Technology Infrastructure, sensitive sec'urity information and overall security concerns; Miami-Dade County is the only Master System Administrator of the City's entire Infrastructure and granting any other entity with System Administrator rights, which would be required to complete this task, would jeopardize security and could risk stability of the entire Information Technology system. Hence, Miami-Dade County, is the sole agent responsible for maintaining the City of South Miami and Police VMware virtual server and storage environment. The granting of system administrative access to the City of South Miami and Police VMware virtual server and storage environment to an external agency would violate the Interlocal Service and Maintenance Agreement and place a risk the City and Police IT systems covered by the agreement. Furthermore, Miami-Dade County will be utilizing the "IT Services and Rates," provided within the executed Interlocal Agreement to for the strategic IT Design, Planning, Deployment, and Implementation, of the IT business network and application solution. The City's Information Technology Division highly recommends approving the provisioning of five (5) new virtual servers utilizing Miami-Dade County infrastructure to be installed and configured on the VMware virtual environment at the Miami-Dade Secure Data Center and completing the work required for migration of Police data from physical servers to virtual environment; support fees includes all hardware, licensing and all labor costs. An amount not to exceed $16,445 001.1340.513.3450, Information Technology Division (lTD) Contractual Services, with a current balance of $42,535. Severability. If any section, clause, sentence, or phrase of this 69 resolution is for any reason held invalid or unconstitutional by a court of competent 70 jurisdiction, this holding shall not affect the validity of the remaining portions of this 71 resolution. 72 Section 3.
