ORDINANCE 753ORDINANCE NO. 10-72-753 AN ORDINANCE OF THE CITY OF SOUTH MIAMI FLORIDA, CREATING A CITIZENS ADVISORY BOARD FOR COMMUNITY IMPROVEMENT, CONSISTING OF FIVE SUB -COMMITTEES; PROVIDING THE NUMBER AND TERM OF MEMBERS THEREOF, THE SELECTION OF CHAIRMAN AND VICE-CHAIRMAN, DUTIES OF SUB -COMMITTEES, AND OTHER REGULATIONS THEREOF. WHEREAS, the City of South Miami, Florida, has established itself as a premier example for municipalities that wish to obtain optimum efficiency by participating in shared service programs. that are available in Dade County, and WHEREAS, an important measure of how well local government is performing is by its responsiveness and effectiveness in providing for, or insuring the provision of certain facilities and services that are necessary to create and maintain an, optimum quality of life for all its citizens, and WHEREAS, the City Council of the City of South. Miami, Florida, believes that the citizens of this City should be active in helping tocreate and stimulate the growth of this great City so as to be able to provide an optimum of services for the citizens of this City. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF SOUTH MIAMI, FLORIDA: Section 1. There is hereby created a Citizens Advisory Board for Community Improvement. Said Hoard shall consist of five sub -committees described as follows.- 1- Capital ImprdVdm0ftt and. Environmental Committee. Not less than six .and not more than twelve members. Section 2. The first appointed members of the sub- committees named in Section 1 hereof shall serve until April 1, 1974..Appointees shall thereafter serve for a period of two years. Section 3. Each -sub -committee, when appointed, shall promptly meet ,and select a, Chairman and Vice -Chairman by a majority vote, and such 'Chairman and Vice -Chairman shall be members of the Executive Board hereinafter defined. Section 4. A quorum for meetings of all subcommittees and/or Executive Board shall be one-third of the members of said committee or Executive Board respectively. Section 5. The Chairman and Vice -Chairman of each of said sub -committees shall meet as provided for herein as an Executive Board. Section 6. The duties of the sub -committees and/or Executive Board shall include, but not be limited to, the following 1. Meeting of sub -committees on a monthly basis. 2. Meeting of Executive Board quarterly. 3. Written reports and recommendations by sub -committees shall be required and submitted to the City Manager with copies submitted to the City Council and Executive Board. 4. Written reports and ;recommendations by the Executive Board4ahall be required and submitted to the City' Manager with copies distributed to the City Counci and sub -committees. -2- 5. The Chairman of the Executive Board shall present to the City. Council a public report at an official. City Council meeting on no less than a quarterly basis. 6. Duties of the Capital Improvement and Environmental Committee: Study and determine the anticipated needs for public improvements and recommend a sensible program for meeting those needs; recommend a. capital improvement budget based uponthe estimated costs of public im- provements and the objective priority for their provision; utilization of the master plan information in analyzing land use, population trends, economic pressures and general development potentials in terms of the financial capacity of the City of 'South Miami. 7. Duties of the Commercial Development Committee: Inventory the natural, social and economic resources of the 'city; determining the economic and social factors existing within the city; explore problem areas and areas of concern; promote the interest of the city so as to stimulate new business and improve existing business conditions, make studies in all area of planning development; act as a liaison between the city and parties interested in the development of the city; consult with and advise the planning board and the city council in interpreting the needs of the community and the best way of meeting them. 8. Duties of the Public Safety Committees Study and recommend programs which would produce full and equal protection of the law to all persons, equal, treatment and due courtesy to, and respect for, all citizens by all officers of the law. Sort and analyze the data gathered; draw conclusions. Determine which areas of the city are blighted or in danger of becoming blighted and the identification of the nature and causes of blight;- study the need and advisability for urban renewal program and redevelopment of blighted areas together with the advisability and need for federal aid in such programs; determine whether decent housing is available on a basis of full ,equality to all without regard to race, creed or natural origin and formulate a program for meeting such; needs in the event it is determined that such housing is, not available to all; determine the existing social and economic factors existing within the city and estimate the needs of the city. Section '7. The Citizens Advisory Board for'Community Imp.•ocement, the Executive Board, and Sub -Committees, shall be under the direct coordination of the City Manager, who shall have the power to appoint such representatives as he desires to act in his behalf in their administration and coordination. The City Manager shall act as an advisor to the Executive Board and sub- committees and shall report regularly to the City Council the progress and/or results and activities of each of said sub -committees and the Executive Board. Section 8. The Mayor shall appoint a member of the City council to serve as a liaison representative to each of the sub- committees in an ex-officio capacity.
