ORDINANCE 893ORDINANCE NO. 13 -76 -893 Ali ORDINANCE OF THE CITY OF SOUTH MIAMI', FLORIDA, CREATING A CITIZENS ADVISORY BOARD FOR COMMUNITY IMPROVEMENT, CONSISTING OF FIVE SUB- COMMITTEES "; PROVIDING THE NUMBER AND TERM OF MEMBERS THEREOF, THE SELECTION OF CHAIRMAN AND VICE - CHAIRMAN, DUTIES OF SUB- COMMITTEES, AND OTHER REGULATIONS THEREOF; PROVIDING FOR EFFECTIVE DATE, AND REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT THEREWITH. WHEREAS, the City of South Miami, Florida, has established itself as a premier example for municipalities that wish to obtain optimum efficiency by participating in shared service programs that are available in Dade County, and WHEREAS, an important measure of how-well local government is performing is by its responsiveness and effectiveness in providing for, or insuring the provision of certain facilities and services that are necessary to create and maintain an optimum quality of life for all its citizens, and WHEREAS, the City Council of the City of South Miami, Florida, believes that the citizens of this City should be active in helping to create and stimulate the growth of this great City so as to be able to provide an optimum of - service's for the citizens of this City. NOW, THEREFORE, BE IT ORDAINED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF SOUTH MIAMI, FLORIDA: Section 1. There is hereby created a Citizens Advisory Board for Community Improvement. Said Board, shall consist of five sub=committees described as follows: 1. Capital Improvement Sub - Committee. Not less than six and not more than twelve members of which a minimum of seventy -five percent shall. be South Miami residents.. 2. Commercial Development Subs- Committee. Not less than six and not more than twelve members of which a minimum of fifty percent shall be South Miami residents. 3. Public Safety Sub - Committee. Not less than six and not more than -I- twelve members of which a minimum of seventy -five percent shall be South Miami residents. 4. Recreation and Community Schools Sub - Committee. Not less than six and not more than twelve members of which a minimum of seventy -five percent shall be South Miami residents. 5. Community Relations Sub- Committee. Not less than six and not more than twelve members of which a minimum of seventy -five percent shall be South Miami residents. Section 2. Members of the sub- committees, who shall be appointed by the Mayor with the advice and consent of the City Council, named in Section 1 hereof,, shall serve until March 1, 1.97 3 Appointees shall thereafter serve for a period of two (2) years or until their successors are appointed, whichever comes first. Section 3. Each sub - committee,, when appointed, shall promptly meet and select a Chairman and Vice- Chairman by a majority vote. Section 4. A quorum for meetings of all sub- committees shall be one -third of the members of said committee. Section 5.. The duties of the sub- committees shall . include, but not be limited to the following: 1. Meeting of sub- committees on a monthly basis. 2. Written reports and recommendations by sub- committees shall be required and submitted to the City Manager with copies submitted to the City Council. 3. Duties of the Capital Improvement Sub- Committee: Study and determine the anticipated needs for public improvements and recommend a sensible program for meeting those needs; recommend a capital improvement budget based upon the estimated costs of public improvements and the objective priority for their provision,., utilization of the master plan information in analyzing land use, population trends, economic pressures and general development potentials in terms of the financial capacity of the City of south Miami. 4. Duties of the Commercial Ddvelopment Sub -Co=, ittee. Invdntory the natural, social and cepnomic resources of the City; determining the Oe6n ie and social faetor5 existing Within the Cites _Z# explore problem areas and areas of concern; promote the interest of the City so as to stimulate new business and improve existing business conditions, make studies in all areas of planning development; act as a liaison between the City and parties interested in the development of the City; consult with and advise the Planning Board and the City Council in interpreting the needs of the community and the best way of meeting them. 5. Duties of the Public Safety Sub - Committee: Study and develop programs which will produce in all our citizens respect for the law; respect and cooperation with our law enforcement officers. Study and recommend programs which would produce full and equal protection of the law to all persons, equal treatment and due courtesy to, and respect for, all citizens by all officers of the law. Instill in the minds of everyone in this community and understanding of the ,accident problem and an awareness of personal responsibilities for the safety of themselves and others, to reduce accidental deaths, crippling injuries and economic losses. Work closely and cooperatively with public officials and other responsible groups already actively engaged in safety activities, to stimulate and assist them in building sound programs. Focus community attention on the major communtiy accident problems and generate public opinion to support necessary action that will solve these problems. Plan, carry Out, and coordinate safety activities that will be effective in preventing traffic, home, public, occupational, and all other accidents, as approved by the City Council. 6. Duties of the Recreation and Community Schools Sub - Committee: Study and determine the needs of the City in the area of leisure time activities; assist in coordinating and implementing the recreation programs of the City of south Miami and the community schools on a continuous year around basis; recommend such programs and facilities as may be advisable and /or necessary, 4- 7. Duties of the Community Relations Sub - Committee; Conduct studies in connection with the existence of racial difficulties and conflicts in and around the City of South Miami, its underlying causes and problems and difficulties involving' race, religion, sex and age. Gather information, data and statistics as to the existence of difficulties both physical and psychological in nature. Sort and analyze the data gathered; draw conclusions. Determine which areas of the City are blighted or in danger of becoming blighted and the identification of the nature and causes of blight; study-the need and advisability for urban renewal programs and redevelopment of blighted areas, together with the advisability and need for federal aid in such programs, determine whether decent housing is available on a basis of full equality to all without regard to race, creed or natural origin, and formulate a program for meeting such needs in the event it is determined that such housing is not available to all; determine the existing social and economic factors existing within the City and estimate the needs of the City. Section 6. The Citizens Advisory Board for Community improvement and the sub - committees shall be under the direct coordination of the City Manager, who shall have the power to appoint such representatives as he desires to act in his behalf. The City Manager shall act as an advisor to the sub- committees and shall report regularly to the City Council the progress and /or results and activities of each of said sub- committees. Section 7. The Mayor shall appoint a member of the City Council to serve as a liaison representative to each of the sub- committees in an ex-officio capacity for a period of not more than two (2) consecutive years.
