A Resolution appointing Emily Glavey to serve on the Planning Board for a two-year
term.

WHEREAS, the Mayor and Commission recognize the important contributions made by those who
serve on the various city boards and committees, and wish to appoint a full complement to each of the
active boards and committees; and
WHEREAS, commencing with appointments made after January 1, 2009, Sec. 2-22 "Term Limits"
of the Code of Ordinances provides that, appointees are limited to two (2) consecutive two-year terms of
membership on a specific commission, board, or committee. After serving a maximum of two (2)
consecutive year terms, an appointee shall not be reappointed to the same commission, board or
committee unless at least one year has elapsed between the term limited position and the effective date
of commencement of the proposed appointment for a new term; and
WHEREAS, Ms. Glavey was first appointed to the Planning Board on July 22, 2014 and her normal
term ended on July 21,2016. Her successor was appointed on March 7,2017. Therefore, Ms. Glavey new
term will end two years from the approval of this resolution; and
WHEREAS, the City Commission desires to appoint Emily Glavey to serve on the Planning Board.
The appointment shall expire two years following the approval of this resolution, or until removed, or
until a successor is duly appointed and qualified.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF
SOUTH MIAMI, FLORIDA, THAT:
Section 1. The City Commission hereby appoints Emily Glavey to serve on the Planning Board
for a two-year term ending April 17, 2019.
Section 2. The expiration date of this appointment shall be two years following the approval
of this resolution, or until removed, or until a successor is duly appointed and qualified.
Section 3. This resolution shall take effect immediately upon adoption.

Emily Glavey, Assoc. AIA
Town Planner
Emily has a strong background in environmental policy, community planning and architectural design.
Her combined experience allows for a unique understanding of the planning process, including issues
concerning sustainability, the visual aspects of urban design, and the economic implications of city
form. She worked with Victor Dover and co-author John Massengale on the publication Street Design:
The Secret to Great Cities and Towns, contributing research, drawings, photos and an essay titled,
"Environmental Benefits of Complete Streets." Investigating the design of streets and neighborhood
networks reinforced her awareness of the essential role of placemaking in towns and cities.
The important function of public process and integration is central to Emily's planning and policy-
making philosophy. Her participation in a charrette intended to guide development in Haiti after the
earthquake in 2010 provided a distinct opportunity to explore unorthodox implementation chaflenges.
Emily has also worked with Habitat for Humanity, designing livable and accessible neighborhoods and
affordable housing. Her understanding of both urban and rural communities is influenced by her time
spent Jiving outside of the United States in locations such as Barcelona, Spain; Cambridge, England
and the Masai Mara region of Kenya.
Emily holds a Bachelor of Science in Architecture from Keene State Coflege in New Hampshire, a Mas-
ter of Architecture from the University of Miami and a Master of Environmental Policy (MphiO from
the University of Cambridge in the United Kingdom. She is a member of the Congress for the New
Urbanism, a lEED Green Associate and is in the process of completing her architectural certification.
Prior to joining Dover, Kohl & Partners, she worked as an architect and planner at professional firms
that specialize in historic preservation and affordable housing. She recently completed research for
her dissertation on the environmental and monetary costs of LEED initiatives for both residential and
commercial properties.

Response to Field Expertise:
I have several years of professional and academic expertise in planning and architectural design.
Through the years, I have worked on both large and small scale neighborhood, town, and city
plans. I also had the opportunity to collaborate with distinguished planners and architects on the
publication of an urban design textbook. I contributed research, text, drawings and photographs
to the book, and the experience strengthened my understanding of placemaking. However, a
large portion of my town and city planning knowledge comes from living in (and traveling to),
great cities around the world.
I grew up in rural New Hampshire, eventually went away to college, and soon after had the
chance to study abroad for seven months in Barcelona, Spain. While I had been studying
architecture and urban design at university, the education I received walking along avenues like
La Ramblas and· Gran Via de les Corts Catalanes on a daily basis made me better understand
the essential components that comprise any great neighborhood or city. Like many others, I
continued to travel and eventually landed in South Miami, about six years ago.
When I came to Miami for the first time, I was looking for a place to live. I wandered through
each neighborhood, looking for an apartment that was walking distance to shops, restaurants
and many other daily essentials. I use a bicycle as my primary mode of transportation, so when I
first saw Dorn Avenue and Sunset Drive, I instantly realized that I wanted to live here. South
Miami has a distinct and walkable neighborhood character-and it is a great place to live.
I'd really like to be a part of planning for the City's future.
