A RESOLUTION OF THE MAYOR AND CITY
COMMISSION OF THE CITY OF SOUTH
MIAMI,FLORIDA,AUTHORIZING THE CITY
MANAGER TO ENTER INTO AN
AGREEMENT WITH AQUAJET LAKE
MANAGEMENT SERVICES,INC.FOR
MAINTENANCE SERVICES OF THE LAKE A
FUCHS PARKS AT A COST NOT TO EXCEED
$2,100 FOR THE CURRENT FISCAL YEAR
AND CHARGING THE DISBURSEMENT TO
ACCOUNT NO.1750-4670,"LANDSCAPING -
MAINTENANCE AND REPAIRS OF GROUNDS
AND STRUCTURES".
WHEREAS,proper maintenance of the City's waterways is essential
for environmental preservation,aesthetics,andthe city's quality of life,and;
WHEREAS,thelakeatFuchs Park requires proper maintenance,
including water treatment,weed andalgaecontrol,andfish/wildlife
monitoring,duetoitsvisibilityandthefacttheitishometo various species
of water fowl,birds,fish and plant life,and;
WHEREAS,Fuchslakehasalready benefited fromthe maintenance
services of a South Florida waterway maintenance company with extensive
expertise and professional credentials;and,
WHEREAS,thePublicWorks Department soughtpricequotations
from area waterway maintenance vendorsandfoundthe above vendor to
offer the lowest price.
NOW THEREFORE,BE IT RESOLVED BY THE MAYOR
AND CITY COMMISSION OF THE CITY OF SOUTH MIAMI,
FLORIDA:
Section 1.The Public Works Department obtained the following
bidsfor monthly maintenance services at Fuchs lake.

Note:All companies offer additional monthly services beyond the standard monthly

Section 3.That this resolution be effective immediately andafter
adoption thereof.

WATERWAY MAINTENANCE
FUCHS PARK LAKE.
Approval is sought via the attached resolution for authorization to enter into a waterway
maintenance agreement with AquaJet,Inc.The agreement would allow the waterway firm
to provide cleaning,water treatment,algae and weed control,wildlife monitoring and
other services at Fuchs Park lake.
AquaJet Inc.was previously hired ona month to month basis to perform maintenance at
Fuchs lake.The firm has extensive experience in canal and lake maintenance,providing or
having provided services to clients such asthe University of Miami,City of Opa-Locka,
City of Dania,and Metropolitan Dade County.
AquaJet's routine maintenance service has resulted in improved water clarity,a significant
decrease inthe amount of weeds along the perimeter,and a decrease in algae growth.The
firm also stocked the lake with bream,bass,channel catfish and the beneficial gambusia
("mosquito fish")last fall.Inan effort to continue withthelake's upkeep,Public Works
sought bids for monthly maintenance forthe rest of this fiscal year firom other waterway
firms.AquaJet presented the lowest monthly fee at $256.00 (the closest came in at
$275.00 forthe same services).Thetotal expenditure sought inthis item issetat
$2,100.00 forthe seven months remaining inthe fiscal year.This amount includes
approximately $300.00 tobe available forany service required which isnot included inthe
monthly routine.
Fuchs Park'slakeisan aesthetically pleasant featureofoneoftheCity'smost visible
parks.With an approximately 1,000 foot perimeter,itis also thelargest self-contained
water body inthe city.Thelakeis home toa variety ofwater fowl,fish,turtles and plant
life.Its maintenance should be performed byan experienced professionals inthe field of
waterway maintenance.ItisthereforerecommendedthattheCityCommissionapprove
the expenditure required topayfor maintenance services through the remainder ofthe
fiscalyear.

Additional work as requested by customer such as trash
clean-up,physical cutting and/or plant removal and other manual
maintenance maybe performed byour staff.Extra service work
will be invoiced separately at our current hourly equipment and
labor rates.
C.Care for aquatic sanctuary areas and littoral shelves planted
with sensitive aquatic flora isnot included herein.
D.care proposed in this contract is for maintenance control of
aquatic growth and will not eradicate all plants in the water.

At your request,here is our proposal covering aquatic weed control
services at Fuchs Park .Myrecent survey ofthelake revealed the
following aquatic weed problems:

Slight -around lakes perimeter.
We recommend control and maintenance of algae.Fertile nutrient run-off
entering the water from sodded banks and storm drainage areas will
continually stimulate algae growth.Algae blooms often cause odor
problems andtendto accumulate along the shoreline regions.
Water levelwas very lowatthetimeofthe survey.All irrigation
pipeswere exposed which may cause possible damage duetoalgae.
***Debris was noted atthe time ofthe survey.
Theabove problems canbe expected to increase dueto warmer
temperatures and increased nutrient load from stormwater runoff.
It is strongly recommended thatour professional water management
program begin as soon as possible,so that the expected recreational,
functional,and aesthetic values ofthelake may be realized and
preserved.

services according to the terms and conditions of this agreement
at the following locations:
One Lake (1,003 Approx.total linear feet)located at Fuchs Park in

2.Fuchs Park agrees to pay Lake and Wetland Management the sum

Lake and Wetland Management uses only products that are safe for
fish and wildlife.
This agreement may be cancelled by either party within thirty
(30)days written notice.
This agreement will automatically renew yearly,Customer will renew
at thesameprice for oneadditional year.
Stocking of sport fish and fish for biological weed control is
opt ional.
Additional work requested by property management such as physical cutting
or plant removal,and other manual maintenance can be preformed by
our staff.Extra service work will be invoiced separately.
