RESOLUTION NO. __________ 1

A Resolution of the City of South Miami, Florida, supporting efforts of the 3
University of Miami School of Law Center for Ethics & Public Service, and 4
Anthony V. Alfieri, Director of the Center for Ethics & Public Service 5
(CEPS), Professor of Law and Dean's Distinguished Scholar, and Founder 6
and Director of the Historic Black Church Program. 7

WHEREAS, the University of Miami is located 1 mile west of Coconut Grove and 9
directly abuts South Miami's historically African American Marshall Williamson 10
Neighborhood; and 11
12
WHEREAS, the University of Miami is a private, nonsectarian research university in 13
Coral Gables and presently has only 9% African-American and Afro-Caribbean students; and 14
15
WHEREAS, the University of Miami Main Campus in Coral Gables has 239 acres and 16
over 5.7 million square feet of buildings; and 17
18
WHEREAS, the University of Miami School of Law, Department of Ethics has 19
performed services for the residents of Coconut Grove and South Miami; and 20
21
WHEREAS, The University of Miami School of Law Department of Ethics has helped 22
the City of South Miami enroll more African-American students in the SoMi Somerset Charter 23
School, which is located within the historically African-American Marshall Williamson 24
neighborhood and only had 6 African-American students out of 650 total students; and 25
26
WHEREAS, the University of Miami documented pollution cases caused by “Old 27
Smokie”, a solid waste incinerator operated by the City of Miami, which is located in the middle 28
of an African-American residential neighborhood in Coconut Grove, started legal action on 29
behalf of Coconut Grove residents concerning “Old Smokie”, and created a documentary 30
regarding this issue; and 31

WHEREAS, the University of Miami researched the alumni of GW Carver High School, 33
which existed for the education of Coconut Grove African-American residents before school 34
desegregation, and created a historical booklet detailing accomplishments of the students; and 35

WHEREAS, the University of Miami led the successful fight against the industrial land 37
use in the middle of a single-family zoned residential neighborhood on 37 Avenue in Coconut 38
Grove regarding a bus/trolley repair garage owned by the City of Coral Gables. 39

NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY 41
COMMISSION OF THE CITY OF SOUTH MIAMI, FLORIDA, THAT: 42

Section 1. The above recitals are true and correct and are incorporated herein by 44
reference. 45

Section 2. The City of South Miami Commission hereby supports The University of 47
Miami School of Law to continue funding the social programs of the University of Miami 48
School of Law Department of Ethics. 49

Section 3. Severability. If any section clause, sentence, or phrase of this resolution is for 51
any reason held invalid or unconstitutional by a court of competent jurisdiction, the holding shall 52
not affect the validity of the remaining portions of this resolution. 53

Section 4. Effective Date. This resolution shall become effective immediately upon 55
adoption. 56
