In response to your solicitation regarding the creation of a South Miami Intermodal Transportation Plan, we are

MC Harry Associates’ past transportation projects have ranged from new facilities to renovations and remod-
eling, planning and programming, concept development, scheduling and cost estimating, and assisting the
client with grant applications, community presentations and public charrettes. Relevant projects have ad-
dressed public transportation facilities, traffic calming, roadway and streetscape improvements, pedestrian
walkways and trails, public parks, parking facilities, and landscape design.
Based on this body of work over the last 35 years, we have developed the skills necessary to meet the City
of South Miami’s need for a well conceived and insightful community based Intermodal Transportation
Plan that will guide City policy and decision-making regarding existing and long term transportation needs.
The Plan will address South Miami Community interests, and ultimately guide the City’s capital investment
decisions, transportation programs including facilities planning and design, and support community objec-

Section 4 – Inventory of Existing Facilities and Conditions:
The inventory of existing city facilities and current conditions will be conducted on-site with the intent to estab-
lish planning context facilitating the development of an AutoCAD based layout plan(s) for the City of South Mi-
ami. The layout plan will be used as the base document for the creation of the inception phase 3D Computer
Generated Imagery (CGI) and will address all major elements of the municipal complex located within existing
city limits. Critical activity nodes will be delineated. The findings will be summarized and potential constraints
and opportunities inherent within the city layout will be identified. The inception phase 3D CGI model will be
refined over time to depict proposed intermodal movement and interface alternatives and the final recom-
mended Intermodal Transportation Plan.
This information will be delivered as a bound document for City review and Team reference. Minimum graphic
content may include:

anticipated intermodal trends with desired enhancements and potential for redirected transportation move-

Following evaluation of the Milestone 1 - Current Conditions Analysis and public comment, a preliminary Inter-
modal Transportation Plan will be recommended. Two Dimensional Graphic representations of the preliminary

Final Draft Report
Following evaluation/modification of the Milestone 2, Interim Report defining the preliminary Intermodal Trans-
portation Plan, a draft version of the final SMITP will be prepared for City review and comment leading to final
revisions. Graphic material will include the elements described in Interim Report Part above.
A public meeting may be conducted to communicate findings and solicit comment.
A public meeting will be conducted to present project status to the City Commission.
MILESTONE 4
Final Report
Following review of the Milestone 3 Final Draft Report, final revisions will be incorporated and the final report
will be prepared, printed and bound for distribution. Graphic material will include the elements described in
Milestone 3 Final Draft Report above.
Additionally, an Executive Summary of all material developed as part of this study; a recommended, priority
based, Action Plan / Implementation Strategy; and a final 3D Simulation of various elements of the approved
South Miami Intermodal Transportation Plan will be made part of the final report.

Available Resources:
MC Harry Associates employ the latest project design and management tools in the industry. We are fully
CADD and BIM capable with our own integrated computer server network. We have color plotting capabilities
for media support including full Adobe Creative Suite graphic programs. Our workstations support multiple
LCD monitors for ease of graphics and data management. We develop technical specifications in-house in-
cluding those defining construction phase sustainable design milestones.
3D Modeling:
MC Harry Associates’ in-house 3D Computer Generated Imagery is utilized by the entire A/E team to
visualize, refine and document all of the elements necessary to produce a successful design within a
short period of time. An added benefit of our 3D CGI… it allows the owner and other stakeholders to
view and critique the project long before it is committed to construction.
Building Information Management:
MC Harry Associates utilizes BIM / Revit on selected projects to create a single file database that can
be shared among the entire design team. It is a powerful 3D, design documentation and coordination
tool that links plans, sections, elevations, legends, and schedules allowing changes made in one view
to automatically update all other views. Revit can perform interference checking, aka clash analysis,
which detects architectural, structural or MEP components of the building that are occupying the same
physical space…an extremely valuable interdisciplinary coordination tool.

As the design principal of the firm, Mr. Carlson is responsible for developing
project specific conceptual design, managing their development through each
project phase. Mr. Carlson is a hands on architect who promotes spirited team
collaboration to ensure that the very best ideas are considered and presented
to the client.
He is an effective team leader and motivator, whose focus is on well-
managed, quality design projects delivered on time and within budget. Mr.
Carlson has over 35 years of professional experience in the planning, pro-
gramming and design of numerous facilities for municipalities, government
agencies and public institutions.

Mr. Piersol has over 30 years of experience in the planning, design and con-
struction of major public buildings, including aviation and transportation re-
lated facilities, banks, restaurants and renovations and historic restorations.
Mr. Piersol has also been responsible for numerous studies, consultation re-
ports, construction cost estimates and specifications.
Awards include a Citation Award for Technical Excellence in the production of
Contract Documents from the C.S.I. and the F.A.A.I.A. Bronze Medal.
Mr. Piersol has served public agencies throughout South Florida including City
of Miami Beach, City of Miami, City of South Miami, City of Coral Gables, City
of Hollywood, Broward County Public Works, Dade County G.S.A., the Miami

Mr. Torres has developed a broad based of experience over the past 10
years working on projects for MC Harry’s municipal and institutional clients.
He is a proactive project architect/manager with focus and attention to detail.
Guided by his awareness of the client’s needs, requirements and project
limitations, his projects are routinely delivered within budget and on
schedule.
Javier was the lead designer and project manager on two recent projects
both of which achieved LEED Gold Certification, the Town of Miami Lakes
Royal Oaks Community Center and he City of Miramar Vizcaya Park
Community Center.
He was also the Design Criteria Professional on the City of Lauderdale
Lakes’ City Hall Complex providing planning, space programming,
preliminary design, and cost analysis for their 5 Year Capital Improvements

Ms. Harrison has worked closely with various municipalities throughout the
course of her career; varying from master plans, landscaping, beautification
projects, small and large scale building construction. She also has extensive
experience in educational facilities, designing and implementing school
standards and overseeing school design teams for various education
related projects. Her experience as a project manager is a vast one with
projects ranging from planning, renovations to new facilities. She is a hands
-on project manager that is involved in the project from inception to
completion and prides herself on her reputation and is readily available to

Senior Principal / Partner
Bliss & Nyitray, Inc.
Paul worked in a variety of roles for a major general contractor and became a
Certified General Contractor prior to joining BNI. Since joining BNI, Paul has
worked on a number of design-build projects and often served as Threshold
Inspector. These and timely communication and have helped lead BNI to
recommendations by a number of contractors.
Paul has designed a variety of structural systems, including cast-in-place
concrete, composite precast concrete, tilt-up concrete, and structural steel.
He works closely with designers and builders, regardless of delivery method,
to make structural decisions that balance aesthetics, constructability, cost and
schedule.
Manuel P. Montoya, P.E., President

Mr. Montoya has over 27 years of experience in Electrical Engineering
Design and is the Principal in charge of the Firm’s managerial decisions. In

Mr. Aloma has over 22 years of experience and is the Principal in charge of

Derick Langel has over 16 years of local and international experience in
Architecture and Landscape Architecture Projects. Since 1995, Mr. Langel’s has
conceptualized, hand sketched and CAD drafted construction documents in the
public and private sector. He has been involved with projects ranging from
schematics to construction management in metric and imperial units throughout
Florida, Puerto Rico, Anguilla, Turks and Caicos and Bahamas Islands, Costa
Rica, Panama, Colombia, Brazil and Argentina. These projects have included
Residential, High-rise, Commercial, Governmental, Institutional and Hospitality
Architecture and Landscape Architecture construction documents that
encompassed tree survey/removal/disposition plans, hard surface layouts,
grading plans, planting plans, lighting plans as well as irrigation plans.
Successful designs include swimming pools, fountains, water features, parks,
plazas, project entry features, waterways and greenways.
Mr. Langel has been a key element to presenting grant use documentation and
renderings for Cities to obtain Federal funding for FDOT complying streetscapes
and parks. His 3D rendering techniques with PhotoShop refining and other
graphic software skills enhances chances for our clients to secure community,
private and governmental support and funding. Mr. Langel’s input as an ISA
Certified Arborist is key in site inventory and analysis for our clients; coordinating
with our Survey Department the location and species of trees and appraising the
dollar value of such trees; which is paramount in the process of elaborating tree
disposition plans followed by landscape plans that show existing trees and
vegetation that meets city requirements savings our clients’ money.
Mr. Langel’s ability to blend Architecture with Landscape Architecture and the
environment with his array of experience that ranges from Hotel intimate gardens
to Master planning is an absolute asset for the Keith and Associates family and
our clients. He is an expert in AutoCAD, AutoCAD Revit, Sketchup, Photoshop,
Adobe Suite, and Land F/X. Mr. Langel is currently involved in master plans for
parks, tree disposition, landscape and irrigation plans for local airports, multi-

Keith and Associates designed and oversaw the construction for over 14,500’ of reclaimed water main in the City
of Pompano Beach. This project was designed and constructed in three phases in accordance with the FEMA
funding program. Ms Scheppske was the Senior Engineering Manager for all three phases which extended over an
eight year period. The Project consisted of Surveying, Civil Engineering, permitting and Contraction
Administration. The project included design and coordination for service lines and meter boxes to all properties
along design corridor.

This project consisted of the rehabilitation of an existing culvert at SE 9th Avenue (Robert Waterway) and the replace-
ment of an existing bridge at SE 9th Avenue (Charles Waterway) within the City of Pompano Beach. The project in-
cluded clearing and grubbing, demolition of existing structure, maintenance of traffic, installation of a new bridge, head-
walls, concrete deck, handrails, guardrails, installation of sod, landscape restoration, adjustment of existing utilities and
all other associated work within the public right-of-way.
During the design process, various alternatives for the bridge replacement were presented to the City. In close coordi-
nation with the City, an alternative was selected and Keith and Associates provided complete design, permitting and bid
assistance.
The Landscape Architecture portion included Tree removal plans, meeting with Community leaders to present the pro-
posed Landscape design, planting plans for the Streetscape of S.E 9th Avenue from the Culvert to the Bridge, and Irri-
gation Plans.

Ocean Way Improvements, Deerfield Beach, FL
(Total Project Budget: $3 Million)
This was a project involving engineering, permitting, construction administration/inspection and surveying services
for a 1-mile portion of Ocean Way in the City of Deerfield Beach CRA. The project objective was to resolve signifi-
cant drainage issues and provide traffic calming and beautification in the corridor. Services included complete engi-
neering design, construction engineering inspection services, topographic/design surveying and extensive commu-
nity liaison services. Project improvements entailed extensive streetscape design elements including decorative
brick paver sidewalks, gateway entrance features, and paver crosswalks, and included a new underground stormwa-
ter system to address flooding issues and a dilapidated existing system. Marine sea turtle compliant lighting con-
cerns, beach restoration and coastal permitting were all encompassed in the scope of services.
Community involvement and consensus building were critical elements of our liaison responsibilities for this sensitive
coastal community. Keith and Associates facilitated a number of charettes to provide project information and obtain
community input and consensus from the homeowners and associations impacted by the project.
This was a time sensitive 18 month beautification and drainage improvement project which was completed on time
and under the project budget.

projects in Miami-Dade, Broward, Palm Beach, Martin, Monroe and Lee Counties.
Our spirited collaboration-based approach to design has garnered the firm numerous awards for design excellence
from the American Institute of Architects, Dade Heritage Trust, Florida Trust for Historical Preservation and the Flor-
ida Educational Facilities Planners’ Association.
MC Harry Associates’ principals and project managers have served numerous pubic clients on a variety of projects
including the additions, renovations, repair, remodeling and restorations typically authorized through an ‘on call’, ‘as
needed’ architectural services contract. We have been providing these same ‘rapid response’ services to our clients
for many years and we do it exceedingly well.
Quick Turnaround Renovation Expertise
MC Harry Associates would like to share just three project examples which illustrate and underscore our capabilities
to achieve the impossible:
1. MDCPS had a time sensitive need for a new Primary Learning Center requiring the demolition of retrofit of 5000
sf of existing office space in their Jefferson Annex Building. The design team was authorized to proceed in July
with the commitment to have the project ready for occupancy prior to the start of fall classes in August...just 7
weeks. By virtue of a unique collaboration based design process orchestrated by MC Harry Associates, the pro-
ject was delivered on time meeting the goals and objectives of all stakeholders. Intense, exciting, successful.
2. FIU had an old teaching auditorium that required significant refurbishment necessary to elevate its functional use
to a ‘mini theater’ with facilities to accommodate rear screen projection and small music ensembles…and by the
way, we need it in 8 weeks...in time for the start of fall semester! Utilizing a series of upfront design workshops
with stakeholders, consensus was reached on the power, data, lighting, seating and acoustic control systems al-
lowing the design to advance quickly and efficiently. Again, MC Harry Associates delivered on our promise.
3. The FIU Medical School needed to have their initial classrooms and study spaces available for inspection to qual-
ify for accreditation. With a hard deadline of 26 weeks design and construction, and no margin for slippage, FIU
turned to MC Harry. We organized our rapid response team, visited the existing space, acquired the asbuilt infor-
mation, completed the permit documents and coordinated the construction. The project was completed with 2
weeks to spare, and the FIU medical school was granted their initial accreditation.

Our current project team is thoroughly familiar with the rules, regulations, and requirements of ADAAG, Florida Ac-
cessibility Code and the Florida Building Code. This team had recent and relevant experience with not only survey
and identification but more importantly implementation of cost effective solutions to improve accessibility to our public
facilities. In addition to project experience in designing universally accessible facilities, MC Harry Associates has par-
ticipated in ADA Title II Compliance Task Force groups with governmental agencies to develop compliance programs
and policies.
