_add-on b)Add-on item b) Sponsored by Mayor Stoddard 01/21/17 City Commission meeting RESOLUTION NO. __________ 1 2 A Resolution directing the City Manager to explore and engage the process of 3 annexing the unincorporated High Pines & Ponce Davis neighborhoods. 4 5 WHEREAS, residents of the unincorporated area known as High Pines are considering 6 the prospects of being annexed into a nearby municipality, possibly Coral Gables, South Miami, 7 or Pinecrest; and 8 9 WHEREAS, the area under consideration for annexation, known as the High Pines & 10 Ponce-Davis neighborhoods, would be approximately one square mile, bounded by Red Road 11 (SW 57th Ave), Sunset Drive (SW 72nd St), Erwin Road (SW 47th Ave), and Kendall Drive (SW 12 88th St), home to about 3400 residents; and 13 14 WHEREAS, the City of Coral Gables has already expressed interest in annexing this 15 area and has empowered their City Manager to engage the process; and 16 17 WHEREAS, residents of High Pines asked Mayor Stoddard to make a short presentation 18 to them regarding the possibility of High Pines joining the City of South Miami; and 19 20 WHEREAS, upon hearing this presentation, these residents of High Pines asked the City 21 of South Miami to more formally consider the possibility of annexing the High Pines & Ponce-22 Davis neighborhoods; and 23 24 WHEREAS, preliminary estimates by the City’s Finance Department indicate that 25 annexation of this area would be revenue positive for the City of South Miami, even after adding 26 the additional police shifts and solid waste routes necessary to maintain City services; and 27 28 WHEREAS, if the City of South Miami were to apply this additional revenue toward 29 citywide tax reduction, it would not only benefit existing South Miami residents and business, it 30 would allow the City to offer residents of the newly annexed area better services at the 31 essentially same tax cost they are paying now to be in the unincorporated area; and 32 33 WHEREAS, the City of South Miami would benefit in at least two ways from annexing 34 the High Pines & Ponce-Davis neighborhoods: (1) the City of South Miami could use the 35 residual tax revenues to significantly reduce the City’s millage rate for all City property owners; 36 and (2) having a larger population would help the City of South Miami obtain a greater share of 37 the State’s municipal sharing revenues and the potential to apply for more grants. 38 39 NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY 40 COMMISSION OF THE CITY OF SOUTH MIAMI, FLORIDA, THAT: 41 42 Section 1. The City Commission hereby empowers the City Manager to explore and 43 engage the process whereby the City of South Miami might ultimately annex the unincorporated 44 High Pines & Ponce-Davis neighborhoods. 45 46 Page 2 of 2 Section 2. If any section clause, sentence, or phrase of this resolution is for any 1 reason held invalid or unconstitutional by a court of competent jurisdiction, the holding shall not 2 affect the validity of the remaining portions of this resolution. 3 4 Section 3.
