A Resolution of the City of South Miami, Florida, supporting efforts of the
University of Miami School of Law Center for Ethics & Public Service, and
Anthony V. Alfieri, Director of the Center for Ethics & Public Service
(CEPS), Professor of Law and Dean's Distinguished Scholar, and Founder
and Director of the Historic Black Church Program.
WHEREAS, the University of Miami is located 1 mile west of Coconut Grove and
directly abuts South Miami's historically African American Marshall Williamson
Neighborhood; and
WHEREAS, the University of Miami is a private, nonsectarian research university in
Coral Gables and presently has only 9% African-American and Afro-Caribbean students; and
WHEREAS, the University of Miami Main Campus in Coral Gables has 239 acres and
over 5.7 million square feet of buildings; and
WHEREAS, the University of Miami School of Law, Department of Ethics has
perfonned services for the residents of Coconut Grove and South Miami; and
WHEREAS, The University of Miami School of Law Department of Ethics has helped
the City of South Miami enroll more African-American students in the SoMi Somerset Charter
School, which is located within the historically African-American Marshall Williamson
neighborhood and only had 6 African-American students out of 650 total students; and
WHEREAS, the University of Miami documented pollution cases caused by "Old
Smokie", a solid waste incinerator operated by the City of Miami, which is located in the middle
of an African-American residential neighborhood in Coconut Grove, started legal action on
behalf of Coconut Grove residents concerning "Old Smokie", and created a documentary
regarding this issue; and
WHEREAS, the University of Miami researched the alumni ofGW Carver High School,
which existed for the education of Coconut Grove African-American residents before school
desegregation, and created a historical booklet detailing accomplishments of the students; and
WHEREAS, the University of Miami led the successful fight against the industrial land
use in the middle ofa single-family zoned residential neighborhood on 37 Avenue in Coconut
Grove regarding a bus/trolley repair garage owned by the City of Coral Gables.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF SOUTH MIAMI, FLORIDA, THAT:
Section 1. The above recitals are true and correct and are incorporated herein by
reference.

Section 2. The City of South Miami Commission hereby supports The University of
Miami School of Law to continue funding the social programs of the University of Miami
School of Law Department of Ethics.
Section 3. Severability. If any section clause, sentence, or phrase of this resolution is for
any reason held invalid or unconstitutional by a court of competent jurisdiction, the holding shall
not affect the validity of the remaining portions of this resolution.
Section 4. Effective Date. This resolution shall become effective immediately upon
adoption.
