An Ordinance related to the fee schedule;amending Ordinance 12-16-2245 to reduce
professional photos and filming fees for special events from the schedule.
WHEREAS,at the September 16,2014 City Commission meeting,the Mayor and
Commission adopted a new fee schedule allowing funding which will cover the cost of services
provided;"and
WHEREAS,still photo andfilming fees in the amount of $1,500 and $8,000 per day,
respectively,were recommended byCity staff and subsequently approved by the Commission;and
WHEREAS,after thorough review and discussion with various municipalities and industry
professionals,City staff recommends revising professional photos and filming fees as follow;and
Still photo fee:$100/day
Filming fee (1-10 person crew):$200/day
Filming fee (11-20 person crew):$300/day
Filming fee (21+person crew):$500/day
WHEREAS,city staff believes the proposed fee structure is competitive compared to other
local municipalities and reasonable for industry professionals.
NOW,THEREFORE,BEIT ORDAINED BYTHE MAYOR AND CITY COMMISSION OFTHECITY
OF SOUTH MIAMI,FLORIDA THAT:
Section 1.The Schedule of Fees and Fines,as approved in Ordinance 12-16-2245,is hereby
amended to provide professional photos and filming fees for special events,as outlined below.
Still photo fee:$100/day
Filming fee (1-10 person crew):$200/day
Filming fee (11-20 person crew):$300/day
Filming fee (21+person crew):$500/day
Section 2.The most recently adopted Schedule of Fees Ordinance 12-16-2245,hereto
attached,shall remain infullforceandin effect andshallinclude the reduced professional photos
and filming fees.
Section 3.Anysuch fees maybewaivedor reduced by the Mayor and City Commission by
way of Resolution.
Section 4.Severability Ifany section,clause,sentence,or phrase of this ordinance isfor
any reason heldinvalid or unconstitutional bya court of competent jurisdiction,thisholdingshall
not affect the validityof the remaining portions ofthis ordinance.

Section 5.Ordinances in Conflict All ordinances or parts of ordinances and all sections and
parts of sections of ordinances in direct conflict herewith are hereby repealed.

recommended byCity staff and subsequently approved by the
Commission.
After thorough reviewanddiscussionwith various municipalities and

Still photo fee:$100/day

An Ordinance relating to the feeschedule;amending ordinance 04-11-2077 to
change the title to "Schedule of Fees and Fines''andtoincrease some fees,
adding new fees,and deleting some feesfrom the schedule.
WHEREAS,theMayorandCity Commission desiresto adopt anewFeeScheduleallowing
funding whichwillcoverthecostofservices provided;and,
WHEREAS,the MayorandCityCommissiondesiretorevise the adopted Fee Schedule
allowing funding whichwill cover the costof services provided;and,
NOW,THEREFORE,BEITORDAINEDBYTHEMAYOR AND THECITY COMMISSION OF
THECITYOF SOUTH MIAMI,FLORIDA:
Section 1,That Ordinance 04-11-2077is hereby amended soas to change the title of the
City's Fee Schedule and to increase some fees,adding new fees,and deleting some feesfrom
the schedule all as set forth on the attached.
Section 2.Any such fees may be waived or reduced by the Mayor and City Commission
by way of resolution.
Section3.Severability.Ifany section,clause,sentence,orphraseofthisordinanceis
foranyreasonheldinvalidorunconstitutionalbyacourtof competent jurisdiction,thisholding
shall not affect the validityof the remaining portions ofthis ordinance.
Section 4,Ordinances inConflict.All ordinances or parts of ordinances andall sections
andpartsof sections of ordinances indirectconflictherewithareherebyrepealed.However,it
isnot the intent ofthis section torepealentireordinances,or parts of ordinances,that give the
appearance ofbeinginconflictwhenthetwo ordinances canbeharmonizedorwhenonlya
portionof the ordinance inconflictneedstoberepealedtoharmonize the ordinances.If the
ordinance inconflictcanbeharmonizedbyamendingits terms,itis hereby amended to
harmonize the two ordinances.Therefore,only that portion that needstobe repealed to
harmonize the two ordinances shall be repealed.
Section 5.Effective Date.This ordinance shall become effective upon enactment.
