No. 014-97-9985RESOLUTION NO.14-97-9985 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF SOUTH MIAMI,FLORIDA,RELATING TO INSTRUCTIONS TO THE CITY ADMINISTRATION TO PREPARE A DRAFT PLAN AND BUDGET FOR THE NEXT CITY-SPONSORED CHARRETTE ACTIVITY; PROVIDING FOR DESIGNATION OF ONE OF THE TEN TRADITIONAL NEIGHBORHOODS;PROVIDING FOR A SCHEDULE FOR SUBMITTAL; AND,PROVIDING FOR AN EFFECTIVE DATE. WHEREAS,on November 21,1995,the City Commission voted to adoptthe1995Evaluation&AppraisalReport [EAR]whichincluded recommendations for conducting neighborhood charrettes for all of the neighborhoods within theCityof South Miami;and, WHEREAS,ten traditional neighborhoods have been identified intheCityof South Miamibythe1989 Comprehensive Plan and are included in the 1995 Evaluation &Appraisal Report;and, WHEREAS,these ten traditional neighborhoods,enumerated and named in the 1995 EAR,are attached hereto as "Exhibit 1;"and, WHEREAS,Urban Design Charrettes have already been completed under the "Hometown Charrette"and the "Hometown Too Charrette" fortheneighborhoodsidentifiedin "Exhibit 1"asNeighborhood4 (Gables Edge Neighborhood),Neighborhood6("Hometown Too"Area) andaportionofNeighborhood9(RedSunsetNeighborhood);and, WHEREAS,Neighborhood 10(Snapper Creek Neighborhood),as identified on "Exhibit 1,"has experienced increased infill development and redevelopment;and, WHEREAS,there is currently pending an application for a Planned Unit Development fora single-family residential project to be located on the site of the Shaw Nursery property;and, WHEREAS,therefore,City Administration recommends that the first single-family residential charrette activity occur inthe area known as Neighborhood 10 (Snapper Creek Neighborhood);and, WHEREAS,the City Commission desires to create,promote and encourage public input,accessand,especially,participation in the process of governmental decision-making within theCity. Charrette Instructions Resolution:January 21,1997 Page2ofRes.#14-97-9985 NOW,THEREFORE,BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF SOUTH MIAMI,FLORIDA: Section 1.The City Administration is hereby instructed to prepareadraftplanandbudgetforaDesignCharrette Activity. Section 2.Neighborhood 10 (Snapper Creek Neighborhood),as identified onthe map attached hereto and entitled "Exhibit 1," ishereby selected asthedesignareaforthe charrette activity. Section 3.The draft plan and budget shall be ready for review bytheCity Commission nolaterthan March 18,1997,so that charrette activities may be scheduled for July of 1997. Section 4.This resolution shall take effect immediately upon approval.
