City Commission Meeting: 03-07-17
A Resolution acknowledging Commissioner Harris' (Group Seat IV) re-
appointment of Helene Valentine as the representative of Group Seat IV, to
serve on the Green Task Force, for a two-year term ending November 4, 2018.
WHEREAS, Article II, Section 8, Sub-section A of the City Charter provides that:
9 * * * When a Board or Committee is comprised of five members, each City
10 Commissioner shall appoint one person to serve as a representative on the
11 Board or Committee. When there are more than five (5) members on a
12 Board or Committee, each City Commissioner shall appoint one person to
13 serve as a representative on the Board or Committee, and all members of
14 such Board or Committee in excess of five (5) shall be appointed by three (3)
15 affirmative votes ,of the City Commission based on recommendations
16 submitted by any City Commissioner. When a Board or Committee has less
17 than five (5) members, then the selection of all members shall be by three (3)
18 affirmative votes of the City Commission from recommendations submitted
19 by any City Commissioner. (Amended 2-09-10)

21 WHEREAS, the City Commission desires to acknowledge the appointment of Helene Valentine, a
22 resident of the City of South Miami, to serve for a two-year term on the Green Task Force. Appointment
23 shall expire November 4,2018 or until removed or unless a successor is duly appointed and qualified; and

25 WHEREAS, commencing with appointments made after January 1, 2009, Sec. 2-22
26 "Term Limits" of the Code of Ordinances provides that, appointees are limited to two (2)
27 consecutive two-year terms of membership on a specific commission, board, or committee.
28 After serving a maximum of two (2) consecutive year terms, an appointee shall not be
29 reappointed to the same commission, board or committee unless at least one year has
30 elapsed between the term limited position and the effective date of commencement of the
31 proposed appointment for a new term; and

33 WHEREAS, Sec. 2-22 "Term Limits" of the Code of Ordinances, as amended by Ordinance No. 06-
34 14-2184, dated April 15, 2014, provides that the appointer, or his or her successor in office, may extend
35 the term limits of his or her appointment with the advice and consent of a majority of the City
36 Commission; and

38 WHEREAS, Ms. Valentine's was first appointed in 2014; therefore, this will be her
39 second, two-year term serving on this Board.

41 NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE
42 CITY OF SOUTH MIAMI, FLORIDA, THAT:

Section 1. The City Commission hereby acknowledges Commissioner Harris' right
2 to appoint Helene Valentine to the Green Task Force as the representative of Group Seat IV
3 pursuant to the terms of the City Charter.

5 Section 2. The expiration date of this appointment shall be November 4, 2018,
6 or until removed or until a successor is duly appointed and qualified.

8 Section 3. Effective Date. This resolution shall become effective immediately upon
9 adoption by vote of the City Commission.
