ORDINANCE 956ORDINANCE No. 39-77-956 AN ORDINANCE OF THE CITY OP SOUTH MIAMT,, FLORIDA, AMENDING SECTION 11-4 OF CHAPTER 11 OF TbE CODE OF OROINANCES OF THE C:TY OF SOUTH MIAMI, FLORIDA, BY ADDING A NEW SUBSECTION (e) PROVIDINf3 REGULATIONS FOR THE BUNDLING AND PUPARATION OF NEWSPAPERS; AND BY AMENDING SECTION 7 OF CHAPTER 11 OF THE CODE OF ORDINANCES OF THE CITY OF SOUTH MIAMI, FLORIDA, BY ADDING A NEW SUBSECTION (g) ENTITLED: "NEWSPAPERS - PENALTY FOR REMOVAL," PROVIDING FOR THE PLACE WHERE NEWSPAPERS SHALL BE PLACED FOR COLLECTION, THE TIME OF COLLECTION, AND A PENALTY FOR REMOVAL By UNAUTHORIZED PERSONS; REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT THEREWITH, AND PROVIDING WHEN THIS ORDINANCE SHALL TAKE EFFECT. WHEREAS, The City Council considers the conservation of energy to be of utmost importance in this day and age, and WHEREAS, it has been recommended by authoritative sources that the re-cycling of newspapers conserves energy, contributes to the effort to help the unvironment and creates additional revenues for the City, NOW, THEREFORE, BE IT ORDAINED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF SOUTH MIAMI, FLORIDA: Section 1. That Section 11-4 of Chapter 11 of the Code of Ordinances of the City of Sotith Mian,i, Florida, be, and the same is hereby amended by adding the following new Subsection, to-wit: "(e) Newspapers shall be separately bundled by being placed in kraft bags, cardboard boxes or tied securely with rope or cord in bundles not exceeding fifty (50) pounds each." Section 2. It shall be a violation of this Chapter for any person, firm or corporation not licensed therefor, other than the owner, lessee, or occupant of that residential building, to pick up said newspapers for his own use." Section 3. All Ordinances or parts of Ordinances in conflict herewith be, and the same are hereby repealed. Section 4. This Ordinance shall take effect immediately at the time of its passage.
