A Resolution directing the City Manager to explore and engage the process of
annexing the unincorporated High Pines &Ponce Davis neighborhoods.
WHEREAS,residents of the unincorporated area known asHighPinesare considering
theprospects of beingannexedintoanearbymunicipality,possiblyCoralGables,SouthMiami,
or Pinecrest;and
WHEREAS,the area under consideration for annexation,known as the High Pines &
Ponce-Davis neighborhoods,would be approximately one square mile,bounded byRedRoad
(SW 57th Ave),Sunset Drive (SW 72nd St),Erwin Road (SW 47th Ave),and Kendall Drive (SW
88th St),home to about 3400 residents;and
WHEREAS,theCity of Coral Gableshas already expressed interest in annexing this
area andhas empowered their City Manager to engage the process;and
WHEREAS,residents of High Pines asked Mayor Stoddard to make a short presentation
to them regarding the possibility of High Pines joining theCity of South Miami;and
WHEREAS,upon hearing this presentation,these residents of High Pines asked theCity
of South Miami to more formally consider the possibility of annexing the High Pines &Ponce-
Davis neighborhoods;and
WHEREAS,preliminary estimates bythe City's Finance Department indicate that
annexation of this area would be revenue positive fortheCity of South Miami,even after adding
the additional police shifts and solid waste routes necessary to maintain City services;and
WHEREAS,if theCity of SouthMiamiweretoapplythis additional revenue toward
citywidetax reduction,it would notonly benefit existingSouth Miami residents and business,it
would allow theCitytooffer residents of the newly annexed area better services atthe
essentially sametaxcosttheyare paying nowtobeinthe unincorporated area;and
WHEREAS,the City of South Miami would benefit inatleasttwowaysfrom annexing
the High Pines &Ponce-Davis neighborhoods:(1)theCity of South Miami could usethe
residualtaxrevenuestosignificantlyreducethe City's millage rateforallCitypropertyowners;
and(2)havingalargerpopulationwouldhelptheCity of SouthMiamiobtainagreatershare of
the State's municipalsharingrevenuesandthepotentialtoapplyformoregrants.
NOW,THEREFORE,BE IT RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF SOUTH MIAMI,FLORIDA,THAT:
Section 1.TheCityCommissionherebyempowerstheCityManagertoexploreand
engagetheprocesswherebytheCity of SouthMiamimightultimatelyannextheunincorporated
High Pines &Ponce-Davis neighborhoods.

Section 2.If anysectionclause,sentence,orphrase of thisresolutionisforany
reasonheldinvalidorunconstitutionalbyacourt of competent jurisdiction,theholdingshallnot
affectthe validity of the remaining portions of this resolution.
Section 3.This resolution shall take effect immediately upon adoption.
