A RESOLUTION OF THE MAYOR AND CITY
COMMISSION OF THE CITY OF SOUTH MIAMI,
FLORIDA,AUTHORIZING THE CITY MANAGER TO
DISBURSE THESUMOF$2,973.60TO HOMESTEAD
CONCRETEANDDRAINAGE,INC.FORFLOOR
WORK AT THE PUBLIC WORKS YARD'S BUILDING
MAINTENANCE SHOP AND CHARGING THIS
DISBURSEMENT TO ACCOUNT NUMBER 1710-4670,
"MAINTENANCE AND REPAIR OF GROUNDS AND
STRUCTURES".
WHEREAS,the Public Works Department Building Maintenance shop's floor
elevation was too low,resulting in water seepage and accumulation during periods of rain,
and;
WHEREAS,the above situation jeopardized the safety of employees,and could
have led to damage of furniture and equipment inthe shop,and;
WHEREAS,the optimal solution tothe frequent flooding problem wastoraisethe
level of theconcretefloorapproximatelythreeinches,and;
WHEREAS,theaboveworkwas performed bya qualified concretecontractor
which has Commission approval to install and repair sidewalks forthe City and which is
oncontractwithMetropolitanDadeCounty.
NOW THEREFORE,BE IT RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OFSOUTHMIAMI,FLORIDA:
Section 1.TheCityManagerbe,andis hereby authorizedtodisbursethesum
of $2,973.60toHomesteadConcreteandDrainage,Inc.
Section 2.Thatthis resolution be effective immediately andafter adoption
hereof.

Theattachedresolutionseeksapproval of a$2,973.60paymentforemergencyworkatthe
Building MaintenanceshopinthePublicWorksyard.Theshopenduredfrequent flooding
duetothe low elevation of itsconcrete floor.Thisconditionisapparentlytheresult of
flawed construction.The standing water compromised the safety of employees,andwas
also detrimental tothe furniture and equipment inthe building.
Theworkrequiredtocorrecttheaboveproblem involved raisingthefloorlevel of the840
squarefootshopbyapproximatelythree inches.TheDepartmenthadtheworkperformed
byaconcretefirmwhichhasbeenapprovedbytheCity Commission to install andrepair
sidewalk andcurb/gutteronacitywidebasis(acopy of theresolutionisattached).To
date,the contractor hassatisfactorilyperformednumerousrepairsin downtown streets,
Cityparks,andresidentialareas.Thisfirm,Homestead Concrete andDrainage,Inc.ison
contractwithMetropolitanDadeCounty(ContractNo.22)throughthecompetitivebid
process.
Basedonthepressingnature of thissituation,Irecommendthatapproval of paymentto
theabove contractor begranted.

MAINTENANCE AGREEMENT WITH HOMESTEAD
CONCRETE AND DRAINAGE FOR AN AMOUNT NOT
EXCEED$25,000FORTHE CURRENT FISCAL YEAR
AND CHARGING THE DISBURSEMENT TO LOCAL
OPTION GAS TRUST FUND NO.2-12-1730-4640.
WHEREAS,the condition of many ofthecity'ssidewalkand curbs presents a
potential hazard to pedestrians and compromise the aesthetics ofthe thoroughfares,and;
WHEREAS,themajority ofthesidewalkdamageshavebeencaused by tree
roots,thereby requiring extensiveroot pruning in addition toremovaland replacement of
concrete sections;and,
WHEREAS,the Public Works Department doesnothavethe staffing nor
equipmentto undertake thework required;and,
WHEREAS,the Department hasidentifieda reputable concrete repair and
maintenance firm with extensive experience in municipal sidewalkwork;and,
WHEREAS,the above firm is currently on contract withtwo Dade County
municipalities,and has also performed satisfactory work for this cityin the past.
NOW THEREFORE,BEITRESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF SOUTH MIAMI,FLORIDA:
Sftf.tinn 1 The City Manager be,and is hereby authorized to enter into a
service agreement with Homestead Concrete and Drainage for repair and
maintenance of sidewalks and curb/gutter,as well as performing root pruning ona
city-wide basis.
Section 1.Theabovereferencedcontractwilladoptthefeestructure
established for the agreement in effect between Homestead Concrete and the City
of Miami Beach (Bid No.43-93/95),incorporating a five percent discount to
account for colorless concrete.
