A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF SOUTH MIAMI,FLORIDA,RELATING TO AUTHORIZING
THE CITY ADMINISTRATION TO DISBURSE A SUM NOT TO EXCEED
ONE THOUSAND DOLLARS ($1,000)FOR THE PREPARATION OF AN
HISTORIC SURVEY OF ALL STRUCTURES WITHIN THE CITY OF
SOUTH MIAMI;PROVIDING FOR DISBURSEMENT FROM ACCOUNT
NUMBER 001-1620-524.31-00 "PROFESSIONAL SERVICES;"AND,
PROVIDING AN EFFECTIVE DATE.
WHEREAS,for purchases in excess of$1,000,Article III,§5H
oftheCity Charter requires Commission approval by competitive
process from atleastthreedifferent sources ofsupply;and,
WHEREAS,the Historic Preservation Board desires to and has
been planning toconductacitywide survey to identify structures
within the City thatare eligible for historic designation;and,
WHEREAS,Florida International University has contacted the
City Administration regardingpossibleprojectsfora Planning
Practicum class for graduate students who are part of the Masters
of Environmental and Urban Systems program (MEUS);and,
WHEREAS,services performed by graduate-level class cannot
be compared by competitive process from atleast three different
sources of supply and,therefore,are hereby considered tobea
sole source of supply for approval under this resolution;and,
WHEREAS,the Chairperson of the Historic Preservation Board
has verified that this class project will be useful for the needs
of the Board in identifying potential historic designations;and,
WHEREAS,the City Commission desires to support the historic
preservation and designation of historic structures within the
City of South Miami.
NOW,THEREFORE,BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF
THE CITY OF SOUTH MIAMI,FLORIDA:
Section 1.The City Administration is authorized to disburse
a sum not to exceed $1,000 to Florida International University
for the performance of an historic survey of all structures.

Section 3.This resolution shall take effect immediately
upon approval.

BACKGROUND &ANALYSIS.
TheHistoricPreservationBoardhasexpressedadesiretosurveyallstructureswithintheCity,
inorderto identify those structures whichareeligiblefor historic designation.The Masters of
EnvironmentalandUrbanSystemsprogram(MEUS)at Florida International University offersa
Planning Practicum coursewhichrequiresgraduate-levelstudentstoperformactualprojectsfor
completion of thiscourse.Acopy of thelettertoHistoric Preservation Board Chairperson from
Ms.Manita Brug-Chmielenska,instructor of the Planning Practicum,is attached asa reference.
Fundsare available under the Professional Servicesaccount of the Planning &Zoning Division
whichservesas staff fortheHistoricPreservationBoard.Thisresolutionispresentedtosecure
theconsent of theCity Commission regarding thisproposal.

During theweekofDecember 16th I spoke with Bill Mackey,ofthe Planning
and Zoning Department,City ofSouth Miami,regarding the Planning Practicum
coursethat I will beteachinginthespring semester,1997,as partofthe
Mastersof Environmental and Urban Systems program (MEUS).Bill described
apotentialproject and suggested I getintouch with you.
By wayofbackground information,the Planning Practicum course looks toan
agencyto sponsor aprojectwhich would benefittheagency.The purpose ofthe
courseisto provide an opportunity for thestudentsto practice the skills they
learned in Research Methods.In that course the students studied research
design which hastodo with the structuring of research projects asthey pertain
to planning,surveyresearch which involves questionnaire design and
interviewing,statistical analysis and technical writing.The project thestudents
work onshouldinclude these itemsofstudy.
The MEUS program would ask for asmallstipendtocoverthe students'
expenses.It alsofeelsmore professional whenstudentsarepaid(evenat
nominal rates).The amount usually depends onthe extent of the project,but at
thispointwe are askingfor$1000.00.
The project Bill and I discussed involved doing a survey of historical buildings
that the Historic Preservation Board is seeking to designate.Although this study
sounds wonderful,I 'm notsure if thereareenoughstudents in thecourseto
adequately perform thetask over the entire area of the City of South Miami,or,if
theyhavethe background required to undertake thissurvey in the time allotted
during thesemester.Theclassstartson Monday,January6,and I will then
have abetteridea of the number and background of the students.Perhapswe
could talk next week todiscussthe magnitude of the project,its'parameters,as

Admissions
To be admitted to any program in the College of
Engineering and Design,students must have a
bachelor's degree fromanaccredited
institution.plus a B-average in upper-level under
graduate workora combined scoreofatleast KHK)
on the verbal ami quantitative (iRF.Foreign stu
dents must demonstrate proficiency in English by
taking TOEFL Students who have graduate
degrees in other fields are automatically admitted.
In order to experience the program before making
a commitment,students have the option n(attend
ing FIU ona "non-degree seeking"basis.Students
who later decide to pursue a degree mas receive
credit lor upto 12 credithours of courseworkcom
pleted before entering the program.Application
