Review and Preservation Board (ERPB) was granted preliminary approval as presented for the new construction of the two-story building. Furthermore, staff conditions from the preliminary report have been addressed as follows: 1) Meet requirements as set forth in the Adopted Stormwater Ordinance No. 06-07- 1907; Attached City of South Miami Stromwater Transmittal Notification, dated November 3, 2011 and Ordinance No. 06-07-1907. 2) Meet requirements as set forth in Section 20-3.5(H) Dimensional Requirements (Two- . Story); Please refer to the section of this report entitled Site Plan and Building Analysis for additional Information and attached Sheet A-1 for zoning notes. 3) Prior to final ERPB to indicate on the plans the following: • the location of the water line and sanitary sewer connection; Refer to the Site Plan, sheet A-1. • grade and the average height between the high and low points of a pitched roof, Refer to the Elevations, sheet A-4 and A-5. • required setbacks for the proposed swimming pool, Refer to the Site Plan, sheet A-1. • the location of the swimming pool deck; Refer to the Site Plan, sheet A-1. • minimum required five feet minimum side setback dimensions of the condensing units and swimming pool equipment; and, Refer to the Site Plan, sheet A-1. ■ a 50% minimum green space required at the front yard. Refer to the Site Plan, sheet A-1. 5788 SW 77 Terrace ERPB-11-072 presented on November 15, 2011 New Construction: Final —Two Story Page 2 of 4 4) Applicant to submit a colored rendering prior to final ERPB; Colored rendering attached (Cover Sheet A-0). 5) Applicant to submit the landscape plan prepared by a registered Florida Landscape Architect prior to final ERPB; Landscape Plans attached, Sheet L-1 and L-2, prepared by Ben Green, Registered Landscape Architect; and, 6) Applicant to submit the engineering plans prior to final ERPB; At this time, the applicant has also submitted the attached Mechanical, Electrical, Plumbing, and Structural plans for final review by the ERPB. Legal Description: The West 80 feet of Lot 4, in Block 4, of FAIRGLADE PARK, a subdivision according to the Plat thereof, as recorded in Plat Book 45 at Page 80 of the Public records of Dade County, Florida, now known as Miami-Dade County, Florida. Boundary Survey: See attached Boundary Survey signed and sealed by the professional surveyors, and mapper, Waldo F. Paez, P.S.M., for the firm Delta Surveyors, Inc., dated July 12, 2011. The subject property is a corner lot located on the south east corner of SW 58 Ave and SW 77 Terrace, and abuts the right-of-way; SW 78 Street (Brown Drive). The Boundary Survey indicates an existing one story residence with a wooden deck and swimming pool at the rear yard of the subject property. The Survey also indicates the existence trees, palms and physical barriers. Benchmark elevations are labeled throughout the site. Zoning District: "RS-3" Medium Lot Single-Family Residential District: The purpose of this district is to provide for low-density single-family residential development located in a moderately spacious setting which emphasizes the preservation of open space. This district is appropriate in areas designated "Single-Family" on the city's adopted Comprehensive Plan. Existing Conditions: The attached boundary survey indicates an existing one-story residence, which the property owner intends to demolish in order to construct a new two- story single family residence. The subject property fronts SW 77th Terrace with a lot frontage of 80.00 feet in width, which complies with the current 75 feet minimum lot frontage requirements set forth in the RS-3 zoning district. The property depth consists of 143.88 feet on the east side of the property and the same 143.88 feet on the west side of the property with a lot size of 11,376 square feet exceeding the 10,000 square feet minimum lot size net area set forth in the RS-3 zoning district, Section 20-3.5, Dimensional Requirements Single Family Districts, Land Development Code. Landscape Plan: On October 10, 2011, the applicant filed an application for tree removal with the Planning and Zoning Department. The applicant has obtained approval with conditions to remove the following trees; three Cluster of Palm Trees, three Palm Trees, one Banana Tree, One Fishtail Palm Tree, one Mango Tree, one Palmetto Palm Tree and one White Cordia Tree. As noted, the removal of the trees listed above will require a total of two (2) replacement trees and must be Native Hardwood;, Florida Fancy Number 1 with a minimum height of 18'-0". As required, the Proposed Landscape Plan, sheet L-1 and L-2, are signed and sealed by a Landscape Architect. The newly proposed landscape plan complies with the tree removal permit 5788 SW 77 Terrace ERPB-11-072 presented on November 15, 2011 New Construction: Final —Two Story Page 3 of 4 conditions. Please refer to the attached Landscape Plan that illustrates the existing and proposed trees, including the mitigation. It is important that the existing trees be protected during construction. Site Plan and Building Analysis: The proposed two-story building faces north; the same orientation as the building's pedestrian and vehicular access which is from SW 77th Terrace. The Site Plan, sheet A-1, illustrates the proposed two-story building with a swimming pool and driveway. It is important to note the articulation and scale in each of the building's facades; particularly due to the highly visible location of this site, which has three abutting rights-of-way. Other design principles to be considered by the ERPB include but are not limited to scale, color, texture, appropriateness, and aesthetic quality of all proposed buildings and other structures. The building dimensional requirements for Single-Family Residential Districts Two-Story are guided by Section 20-3.5(H), Land Development Code. The zoning calculations provided on the site plan show a proposed total lot size of 11,376 square feet, exceeding the minimum total area (10,000 square feet) required by the Land Development Code. The proposed building coverage (3,175 square feet building coverage) does not exceed the maximum allowable building coverage (3,412 square feet or 30%). The proposed first and second floor building coverage, totals 4,987 square feet, which does not exceed the maximum allowable building FAR of 0.45 or 5,119 square feet; Table 2, Section (C)(11) titled Development Standards, Land Development Code. The proposed impervious coverage includes the building, swimming pool and deck, driveway, and all impervious surfaces. The calculation provided for total proposed impervious surfaces (4,514 square feet) does not exceed the 0.40 maximum impervious coverage allowed (4,550 square feet). Elevations: The building finishes and materials are noted on the elevations, sheet number A-4. The newly proposed includes standing seam metal roof, impact resistant windows and doors, decorative precast bracket, decorative out-lookers, and has been designed with smooth stucco finish walls and smooth stucco siding walls. Also, the applicant has selected the exterior paint colors by Benjamin Moore; OC-103 Antique Yellow and OC-63 Winter Snow. Actual paint and roof color sample will be presented at the ERPB meeting. Development Review Committee: The Development Review Committee (DRC), met on September 27, 2011 with the applicant. The committee is composed of representatives from the Building, Code Enforcement, Police, Public Works and Planning and Zoning Departments. The committee discussed the newly proposed two-story building, proposed site plan, and landscape. The Building Department commented that the newly proposed house comply with the Florida Building Code. For example, shop drawings for the newly proposed stair railing, illustrated on Sheet A-3, are required. The Public Works Department comments attached, Code Enforcement and Police were not present at the meeting. Furthermore, the Planning and Zoning Department noted the applicant has filed an Application for tree removal with the Planning and Zoning Department.
