Res No 076-17-14877RESOLUTION NO.076-17-1 4877 A Resolution authorizing the Mayor to draft and filean amicus curiae brief in support of Sierra Club's appeal of an order of the Florida Public Services Commission authorizing a rate increase for Florida Power and Light based on the company's $1.25 billion acquisition of an all-gas fleet of power plants commenced without due evaluation of the cost-effectiveness of non-carbon emitting central-solar/battery technology. WHEREAS,Florida Power andLight,Co.(FPL)commenced the$1.25 billion acquisition of anall-gasfleet of power plants without due evaluation of central-solar/battery technology that,FPL admits could meet some orall of the same customer need atthe same or less cost than the all-gas fleet;and WHEREAS,the Sierra Club hasfiledan appeal with Florida's Supreme Court questioning the prudence of the decision bythe Florida Public Service Commission (FPSC)to allow FPL to increase its rates and charge its customers forthe$1.25 billion acquisition of fossil- fuel burning plants,which the FPSC never determined tobethe prudent,least-cost option to serve customers;and WHEREAS,the City of South Miami is committed to promotion of renewable energy to combat climate change;and WHEREAS,an amicus curiae brief isa "friend of the court"brief;and WHEREAS,the Mills Law Firm has offered to work probono with South Miami Mayor Stoddard to research,write,andfilean amicus curiae brief on behalf of the City of South Miami in support of Sierra Club's appeal;and WHEREAS,theCity will incur no financial expense or staff commitment inthe production or filing of this amicus curiae brief;and WHEREAS,Miami-Dade County has filed a resolution with the Florida PSC in opposition to FPL's rate increase thatcoversthecost of thesenew gas-power plants. NOW,THEREFORE,BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF SOUTH MIAMI,FLORIDA,THAT: Section 1.The City Commission hereby authorizes Mayor Stoddard to work with the MillsLaw Firm inthe production andfiling of anamicuscuriae brief on behalf of theCity of SouthMiamiin support of Sierra Club's appealwith Florida's Supreme Court,CaseNumber: SC17-82 -SIERRA CLUB vs.JULIE IMANUEL BROWN,ETC.,ET AL. NextEra Energy (http://www.NextEraEnergy.com)wants to be "the largest,most profitable clean energy provider in the United States,"according to Jim Robo,CEOof the utility giant,at an analyst conference at Wolfe Research in New York on Tuesday. These projects will mostly be for frequency regulation,but there's also a 4-hour project being deployed next year and an R&D project with storage "deployed at substations to drive reliability."Robo noted that energy storage "isn't going to be just to firm renewables."He suggested it will be used ina variety of applications such as "reliability purposes and transmission avoidance." Robo said that he and his team expect energy storage prices to experience a similar cost plunge to that of solar costs over the last seven years.If that happens,energy storage will be competitive with gas peaker plants. Robo said,"Post-2020,there may never be another peaker built in the United States — very likely you'll be just building energy storage instead."
