ORDINANCE 740ORDINANCE NO. 36 -7`1 -740 AN ORDINANCE OF THE CITY OF SOUTH MIAMI,, FLORIDA, DECLARING EMERGENCY CONDITION TO EXIST WITH REFERENCE TO AVAILABLE POLICE PROTECTION WITHIN THE CITY; MAKING EMERGENCY APPROPRIATION FOR ADDITIONAL POLICE OFFICERS AND ONE POLICE CAR; AUTH- ORIZING CITY MANAGER TO BORROW MONEY TO FUND SUCH APPROPRIATION; AND AUTHORIZING EXECUTION OF LOAN INSTRUMENTS. WHEREAS, subsequent oo the adoption of the 1971 -1972 City budget a need for additional police personnel has become necessary because of increased criminal activity within the City; and i WHEREAS, such circumstances constituting an emergency as j( contemplated by Article IV, Section 11, of the City Charter; and J` WHEREAS, the City is without budgeted funds to meet the ! emergency condition: BE IT ORDAINED BY THE MAYOR AND CITY COUNCIL OF THE CITY s COUNCIL OF THE CITY OF SOUTH MIAMI, FLORIDA: i Section 1. That emergency circumstances as contemplated in Article IV Section 11 of the City Charter have arisen by the increased criminal 'activity within the City creating the need for additional police personnel to the end that the public health and safety will be protected. Section 2. That the sum of $44,705.00 hereby is appropriated as an emergency appropriation for the paymont of the salaries and expenses of five ( ) additional Police officers and for one police car for the remainder of the fiscal year ending Sept@mber 30, 1972. Section 2. The Terms of such loan shall be as provided in Article IV Section 12 of the City Charter or upon terms more favorable to the City than as provided therein.. Section 4,. The Mayor and City Clerk are hereby authorized to execute all notes and other instruments reasonably necessary to consumate such loan, conditioned upon approval of all such loan instruments as to form, by the City Attorney. Section 5. That the passage of this Ordinance is deemed emergent and reading at a further meeting of the Council is hereby waived and dispensed with. Section 6.
