A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF SOUTH MIAMI,FLORIDA,RELATING TO AUTHORIZATION
OF CONTRACT CHANGES FOR THE PURCHASE OF ONE HUNDRED
(100)NEW PARKING METER HEADS FOR THE HOMETOWN DISTRICT
BY THE FIRM OF STROYNE BROTHERS SOUTH,INC.;PROVIDING
FOR PAYMENT NEXT FISCAL YEAR;AUTHORIZING EXPEDITED
INSTALLATION;AUTHORIZING PURCHASE OF ELECTRONIC-TYPE
MECHANISMS AND COLOR OPTIONS;REQUIRING CITY COMMISSION
APPROVAL FOR OTHER CHANGES;AND,PROVIDING FOR AN
EFFECTIVE DATE.
WHEREAS,Stroyne Brothers South is contracted bythe City to
provideparkingservicesforthe City,includingtheareaknown
as the Hometown District;and,
WHEREAS,on June 3,1997,the City Commission voted to adopt
revised street standards for S.W.73rd Street,S.W.57 Court,and
S.W.59Court,in order to provide increased available parking in
the Hometown District for the customers of local merchants;and,
WHEREAS,in order toassurethat parking willbe available
for the customers of local merchants and will not be utilized as
long-term parking,the City proposes the installation of parking
metersatspacescreatedalongtheaforementioned streets;and,
WHEREAS,theexistingcontractwithStroyne Brothers South
doesnot address the issue of large-scale purchases of parking
metersortheexpansionofparkingservicesasproposed;and,
WHEREAS,theCity Commission finds thatitisinthepublic
interest to provide metered parking inthe Hometown District,and
thus to purchase parking meters forthe aforesaid public purpose.
NOW,THEREFORE,BEITRESOLVEDBYTHEMAYORANDCITYCOMMISSIONOF
THE CITY OF SOUTH MIAMI,FLORIDA:
Section 1.City Administration isauthorizedtore-negotiate
the City's current contract with Stroyne Brothers South,Inc.for
the period from October 1,1997,through September 30,1998,for
the purchase of one hundred (100)new parking meter heads in the
Hometown District,including thecostof installation.

Section 2.Said purchase shall be financed next fiscal year
in an amount not to exceed $3 0,000.
Section 3.City Administration is authorized to re-negotiate
other portions of the contract as necessary,in order to expedite
the installation of the one hundred (100)new parking meter heads
in the Hometown District.
Section 4.City Administration is authorized to purchase the
electronic-type meter mechanisms and to explore color options for
casings and poles,in order to improve both the efficiency and
the appearance of the parking meters inthe Hometown District.
Section 5.City Administration is authorized to re-negotiate
other portions ofthe contract with Stroyne Brothers South,Inc.;
however,items not related to purchase and/or installation of the
aforesaid one hundred (10 0)new parking meter heads shall require
the consent ofthe City Commission via a resolution,prior tothe
City Manager's signature ofthe re-negotiated contract document.
Section 6.This resolution shall take effect immediately
upon approval.

REQUEST:

BACKGROUND &ANALYSIS:
OnJune3,1997,theCity Commission votedtoadoptrevisedstreet standards forSW73Street,
SW57 Court andSW59Court,in order to provide for increased parking forthe customers of
local merchants inthe Hometown District.In order toassurethatthis parking willbe available
for customers andwillnotbe utilized as long-term parking,theCity Administration proposes the
installation of parkingmetersatthenewlycreatedparkingspacesalongthesestreetsandcourts.
The Administration desirestoutilizetheexistingmeterheadsfromSunset Drive forthenewly
createdparkingspacesalongS.W.73Streetandelsewhereandtopurchasenewelectronic-type
parkingmeterheadsforSunsetDrive.Inaddition,Administrationwouldliketoexplorecolored
casingsandpolesfortheparkingmeterstocomplementtheSunsetDrive Improvements Project.
StroyneBrothersSouth,Inc.iscontractedbytheCitytoprovideparkingservices.Theexisting
contractwithStroyne Brothers South,Inc.doesnotaddresstheissue of large-scale purchases of
newparkingmetersortheexpansionofparking services.Thiscontractis,however,designedto
bere-negotiatedonanannualbasis,inordertoaddressnewopportunitiessuchasthisone.
The attached resolution authorizes theCity Administration to re-negotiate the contract to include
thepurchaseofonehundred(100)newparkingmeterheadsfortheHometownDistrict,toallow
paymentnextyear,toexpeditethe installation,topurchasethenewelectronic-typemechanisms
andexplorecoloroptions,andtorequireCityCommissionapprovalforanyotherchangesthat
maybe negotiated aspart of thereview of thiscontract.
RECOMMENDATION:Approval.
