RESOLUTION NO: _______________ 1
A Resolution authorizing the City Manager to execute a professional service work 2
order for Marlin Engineering, for the professional engineering services to provide the 3
City with design and Construction Documents for bicycle lanes in each direction along 4
SW 64th Street from SW 62nd Avenue to SW 69th Avenue. 5
WHEREAS, the Mayor and City Commission wish to enhance the existing transportation 6
system and mobility choices available to residents, workers, and visitors of the City; and 7
WHEREAS, the Green Task Force recommended this project as a good way to encourage 8
more alternative transportation; and 9
WHEREAS, this project was included in the South Miami Intermodal Transportation Plan 10
which was approved by the City Commission; and 11
WHEREAS, Commission has specifically budgeted for this project in the current years 12
Capital Improvement Plan; and 13
WHEREAS, Southwest 64th Street is the longest East-West Route through the City, and 14
one that will connect the Ludlam Trail with the Community Center, Pool, Red Road Commons, 15
and (almost) the Underline; and 16
WHEREAS, Marlin Engineering, is one of four firms selected by Resolution No. 060-17-17
14861, to provide professional service agreement for engineering services on as needed basis in 18
accordance with Florida Statute 287.055, “Consultants Competitive Negotiation Act;” and 19
WHEREAS, Marlin Engineering submitted a proposal for professional engineering 20
services; and 21
WHEREAS, the scope of services, staff allocation and man-hours were negotiated; and 22
WHEREAS, the amount of $199,325 was found to be comprehensive and cost effective 23
in its design approach; and 24
WHEREAS, the Mayor and City Commission desires to authorize the City Manager to 25
execute a professional service work order with Marlin Engineering, to provide the City with 26
design and Construction Documents for the installation of bicycle lanes with a special protected 27
separation from the motor vehicle travel lanes in each direction along SW 64th Street from SW 28
62nd to SW 57th Avenue and the creation of regular bike lanes in each direction along SW 64th 29
Street from SW 62nd Avenue to SW 69th Avenue. 30
NOW THEREFORE BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE 31
CITY OF SOUTH MIAMI, FLORIDA; 32

Section 1. The City Manager is hereby authorized to execute a professional service work 33
order for Marling Engineering, to provide design and Construction Documents for the 34
installation of bicycle lanes with a special protected separation from the motor vehicle travel 35
lanes in each direction along SW 64th Street from SW 62nd Avenue to SW 57th Avenue and the 36
creation of a regular bike lane in each direction along SW 64th Street from SW 62nd Avenue to 37
SW 69th Avenue, which will be in tandem with the special protected bike lane from SW 62nd 38
Avenue to SW 57th Avenue and then the regular bike lane will continue on its own in each 39
direction to SW 69th Avenue, for an amount not to exceed $199,325. The expenditure shall be 40
charged $199,325 to the Capital Improvement Program Fund number 301-1790-519-6450 41
which has a balance of $995,000 before this request was made. 42
Section 2. Severability. If any section, clause, sentence, or phrase of this resolution is 43
for any reason held invalid or unconstitutional by a court of competent jurisdiction, this holding 44
shall not affect the validity of the remaining portions of this resolution. 45

. Effective Date: This resolution shall take effect immediately upon adoption. 46
