No. 119-97-10089RESOLUTION NO.no.gy-innftQ A RESOLUTION OF THE MAYOR AND CITY COMMISSIONOFTHECITYOFSOUTHMIAMI, FLORIDA,AUTHORIZING THE CITY MANAGER TO DISBURSE THE SUM OF $19,195.00 TO AMERICAN TRUCK CRANE,INC.FOR THE PURCHASE AND INSTALLATION OF A 2,000 GALLON WATER TANK/SPRAY NOZZLE ON A PUBLIC WORKS TRUCK FOR CITY WIDE LANDSCAPE IRRIGATION PURPOSES AND CHARGING THE DISBURSEMENT TO ACCOUNT NUMBER 1750-519-6430, "LANDSCAPING DIVISION -EQUIPMENT OPERATING". WHEREAS,the City of South Miami encompasses a substantial amount of green areas with various types of landscaping,and; WHEREAS,the vast majority of these landscaped areas donot have permanent irrigation systems,and; WHEREAS,the cost associated with installation of irrigation systems ona citywide basis is prohibitive,and; WHEREAS,one irrigation alternative istheuse of an irrigation truck,which by virtue ofits mobility affords the flexibility of irrigating newlyplantedtreesand even small green areas where permanent irrigation hardware isnot usually installed, and; WHEREAS,the availability ofa heavy dutytruck formerly usedasatrash crane makes the mechanical setupofan irrigation truck feasible ata reasonable cost. While permanent irrigation systems tend to be cost effective in the long run,an irrigation vehicle such as those used on medians and other public landscaped areas provide added flexibility.More importantly,the cost tosetupthe irrigation truck will bea fraction ofthe capital outlay required for irrigation system installations atstreet medians andother locations. Thecosttosetupthe irrigation truckisquite reasonable sincethetankhardware will be mountedona 1990 Fordtruck formerly usedasatrashcrane.Most of thecrane mechanism,whichhadahistory of mechanical problems,was dismounted fromthetruck and used for spare partsinanother crane.However,the vehicle itselfisingood mechanical condition.The weight class and frame design ofthetruckbedcan accommodate a2,000 gallon watertank along withthe attachments necessary for landscapeirrigation. The flexibility ofthe irrigation truckis obvious when projects like newtree plantings,such astherecentDorn Avenue tree replacements,are considered.In addition,small landscaped areas (such as Sunset T>n\d51i}[i Avenue and Fuchs Park "City Welcome"sign) which have high aesthetic value canbe irrigated with the truck.These small areas usually lack underground irrigation,and must be watered by using a garden hoseanda nearby watersource,ifoneexists.Theirrigationtruck will be mainly usedontheSunsetDrive andUS1 medians,particularlyduringthe "dry"season.Theappearance of these highly visible areas canbe improved greatly with some landscape improvements and irrigation on a regular basis. \continued... MAYOR AND COMMISSION PAGE TWO JUNE 10,1997 Another important benefit of the truck is its potential use as a mobile water source in the event that water service is unavailable during severe storms or hurricanes.The large capacity ofthe truck would allow for the provision ofwater for mechanical equipment, cleaning and sanitary purposes. In soliciting price quotes,only two local vendor were identified.Other companies located outside Dade and Broward are not practical,as these require that the truck be taken to their shop to provide a cost estimate.The labor cost involved in driving to and from these locations without any guarantee thatthe vendor would offer the lowest cost made obtaining additional quotes impractical. Funding for this expenditure is available in this year's Landscaping Division budget.The estimated 10 to 12 weekly manhours required to operate this equipment will be fully addressed through additional staffing requested in next fiscal year's budget.Prior to that time,the workload (which is less demanding during the rainy summer months)will be absorbedbythepresentstaff. Public Works'need to provide landscape irrigation on a city wide basis can be largely addressed through the creative solution proposed.Moreover,the cost of setting up this equipment is reasonable in comparison with other alternatives,including the purchase ofa new irrigation vehicle.Therefore,I recommend that this expenditure be approved.
