The City desires to operate a public transportation circulator service to run predominately in the business district and CRA areas. On May 2, 2017, the Miami-Dade County Board of County Commissioners approved a resolution approving an Interlocal Agreement for Public Transportation Service between Miami-Dade County, through the Department of Transportation and Public Works (DTPW) and the City for the operation of public transportation service in and around the City. Limousine of South Florida, Inc., will provide the City with two 2016 shuttle buses with a capacity of 16 passengers and two wheelchair positions. Hours of operation will be a minimum 48 hours per week, per vehicle, which will be running on the same route in opposite direction. The rate fee to operate the service is $54 per hour which includes drivers, maintenance and operating costs. For the current 2016-2017 fiscal year, the estimated expenditure is $62,208. A summary of the expenditure is below. Limousines of South Florida, Inc., will install the decals and wrap the vehicles accordingly but the City will be responsible for the graphics and all graphic designs. Bus stop signs on the circulator route will incorporate the unique South Miami vehicle graphics design for consistency and marketing purposes. As an added feature, the circulator will utilize a Smart Phone Trolley APP. This feature will provide riders with real-time circulator arrivals at the designated bus stops utilizing Apple or Android smart phones. As a result, the Citizen's Independent Transportation Trust {Cln} was created to advise elected officials in the spending of the surtax. The City receives a share of the one-half cent sales tax, known as the People's Transportation Tax, to be used for transportation services. The People's Transportation Tax provides funding for the People's Transportation Plan, Municipal Component. The surtax proceeds shall only be used for the transportation expenses and with the following stipulations: Each municipality shall apply 20% of its share of surtax proceeds towards transit, such as bus service, bus pullout bays, shelters, and any other transit-related infrastructure. Any municipality that cannot apply the 20% portion of surtax proceeds it receives may contract with the County via the Citizen's Independent Transportation Trust {Cln} for the County to apply such proceeds on a County project that enhances traffic mobility within the city and immediately adjacent areas. Any funds not expended on allowable projects may be considered for recapture by Miami-Dade County. If the City cannot expend such proceeds in accordance with the established criteria, proceeds shall be carried over and added to the overall portion of the surtax proceeds to be distributed to the cities in the ensuring year and shall be utilized solely for the transit uses enumerated herein. Per the Interlocal Agreement with Miami-Dade County, all expenses that are financed through this fund must be allocated in one fund. This is the amount that was budgeted by the City at the time the PTP was passed. Therefore, the expenses related to the PTP Funds must equal or exceed $116,000 MOE for FY 2003. Municipalities shall not expend more than 5% of their share of surtax proceeds on administrative costs, exclusive of project management and oversight for projects funded by the surtax. Smart Phone Trolley APP-This will provide riders with real-time trolley arrivals at the deSignated South Miami Community Bus Stops utilizing Apple or Android smart phones. Cost -This mobile application may be installed in the New South Miami Minibuses at a cost of approximately $1,247.75 per bus. This will provide the GPS hardware to track the buses through TSO Mobile who will set up and develop the Smart Phone Trolley APP. Therefore, the total cost for the hardware, installation and setup will be $2,495.50 for two (2) vehicles. This rate does not include a spare unit. TSO Mobile is located in Miami and from our experience, their response time is excellent. Therefore, in the event of a breakdown, we should be able to have it repaired within 24 hours. Spare Unit (Optional) -We can provide a spare unit, which will be in a ruggedized case with a cigarette lighter adapter and a GPS G3P Internal Antenna. The spare unit is portable and will be able to be moved from one bus to another when a dedicated City of South Miami vehicle is out of service. The additional cost for this unit is $599.00 and comes with a one-year factory warranty. The spare unit will also have a monthly reoccurring fee of $34.99 per month. This spare unit is optional and does not need to be included. However, LSF recommends having a spare unit that will complement the integrity of the Smart Phone Bus App when an assigned bus is being replaced with another vehicle temporarily.
