An Ordinance relating to the City's 2017 fiscal year budget; authorizing an increase of
appropriations for expenditure line item 125-1730-541-3450 People's Transportation
Tax Fund Direct Transit Contractual Services account in the amount of $70,500.
WHEREAS, the City desires to operate a public transportation circulator service to run
predominately in the City's business district and the Community Redevelopment Area (CRA); and
WHEREAS, Miami-Dade County Board of County Commissioners adopted a resolution
approving an Interlocal Agreement for Public Transportation Service between Miami-Dade County,
Department of Transportation and Public Works (DTPW) and the City for the operation of public
transportation service in and around the City; and
WHEREAS, under the terms of the Interlocal Agreement, the City shall be responsible for all
operating and maintenance costs for this service which will be funded from the City's share of the
Charter County Transportation Surtax Allocation funds, Direct Transit, account no. 125-1730-541-3450,
Contractual Services; and
WHEREAS, it is requested that the budget for People's Transportation Tax Fund Direct Transit
Contractual Services account include an appropriation of $70,500, to provide sufficient funds for the
public circulator service through the end of Fiscal Year 2016-2017.
NOW, THEREFORE, BE IT ORDAINED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF
SOUTH MIAMI, FLORIDA:
Section 1. The City Budget is hereby amended to appropriate $70,500 from the Transportation
Tax Fund Direct Transit Contractual Services Fund 125, to provide for the expense of the public
circulator service through the end of Fiscal Year 2016-2017. The Transportation Tax Fund Direct Transit
Contractual Services Fund 125, account 125-1730-541-3450, has a current unallocated fund balance of
$607,710.
Section 2. Severability. If any section, clause, sentence, or phrase of this ordinance is for any
reason held invalid or unconstitutional by a court of competent jurisdiction, this holding shall not affect
the validity of the remaining portions of this ordinance.
Section 3. Ordinances in Conflict. All ordinances or parts of ordinances and all sections and
parts of sections of ordinances in direct conflict herewith are hereby repealed.
Section 4. Effective Date. This ordinance shall become effective upon enactment.

The City desires to operate a public transportation circulator service to run
predominately in the business district and CRA areas. On May 2, 2017, the
Miami-Dade County Board of County Commissioners approved a resolution
approving an Interlocal Agreement for Public Transportation Service
between Miami-Dade County, through the Department of Transportation.
and Public Works (DTPW) and the City for the operation of public
. transportation service in and around the City.
Limousine of South Florida, Inc., will provide the Citywith two 2016 shuttle
buses with a capacity of 16 passengers and two wheelchair positions. Hours
of operation will be a minimum 48 hours per week, per vehicle, which will
be running on the same route in opposite direction. The rate fee to operate
the service is $54 per hour which includes drivers, maintenance and
operating costs. For the current 2016-2017 fiscal year, the estimated
expenditure is $62,208. A summary ofthe expenditure is below.

. The buses will be "wrapped" with unique City of South Miami graphics, to be
determined, that will identify the City's circulator and serve to market the
service in and around the City. Limousines of South Florida, Inc., will install
the decals and wrap the vehicles accordingly but the City will be responsible
for the graphics and all graphic designs. Bus stop signs on the Circulator
route will incorporate the unique South Miami vehicle graphics design for
consistency and marketing purposes.
As an added feature, the circulator will utilize a Smart Phone Trolley APP.
This feature will provide riders with real-time circulator arrivals at the
designated bus stops utilizing Apple or Android smart phones.

PEOPLE'S TRANSPORTATION TAX FUND BACKGROUND
On November 5, 2002 the citizens of Miami-Dade County voted to implement the People's
Transp.ortation Plan (PTP) funded by a one half {1/2} percent sales tax Increase to provide traffic
relief in Miami-Dade County. As a result, the Citizen's Independent Transportation Trust (CITI)
was created to advise elected officials in the spending of the surtax.
The City receives a share of the one-half cent sales tax, known as the People's Transportation Tax,
to be used for transportation services. The People's Transportation Tax provides funding for the
People's Transportation Plan, Municipal Component. The surtax proceeds shall only be used for
the transp'ortation expenses and with the following stipulations:
Each municipality shall apply 20% of its share of surtax proceeds towards transit, such as bus
service, bus pullout bays, shelters, and any other transit-related infrastructure. Any municipality
that cannot apply the 20% portion of surtax proceeds it receives may contract with the County via
the Citizen's Independent Transportation Trust (ClTI) for the County to apply such proceeds on a
County project that enhances traffic mobility within the city and immediately adjacent areas. Any
funds not expended on allowable projects may be considered for recapture by Miami-Dade
County. If the City cannot expend such proceeds in accordance with the established criteria,
proceeds shall be carried over and added to the overall portion of the surtax proceeds to be
distributed to the cities in the ensuring year and shall be utilized solely for the transit uses
enumerated herein.
Per the Interlocal Agreement with Miami-Dade County, all expenses that are financed through
this fund must be allocated In one fund. This is the amount that was budgeted by the City at the
time the PTP was passed. Therefore, the expenses related to the PTP Funds·must equal or exceed
$116,000 MOE for FY 2003.
Municipalities shall not expend more than 5% of their share of surtax proceeds on administrative
costs, exclusive of project management and oversight for projects funded by the surtax.

RE Smart Phone Trolley APP Proposal
The proposal outlines all costs associated for a Smart Phone Trolley APP utilizing the required
GPS hardware for the City of South Miami.
Smart Phone Trolley APP-This will provide riders with real·time trolley arrivals at the deSignated
South Miami Community Bus Stops utilizing Apple or Android smart phones.
Cost -This mobile application may be installed in the New South Miami Minibuses at a cost of
approximately $1,247.75 per bus. This will provide the GPS hardware to track the buses through
150 Mobile who will set up and develop the Smart Phone Trolley APP. Therefore, the total cost
for the hardware, installation and setup will be $2,495.50 for two (2) vehicles. This rate does not
include a spare unit. (see costs for optional spare unit on next page)
Recurring Monthly .Fees -The monthly fee is $114.99 per month, per bus for the Apple and
Android app, which includes all monthly access fees. Therefore, the total monthly cost will be
5229.98 for two (2) minibuses. This rate does not include a spare unit. (see costs for optional
spare unit on next page)
Installation -The GPS tracking units will be installed into the two (2) new City of South Miami
minibuses and may be utilized for our dispatcher to know the vehicles are located at all times.
Additionally, the Smart Phone Trolley App will allow for our riders to see when the trolley will
arrive at their designated stop.

Service Level -The GPS unit will transmit to the server at all times, which populates the
information for the Mobile App to work. Unless the GPS unit is broken, down time is almost null.
In the event that the mobile units are not reporting, we will be able to utilize the spare unit if
available. TSO Mobile is located in Miami and from our experience, their response time is
excellent. Therefore, in the event of a breakdown, we should be able to have it repaired within
24 hours.
Spare Unit (Optional) -We can provide a spare unit, which will be in a ruggedized case with a
cigarette lighter adapter and a GPS G3P h1ternal Antenna. The spare unit is portable and will be
able to be moved from one bus to another when a dedicated City of South Miami vehicle is out
of service. The additional cost for this unit is $599.00 and comes with a one-year factory warranty.
The spare unit will also have a monthly reoccurring fee of $34.99 per month. This spare unit is
optional and does not need to be included. However, LSF recommends having a spare unit that
will complement the Integrity of the Smart Phone Bus App when an assigned bus Is being
replaced with another vehicle temporarily. In the event that the spare unit is used as a regular
unit and not as Intended, monthly service rate will be Increased to $69.99 per month
reoccurring fee.
