_add-on a)Add-on a) Sponsored by: Commissioners Harris & Edmond City Commission Meeting: 06-20-17 RESOLUTION NO. _ 1 2 A Resolution supporting equal pay protections and directing the 3 City Manager to implement equal pay policies and procedures. 4 5 WHEREAS, a woman in 1963 was paid on average only 59 cents for each dollar paid to 6 a male counterpart; and 7 8 WHEREAS, in 1963, Congress passed and President Kennedy signed the landmark 9 Equal Pay Act of 1963 (29 U.S.C. 201 note; Public Law 88-38) (referred to in this 10 preamble as the "Equal Pay Act"), unequivocally affirming that women deserve equal pay 11 for equal work; and 12 WHEREAS, the enactment of the Equal Pay Act laid the groundwork for title VII 13 of the Civil Rights Act of 1964 (42 U.S.C. 2000e et seq.) and title IX, which together 14 vastly expanded opportunities for girls and women at school and work; and 15 WHEREAS, those pay disparities exist in both the private and the public sectors and the 16 pay disparities in many cases may be due to continued intentional discrimination or the lingering 17 effects of past discrimination; and 18 WHEREAS, unequal pay, hiring and promotion on the basis of gender tell 19 women and girls that the hard work of the women or girls is not valued equally to that of 20 male counterparts; and 21 WHEREAS, unequal pay, hiring and promotion on the basis of gender violate generally 22 held beliefs regarding equality and fundamental fairness; and 23 WHEREAS, the material wage gap equals approximately $10,762 less per year in 24 median earnings for women and their families compared to men; and 25 WHEREAS, compared to the earnings of White, non-Hispanic men, women on average 26 face a lifetime wage gap of $430,480, African-American women on average face a lifetime wage 27 gap of $877,480, and Latinas on average face a lifetime wage gap of $1,007,080; and 28 WHEREAS, the City of South Miami has made significant commitment to implement 29 practices ensuring gender wage equality by establishing a formal and structured pay plan; and 30 WHEREAS, society still frequently associates certain careers paths and jobs with one 31 gender due to traditional gender biases; and 32 WHEREAS, women are 50% more likely to work in the public sector; and 33 34 Page 2 of 2 WHEREAS, unequal pay and hiring practices on the basis of gender threaten the 1 economic security of women and their families while the women are in the workforce and 2 the retirement security of women after the women have left the workforce; and 3 4 WHEREAS, in 2010, there were approximately 66 million women in the labor force – 5 73 percent of the employed women worked in full-time jobs, while 27 percent worked on a part-6 time basis. 7 8 NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY 9 COMMISSION OF THE CITY OF SOUTH MIAMI, FLORIDA THAT: 10 11 Section 1. T he City Manager is instructed to continue to develop and enforce 12 internal policies and procedures to avoid systemic gender pay inequality and further to 13 draft a position statement to be included in job postings and advertisements and 14 recruitment materials regarding gender neutral efforts in recruitment, hiring and 15 promotional practices. 16 17 Section 2. The City of South Miami supports an end to pay discrimination based 18 on gender and the strengthening of equal pay protections and further directs the City 19 Manager to document evidence of gender pay equality and equality in opportunities for 20 hiring, promotions and acquiring management positions in the City government in all 21 departments in the yearly Budget Summary. 22 23 Section 3. Severability. If any section clause, sentence, or phrase of this resolution is for 24 any reason held invalid or unconstitutional by a court of competent jurisdiction, the holding shall 25 not affect the validity of the remaining portions of this resolution. 26 27 Section 4. Effective Date.
