A Resolution authorizing the City Manager to pay EAC Consulting Inc., for
the engineering services of design and preparation of construction
documents for the Pedestrian, Bike Path and Roadway Improvement
along SW 58 th Avenue from South Dixie Highway (US#l) to just south of
SW 71 st Street.
The current condition of SW 58 th Avenue between South Dixie Highway
(US#l) to just south of SW 71 st Street is not bicycle and pedestrian
friendly. To alleviate these conditions, the City is requesting requisite
professional engineering services to develop the design of infrastructure
improvements and prepare necessary construction documents.
EAC Consulting, Inc ., is one of four firms selected by Resolution No. 060-
17-14861, to provide professional service agreement for engineering
services on as needed basis in accordance with Florida Statute 287.055,
"Consultants Competitive Negotiation Act".
A proposal was provided on May 24, 2017 that is comprehensive and cost
effective for the services requested.
PROPOSAL AMOUNT: Please refer to the consultant contract and fee schedules.
FUND & ACCOUNT: Expenditures related to this contract shall be charged to the Capital
Improvement Fund Account for an amount not to exceed $29,165 .62.
ATTACHMENTS:
The expenditure shall be charged $29,165.62 to the People
Transportation Tax Fund Account number 124-1730-541-6490 which has a
balance of $1,346,682.88 before this request was made .

6 WHEREAS, the Mayor and City Commission wish to provide roadway improvements to

9 14861, to provide professional service agreement for engineering services on as needed basis in

11 WHEREAS, EAC Consulting, Inc., submitted a proposal for professional engineering
12 services; and
13 WHEREAS, the scope of services, staff allocation and man-hours were negotiated; and
14 WHEREAS, the amount of $29,165.62 was found to be comprehensive and cost effective
15 in its design approach; and
16 WHEREAS, the Mayor and City Commission desires to authorize the City Manager to
17 execute a professional service work order with EAC Consulting, Inc., for roadway improvements
18 to SW 58 th Avenue from South Dixie Highway (US#1) to SW n st Street.
19 NOW THEREFORE BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE
20 CITY OF SOUTH MIAMI, FLORIDA;
21 Section 1. The City Manager is hereby authorized to pay EAC Consulting, Inc., to provide
22 drainage design and construction documents for an amount not to exceed $29,165.62. The
23 expenditure shall be charged $29,165.62 to the People Transportation Tax Fund Account
24 number 124-1730-541-6490 which has a balance of $1,346,682.88 before this request was
25 made.
26 Section 2. Severability. If any section, clause, sentence, or phrase of this resolution is
27 for any reason held invalid or unconstitutional by a court of competent jurisdiction, this holding

A Resolution authorizing the City Manager to enter Into a multi-year contract
with EAC Consulting, Inc., Marlin Engineering, Inc., SRS Engineering, Inc., and
Stantec for general engineering services on an as needed basis.
WHEREAS, the City solicited a Request for Qualifications (RFQ) to retain qualified
consultants to provide various professional and general engineering and architectural
services on an as needed basis; and
WHEREAS, the professional services are required on an as needed basis and on a
rotation basis in accordance with Florida Statute 287.055, "Consultants Competitive
Negotiation Acti" and
WHEREAS, a Selection Committee comprised of City staff, reviewed the
proposals received and identified a short list of respondents for further review; and
WHEREAS, the short list of respondents were Interviewed by the Selection
Committee and subsequently scored and ranked; and
WHEREAS, according to the terms and scope of services in the RFQ, the City
intends to retain a maximum of four (4) qualified firms under four (4) separate but
similar agreements to fulfill the City's needs and meet the requirements for quick
response and specialized servicesi and
WHEREAS, the Mayor and City Commission desires to authorize the City
Manager to execute the professional service agreements.
WHEREAS, the Professional Service Agreement with the firms shall be for a term
of three (3) years and an option to renew, at the discretion of the City Manager, for one
(1) two (2) year renewal for a maximum term of five (5) consecutive years.
NOW THEREFORE BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF
THE CITY OF SOUTH MIAMI, FLORIDA;
Section 1. The City Manager Is authorized to enter into non-exclusive
multi-year contracts with the firms for professional and general engineering services on
an as needed and on a rotation basis in accordance with Florida Statute 287.055,
"Consultants Competitive Negotiation Act ll and shall be for a term of three (3) years and
an option to renew, at the discretion of the City Manager, for one (1) two (2) year
renewal for a maximum term of five (5) consecutive years. A copy of the contract is
attached.
Section 2. Severability. If any section, clause, sentence, or phrase of this
resolution is for any reason held invalid or unconstitutional by a court of competent

SW 58th Avenue Improvements
EAC Consulting, Inc. respectfully submits this engineering services fee proposal based on our initial assessment of the scope,
extent of improvements required along SW 58 th Avenue and a previous field visit. Our services on this project will be
supplemented by one sub-consultant responsible for important data retrieval that will be needed for engineering design.
The firm proposed to work with our engineering staff on this assignment is:
• Hadonne Corp -Surveying & Mapping, Subsurface Utility Engineering
We understand that the intent of the project is provide design documents for the milling and resurfacing along SW 58 th
Avenue from south of US 1 to just south of SW 71 5t Street. The existing one-way roadway will also need additional signage
and new pavement markings such as sharrows .
The City is requesting professional engineering ' services to develop the design of the above improvements and prepare
necessary construction documents. Accordingly, EAC shall undertake a topographic survey. In our preliminary discussion
with the City, we determined there will be no reconstruction of the roadway or the existing landscape median .
We are recommending to not include the dedicated south bound bike lane from US-l since it is against the flow of traffic
and poses a safety concern. Instead, only the sharrow in the north bound direction will be included north of the intersection
with SW 71 5t Street.
The proposed design will be done in accordance with the established guidelines and procedures utilized by the City of South
Miami Public Works Department, the Miami -Dade County Department of Transportation and Public and FDOT Greenbook.
EAC shall provide professional technical services in accordance with our Professional Service Agreement for Professional
General Engineering and Architectural Services with the City of South Miami.
A sketch of our work is outlined in "Exhibit A" attached to this professional engineering services fee proposal. In summary,
our anticipated scope of services is itemized as follows:
i. Site Investigation and Reconnaissance.
ii. Data Collection and Verification of As-builtConditions .
iii. Site Layout Plan and Geometry with tie-ins to established vertical and horizontal datum and monuments.
iv . Signing and Pavement Markings

Scope of services that are excluded are itemized as follows:
i. Geotechnical services. Instead request as-builts from the City to obtain original pavement design.
ii. Roadway reconstruction design such as widening and/or configuring the dimensions of the existing landscape
median.

COMPENSATION:
Our lump sum fee proposal breakdown covers the surveying & mapping, engineering design, the development of
construction documents and jurisdictional permitting. The fees for professional services was developed in accordance with
the billing established for EAC Consulting and the City of South Miami as described in the Professional Service Agreement.
Our fee proposal summary is provided below. A breakdown of our staff hours and corresponding lump sum fee proposal
for the project is also provided in "Exhibit B" also attached to this professional engineering services fee proposal.

Dear Ms. Grace :
Pursuant to your request regarding a fee estimate for s u rveying and mapping services for
the above referenced pro j ect . HADONNE (HC) is pleased to submit the fol l owing proposal for
your consideration:
Scope of Services:
Perform a Topographic Survey of the area outlined in the attached Exhibit "Au
a) Perform a Topographic Survey and Property lines and/or Right of Way location
b) Take Elevations shots along the crown of the road at 50-foot intervals
c) Take elevations cross sections at 50 -foot intervals
d) Take elevation shoot 5 feet into the adjacent properties
e) Take Invert Information of the existing inlets within the project area
Deliverables:
Five signed and sealed copies of the resulting Map of Boundary and Topographic Survey
along with the resulting CAD files (DWG format) and PDF .
Time of Completion:
We h ave estimated two calendar weeks to submit a preliminary survey a n d three weeks for
the final submittal of the Topographic Survey.

Qualifications: County and / or Municipality Fees are not included in this Proposal and are
the Client 's responsibility . Rule of Law : All field and office efforts in connection with
this project will be performed in strict accordance with the applicable provisions of the
"Minimum Standards of Practice for Land Surveying in the State of Florida", pursuant to
Rule 5J17 -05 Florida Administrative Code . Requests for service not specifically enumerated
in this Proposal wil l be addressed via separate response if so required and an additional
charge will apply per HC 's hourly rates for calendar year 2017 , which are set forth in the
"Year 2015 h ourly Rates " section of this Proposa l. Our ability to perform is and wi l l be
completely influenced by the Client 's ability to make the site available and to eliminate
any and all conditions that may interfere with HC 's ability to furnish services , and weather
conditions . HC will require a 48 hour , prior written notice before field work can be
performed . This notice should be sent via facsimile or email to HC . SUBSURFACE UTILITY
ENGINEERING: Client shall be aware that GPR Technology is not 100% accurate. Depending on
factors such as and not limited to : soil type , soi l moisture , size of underground utility ,
type of underground ut ility , depth of underground utilities ; some utilities may not be
detected by GPR . GPR will detect the presence of the utility but not the type . HC will do
its best to identify the type of utility b u t it may occur that some detected uti l ity remains
unidentified . Area to be located with GPR should be clean without mayor vegetation , debris
or a n y struct u re that may prevent t h e use of the equipme n t . Cleaning , removing of debris or
vegetation is not included in this proposal .
Payments Terms: Payment is due for HC 's comp l etion of each task UPON RECEIPT of HC 's
Invoices . It is understood that this Proposal is entered into between HC and the Client .
HC 's failure to strictly enforce a n y provision in this Pr oposa l shall NOT be constru ed as
a modification or amendment of the Proposal 's terms , specifically these payment terms ,
unless otherwise agreed to in writing by HC . HC 's receipt of this Proposal , signed by
Client , constitutes Client 's acceptance of these terms , and HC 's Standard Terms and
Conditions (collectively the "Contract "), which is attach ed and incorporated by reference
as if f u lly set forth here . The Client 's signature shall also constitute a notice for HC to
proceed with its Scope of Services. In the event HC is required to enforce any terms of the
Contrac t, Clie n t agrees to pay to HC all reasonable attorneys ' fees and costs incurred ,
whether suit is filed or not , including attorneys ' fees on appeal. Past due payments under
this Proposal are subj ect to a 1.5 % interest per month . For special consideration , the
Client agrees that HC 's liability for this Project , irrespective of the cause , shall be
l imited to the amount of the Professional Fees Client actually pays to Client . Both HC and
the Client may terminate this Proposal after ten (10) days written notice , and upon Client 's
payment to HC of all outstanding fees and expenses incurred by HC through the date of such
written notice .

to the payment terms as set forth above .
