A Resolution authorizing the Rotary Foundation of South Miami,Inc.,to hold its
Annual South Miami Rotary Art Festival on February 24-25,2018,located at 72nd
street (Sunset Drive)from 57th avenue to South Dixie Highway and waiving certain
special event fees.
WHEREAS,the Rotary Foundation of South Miami,Inc.,("the applicant7')has submitted
aSpecialEvent Application to holditsAnnualArtFestival ("the ArtFestival")on February 24-
25,2018 and have reserved the dates for the following two years:February 23-24,2019 and
February 22-23,2020;and
WHEREAS,the applicant would like to host the Art Festival on 72nd street (Sunset Drive)
from 57th avenue to South Dixie Highway;and
WHEREAS,for the 2018 South Miami Rotary Art Festival,the applicant has paid the City
$660,which includes a$60 application fee,$100 administrative fee,$500 deposit;and
WHEREAS,the applicant is responsible topay the CityforPolice($8,700)andPublic
Works ($6,599.11),totaling $15,299.11;and
WHEREAS,the applicant is requesting a waiver forParking Meters Fee ($3,600)and
Street Closure and MOTFee ($1,037.50),totaling $4,637.50;and
WHEREAS,the applicant has requested a waiver for the Notification/Petition Form
signed by businesses that will be affected by the requested street closure;and
WHEREAS,upon approval of this event,the applicant must provide the City with the
required Certificate of Liability Insurance that complies with the City's standard insurance
requirements,including naming the City of South Miamiasan additional insured prior to the
event.
NOW,THEREFORE,BEIT RESOLVED BYTHE MAYOR AND CITY COMMISSION OFTHE
CITYOF SOUTH MIAMI,FLORIDA THAT:
Section 1.The City Manager is hereby authorized to permit Rotary Foundation of South
Miami,Inc.,to hold its Annual South Miami Rotary Art Festival on 72nd street (Sunset Drive)
from 57th avenue to South Dixie Highway on February 24-25,2018.
Section 2.TheCity Manager is hereby authorized to waive the cost for 72 Parking
Meters($3,600),Street Closurefeeand MOT fees($1,037.50),totaling $4,637.50.
Section 3.The City Manager is hereby authorized to waive Notification/Petition Form
signed by businesses that willbe affected by the requested street closure
Section 4.Ifany section clause,sentence,or phrase of this resolution isforany reason
heldinvalidor unconstitutional bya court of competent jurisdiction,the holdingshall not affect
the validity of the remaining portions of this resolution.

signatures ofapprovalfromamajorityof the business affected by the
street closure.Uponapprovalofthis event the applicant must provide
the Citywith the required Certificateof Liability Insurance that complies
with the City's standard insurance requirements,includingnaming the

Miami which has always recognized thevaluetothecity of the South Miami Rotary Art Festival.We
bring approximately 25,000 visitors tothecityovera two dayperiod,many of whom return
throughout theyeartospend money inthe downtown area.
Furthermore,beingthe weekend afterPresident'sDaywhenthe Coconut Grove Art Festivalandthe
St.Stephen's Art Festival take place,a number of those artists remain in hotels and motels to
participatein our festival,something they wereunabletodo when we werealwaysthelast weekend in
February.This benefits ourlocal tourist industries.
ProfitsfromourfestivalareusedtofundanannualcollegescholarshipwithpreferencetoaSouth
MiamistudentattheNewWorldSchool of the Arts.Wehavebeengiving scholarships toneedy
children in South Miami foratleast20years.
We are currently involvedwithfundingforatutoring program aswell a$asummerswim program
bothCity of SouthMiami Recreation Department projects.
Priorto 2011 theCityofSouthMiamiprovided fmancial concessionstonon-profitssuchas Rotaiy to
help defrayPoliceandPublic Works expenses incurredduringthefestival.Though you have notdone
thatsincethen,wehavecontinuedtoshowtheCityasasponsorinourpublicityas gratitude forthe
finejobyoudoforus.We wouldrespectfully request that,because of ourlosslastyear some
concessionbemadethisyear if itcanbefoundinthe budget.

In 1984 a dedicated group of Red Sunset Merchants Association members conceived
anarts and crafts festival as a way tobring shoppers into the area andalsoto serve the
community wellbybringing the arts closer to the local population.
Started as asmall show withonly25 booths,it has growninto one of Miami-Dade's
most anticipated events.The festivalis now wholly produced by the dedicated
volunteers of the Rotary Clubof South MiamianditsRotary Foundation of South Miami,
Inc.,its501c(3).The artists come fromall over the United States,the Bahamas,and
Canada.
This past year the festival received recognition inArtFair Sourcebook's "AFSB Blue Chip
100 Fine Art Events"The only other festival in Miami-Dade to receive this honor was
the Coconut Grove Art Festival.
Proceeds from the festival fund a college scholarshipattheNewWorld School ofthe
Artswithpriority given toa South Miami student.Inaddition,they have provided funds
forboth the tutoring program and the summer swim programof the Cityof South Miami
Recreation Department.
In the past they havefundedcarpetingAfterSchoolHouse,lighting Murray Field,giving
a dictionary to every third grader and an atlas to every fifth grader in South Miami.Itis
only through the proceeds fromthisfestival that we are able to accomplish these good
works.

3.No Street shall be closed without approval from the City Commission.
4.Trafficshallbe maintained inaccordancewith Florida Department ofTransportation (FDOT),Miami-Dade
Countystandardsandany additional requirementsby the CityofSouthMiami Public WorksDepartment
and Police Department
5.Eventareas shall berestoredtoequalorbetterconditionthantheywerebefore the eventstarted.
6.Any damage to private property shall be restored toits original condition orbetterandas accepted bythe
Ownercausedbyapplicantoranyofitsagents,servantsoremployees,inviteesandonlookers.
7.If all restorationworkisnotperformedwithin30daysofworkcompletion,the CityofSouthMiami Public
WorksDepartmentmayrestoretheeventareaandchargethe applicant forthecostof restoration and
additional incidental fees.
8.Applicant must pay ail feespriorto the dateoftheir event(s).
9.Applicants shall notifythe City ofSouth Miami Special Event Coordinator atleast forty-eight (48)hours
prior tostartoftheireventofany cancellations tobeconsideredforany refunds.

The applicant is required to submit a Certificate of Insurance
naming the event and the City of South Miami (6130 Sunset
Drive South Miami,FL 33143)asan additional insured,in the
amount of $1,000,000.
A $500 refundable security deposit,and other applicable
chargers suchas,but notlimitedto,street closures,off-duty
policeofficers,etc.willbe due and required before any permit
can be issued.
