With offices throughout Florida, TYLI I HJR 'is a full- service infrastructure engineering firm with multi- disciplined capabilities. The firm maintains a staff of over 70 professionals in its Coral Gables office, from where this contract will be serviced. This office has been providing services to both public and private sector clients for over 60 years. Currently, the firm is one of the City's General Engineering Consultants; and has a long- standing history with providing exceptional professional services to the City. Specific to this scope of services, TYLI I HJR has the in -house capabilities to provide all of the professional services on the five disciplines listed by the City; Drainage Design, Roadway complete services from planning and preliminary engineering to construction management in the disciplines shown to the right. . f , ■ TYLI I HJR understands that the vast majority of municipal infrastructure projects are driven by a recognized need to improve the public's level of service due to natural disasters (e.g. hurricanes and flooding), land use changes, changes in traffic patterns, population growth, infrastructure deterioration or other related causes. Recognizing this, TYLI I HJR's design philosophy for municipal civil engineering projects focuses on early identification of key project stakeholders, and then working with and incorporating feedback from the stakeholders throughout the design process. During the initial planning stages of a project, this philosophy is often implemented by conducting design charrettes, where a wide range of stakeholders representing both technical and non - technical project disciplines meet, brainstorm and share ideas in order to identify key project issues and establish sound planning fundamentals for the project. Our in- house, multi- disciplinary staff of professionals can provide Roadway, Civil, Traffic, and Environmental Engineering. After the initial planning effort, TYLI I HJR moves forward with project execution paying particular attention to coordination with the applicable regulatory agencies (DERM, SFWMD, FDOT, MDWASD, EPA, etc.) design standards and permit requirements. We have recently completed design on several large infrastructure improvement projects within Miami -Dade County municipalities, and as such have established strong working relationships with regulatory staff, which helps to reduce the overall time required for obtaining critical project permits. In addition, TYLI I HJR typically leads ongoing public information workshops for larger infrastructure projects, in order to assure that the public is aware of upcoming neighborhood construction, and the long term benefits that such projects provide. P?OJECT CONTROLS At TYLI I HJR quality control is a process that is implemented and carried out continuously throughout the development of all our projects. In 2011 the firm received ISO 9001:2008 certification; this process provides assurance to the City of South Miami of our commitment to the highest level of quality for the execution of any assignment. After the team kick -off meeting and assignment distribution, six (6) key project controls will be set in motion: Reporting, Schedule, Budget, Staffing, QA /QC, and Coordination. Our experience has shown that these controls are vital to the success of any project. SLISTAINABILITY TYLI I HJR is well - versed with environmental compliance, development and of environmental management plans, assessments and remediation a nd can quickly address specific environmental compliance requirements, if necessary. As a general reaction to global environmental issues and the net effect of sustainable design to simply improve the efficiency of rapidly increasing impacts, TYLI I HJR is committed to sustainable approaches for all our designs and have LEED Accredited Professionals on staff to promote close cooperation for environmentally conscious designs. One example is our work for the FDOT -and DERM following Hurricane Irene and the "No -name Storm". TYLI \HJR coordinated a team of 27 firms to provide services as part of Miami -Dade County's Project Impact and Local Mitigation Strategy effort. Grant Writing - Agency Coordination - Specialized Application Assistance TYLI \HJR has assisted South Florida municipalities in agency coordination and grant writing assistance for federal and state funding programs. In the aftermath of this storm, TYLI \HJR assumed the role of assisting these municipalities in their respective applications for FEMA grant funding programs such as the FEMA Hazard Mitigation Grant Program (HMGP) and the FEMA Pre - Disaster Mitigation program (PDM) to improve stormwater infrastructure. The HMGP program provides grants to states and local governments to implement long -term hazard mitigation measures after a major disaster declaration. The Pre- Disaster Mitigation (PDM) program provides funds to states, territories, Indian tribal governments, communities, and universities for hazard mitigation planning and the implementation of mitigation projects prior to a disaster event. TYLI \HJR assisted the City of Miami, West Miami and Miami Shores Village with over 18 applications including grant writing, engineering analysis and conformance to the FEMA program criterion. This effort resulted in a combined $15,000,000 in FEMA funding assistance for the municipal improvement projects. In addition, the firm assisted in the research and development of a social economical study for TIGER II and TIGER III grant applications for the cities of Marco Island and Sweetwater. The Transportation Investment Generating Economic Recovery (TIGER) grants were to be awarded by DOT for capital investments in surface transportation infrastructure. The social economical study was intended to capture the primary and secondary objectives of the TIGER provisions. The studies main objective was to prove the significant financial and economical impact that the future infrastructure projects would have on the economically weakened state of Florida. The study also intended to capture the monetary benefits that the project would provided to the region through a Benefit Cost Analysis.
