Res No 024-17-14825RESOLUTIONNO.;024-17-14825 A Resolution authorizing the CityManager to procure125 new Victor-I youth football helmets from Riddell. WHEREAS,the City's youth tackle football program,South MiamiGrey Ghost Football, provides athletic instruction and competition toover190 youth participants each season;and WHEREAS,upon registration,each participant is issued required safety equipment to ensure safe participation in youth tackle football.This equipment includes a helmet witha facemask,shoulder pads and a7 piece pad set;and WHEREAS,every year the City reconditions its helmets,but depending on wear and tear, replacement is necessary;and WHEREAS,basedona2016postseasoninspection,approximately125 helmets areinneed ofreplacementbefore the upcoming 2017season.Riddell's Victor-I helmethas patented side impact protectionwithan inflatable back/side bladder,inflatable jawpadsandacomfort overliner; and WHEREAS,theDepartmentbudgeted $11,100 combined for recondition andnewyouth football helmets for fiscal year 2016-2017.The total expense fornew helmets is $10,131.25;and WHEREAS,although Riddell presentedasolesourceletterforitshelmets,competitive proposals were sought from three (3)different sources of supply;Riddell was the lowest and most responsive vendor. NOW,THEREFORE,BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OFSOUTH MIAMI,FLORIDATHAT: Section 1;The City Manager is authorized to procure 125 new youth football helmets in the amount of $10,131.25 from account 001-2000-572-5630,Football,with a current balance of $44,412.84. Section 2;If any section clause,sentence,or phrase of this resolution is for any reason held invalid or unconstitutional byacourtof competent jurisdiction,the holding shall not affect the validity of the remainingportionsofthis resolution. While there isno concussion-proof helmet,a football helmet can protect athletes from serious brain and head injuries. Every year the City reconditionsitshelmets,but depending on wear and tear,replacement isnecessary.In 2012,150 Riddell safety helmetswere purchased and,in 2014,75 helmetswere donated to the program. Basedona2016post season inspection,approximately 125 helmets are in need of replacement before the upcoming 2017 season.Riddell's Victor-I helmet has patented side impact protection withan inflatable back/side bladder,inflatablejawpadsanda comfort overliner.It meets the highest performance standard.
