T.Y. Lin International I H.J. Ross (TYLI I HJR) is pleased to submit this statement of qualifications to provide professional engineering
services to the City of South Miami (City).
With offices throughout Florida, TYLI I HJR 'is a full- service infrastructure engineering firm with multi- disciplined capabilities. The firm
maintains a staff of over 70 professionals in its Coral Gables office, from where this contract will be serviced. This office has been
providing services to both public and private sector clients for over 60 years. Currently, the firm is one of the City's General
Engineering Consultants; and has a long- standing history with providing exceptional professional services to the City.
Specific to this scope of services, TYLI I HJR has the in -house
capabilities to provide all of the professional services on the
five disciplines listed by the City; Drainage Design, Roadway
complete services from planning and preliminary engineering
to construction management in the disciplines shown to the
right.

TYLI I HJR understands that the vast majority of municipal
infrastructure projects are driven by a recognized need to
improve the public's level of service due to natural disasters
(e.g. hurricanes and flooding), land use changes, changes in
traffic patterns, population growth, infrastructure deterioration
or other related causes. Recognizing this, TYLI I HJR's design
philosophy for municipal civil engineering projects focuses on
early identification of key project stakeholders, and then
working with and incorporating feedback from the stakeholders
throughout the design process. During the initial planning
stages of a project, this philosophy is often implemented by
conducting design charrettes, where a wide range of
stakeholders representing both technical and non - technical
project disciplines meet, brainstorm and share ideas in order to
identify key project issues and establish sound planning
fundamentals for the project. Our in- house, multi- disciplinary
staff of professionals can provide Roadway, Civil, Traffic, and
Environmental Engineering.
After the initial planning effort, TYLI I HJR moves forward with
project execution paying particular attention to coordination
with the applicable regulatory agencies (DERM, SFWMD, FDOT,
MDWASD, EPA, etc.) design standards and permit
requirements. We have recently completed design on several
large infrastructure improvement projects within Miami -Dade
County municipalities, and as such have established strong
working relationships with regulatory staff, which helps to
reduce the overall time required for obtaining critical project
permits. In addition, TYLI I HJR typically leads ongoing public
information workshops for larger infrastructure projects, in
order to assure that the public is aware of upcoming
neighborhood construction, and the long term benefits that
such projects provide.

At TYLI I HJR quality control is a process that is implemented and
carried out continuously throughout the development of all our
projects. In 2011 the firm received ISO 9001:2008 certification;
this process provides assurance to the City of South Miami of
our commitment to the highest level of quality for the
execution of any assignment.
After the team kick -off meeting and assignment distribution, six
(6) key project controls will be set in motion: Reporting,
Schedule, Budget, Staffing, QA /QC, and Coordination. Our
experience has shown that these controls are vital to the
success of any project.

The site is located on the western perimeter of the City of North Miami Claude Pepper Park property and is
currently known as the Pepper Lakefill Site. The property is approximately 14 acres in size and historically,
over time, the property has been filled with excess soil from other City owned properties as well as solids
from the City of North Miami's Winson Water Treatment Plant.
The firm provided Environmental Services for the pre - construction sampling of groundwater and soil on the
proposed location of a Community Center and soccer fields located on the western portion of the Claude
Pepper Park. The sampling activities indicated that arsenic contamination is present above the residential
clean up target levels provided in Chapter 24, Code of Miami -Dade County. TYLI is currently in the process
of preparing Contamination Assessment Plan (CAP), which includes a Soil Management; Plan, to address the
soil contamination at the site.

The firm provided professional engineering services for
stormwater computer model study, including collection of
topographic data, percolation testing, and utilization of
ADICPR computer application to model existing drainage
conditions, evaluation of several design rainfall events, and
coordination with regulatory agencies (DERM, SFWMD,
USACE, FDOT). Additionally the firm implemented the design
requirements to upgrade part of the modeling. The design
included a drainage system composed of exfiltration trenches
and pump stations outfalling into the C -4 Canal. The scope
also required specifications of both a Downstream Defendor
and a CDS Alternate. All electrical, mechanical, and structural
design was performed in- house.
This project consisted of design of a storm sewer collection
system, two stormwater pump stations, and design of a
manifolded force main system. Both Pump Stations are
interconnected with 2 City of Miami/ West Miami pump
stations. An AdICPR Model of the 4 Pump Stations and the
force main manifold was prepared for approval by the
agencies.

WRScompass approach was innovative as the use of hydrogen peroxide /chelating agents was never approved by DERM in this area of
South Florida before this project. In addition, WRScompass utilized one trailer that we assembled and by scheduling appropriately we

practice offering planning, design and construction - management- services. Its involvement in highly visible and
complex projects for both private and public clients has placed the company at the forefront of renovation and
infrastructure construction projects.
The firm has provided an array of successfully completed projects involving redevelopment programs, and
neighborhood enhancement services. TYLI I HJR has over 150 Florida professionals and support staff in addition to
formidable resources nationwide that can provide clients with the combined resources- of multi - disciplined
professionals who specialize in civil, transportation, structural, mechanical, electrical, plumbing, environmental
sciences, and landscape architectural services. In addition, its environmental staff: has extensive experience in
assessment, remediation and monitoring of historic and contemporary community landmarks.
Over the years, TYLI IHJR has acquired the knowledge and experience with
South Florida regulations and their regulatory agencies which has resulted
in the successful completion of numerous projects. The firm's vast array of
project experience has fostered a continuing working relationship with
jurisdictional agencies throughout South Florida. Regulatory agency
requirements have included life safety, code compliance, permitting and
environmental compliance. The firm has coordinated closely with
agencies such as the Building Code and Fire Departments, LISACE, FDEP,
and SFWMD on numerous projects.
Our engineering staff is experienced in the management, planning, design and construction of various civil engineering
projects which include stormwater master planning and drainage, roadway, traffic, environmental services and
construction services. Our staff has provided design for storm water improvements including exfiltration trenches,
pump stations, gravity lines and force mains. In addition, they utilize computer modeling software such as Advanced
Interconnected Pond Routing (AdICPR) and XP -SWMM to develop master plans for,stormwater improvements.
TYLI I HJR has established an impressive track record not only with general engineering and miscellaneous contracts but
also with project specific work scopes, including streetscaping and utility improvements. TYLI I HJR has successfully
completed contracts for many municipal clients involving site development, building engineering, plans review, ADA
compliance, roadway and storm water drainage improvements traffic engineering, and environmental mitigation and
permitting, and construction management services Our clients include Cities of South Miami, Miami Beach, Fort
Lauderdale, Wilton Manors, Dania Beach, Miami, Coral Gables, North Miami, West Miami, South Miami and the Village
of Miami Shores, to name a few.
SPECIALTY SERVICES
Emergency Response
TYLI \HJR has the ability to mobilize field teams on very short notice. Through the years, TYLI \HJR has gained
significant experience in the management of emergency situations, having the ability to mobilize individual units of
field staff to provide services under_ unforeseen circumstances. One example is our work for the FDOT -and DERM
following Hurricane Irene and the "No -name Storm". TYLI \HJR coordinated a team of 27 firms to provide services as
part of Miami -Dade County's Project Impact and Local Mitigation Strategy effort.
Grant Writing - Agency Coordination - Specialized Application Assistance
TYLI \HJR has assisted South Florida municipalities in agency coordination and grant writing assistance for federal
and state funding programs. For example, as the result of a "No- name" storm that occurred in South Florida causing
record rainfall and flooding to the Cities of Miami, West Miami and Miami Shores Village, the firm was retained by
these municipalities to provide professional engineering services for design /construction projects on an as- needed

basis. In the aftermath of this storm, TYLI \HJR assumed the role of assisting these municipalities in their respective
applications for FEMA grant funding programs such as the FEMA Hazard Mitigation Grant Program (HMGP) and the
FEMA Pre - Disaster Mitigation program (PDM) to improve stormwater infrastructure. The HMGP program provides
grants to states and local governments to implement long -term hazard mitigation measures after a major disaster
declaration. The Pre- Disaster Mitigation (PDM) program provides funds to states, territories, Indian tribal
governments, communities, and universities for hazard mitigation planning and the implementation of mitigation
projects prior to a disaster event.
TYLI \HJR assisted the City of Miami, West Miami and Miami Shores Village with over 18 applications including grant
writing, engineering analysis and conformance to the FEMA program criterion. This effort resulted in a combined
$15,000,000 in FEMA funding assistance for the municipal improvement projects.
In addition, the firm assisted in the research and development of a social economical study for TIGER II and TIGER III
grant applications for the cities of Marco Island and Sweetwater. The Transportation Investment Generating Economic
Recovery (TIGER) grants were to be awarded by DOT for capital investments in surface transportation infrastructure.
The social economical study was intended to capture the primary and secondary objectives of the TIGER provisions.
The studies main objective was to prove the significant financial and economical impact that the future infrastructure
projects would have on the economically weakened state of Florida. The study also intended to capture the monetary
benefits that the project would provided to the region through a Benefit Cost Analysis.
American Recovery and Reinvestment Act of 2009
TYLI \HJR assisted municipalities such as City of West Miami, Miami Shores Village, City of
Sweetwater and City of South Miami in their Local Agency Certification
Qualification Agreement and their Local Agency Program Project Certification packages with
the Florida Department of Transportation (FDOT). All of the Certification
and Applications were successfully passed and approved by the FDOT and they are currently
being reviewed by the Federal Highway Administration. In order to secure infrastructure funds from the American
Recovery and Reinvestment Act of 2009.
Sustainability
TYLI \HJR is well- versed with environmental compliance, development of environmental
management plans, assessments and remediation and can quickly address specific
environmental compliance requirements, if necessary
As a general reaction to global environmental issues and the net effect of sustainable design to
simply improve the efficiency of rapidly increasing impacts, TYLI \HJR is committed to
sustainable approaches for all our designs and have LEED Accredited Professionals on staff to
promote close cooperation for environmentally conscious designs. In addition, the firm is a member of the U.S. Green
Building nil.

of the project was awarded to WRScompass in January, 2011. The scope of the contract was to evaluate the Cities sanitary sewer system,
via CCTV and cleaning, and to perform rehabilitation work, either trenchless rehabilitation or open cut replacement, accordance with our
investigation results. Work included evaluation, engineering, MOT, subcontracting various services.
Mr. Hooper is responsible for management and coordination of all activities associated with Phase 1 ESAs and Impact to Construction
Assessment and Implementation efforts. Primary responsibility is the management of all environmental activities to minimize or eliminate
delays to FDOT construction projects, thereby reducing the cost of construction for FDOT. Other responsibilities include project

Scope of Services:
• Proposers may select from the listing of the five general engineering disciplines depending upon
the proposers interest and expertise in each discipline listed. It is up to the proposer to decide
how may categories of specialized engineering services they wish to be considered.
Submission of Letters of Interest:
• Federal Forms 254, 255 or 330 may be submitted. Submission of the Federal Forms are
excluded from the eight (8) page limit.
• Exhibit #1 - "Professional Service Agreement, General Engineering Services:"
o Opening paragraph the statutory thresholds for construction costs have been amended
as follows:
CONSULTANT agrees to perform all professional services in connection with the
WORK, as described herein, on a continuing basis in connection with projects where
the basic construction costs does not exceed - $2,000,000 or studies which do not
exceed -$200,000, herein after called the SERVICES ".

Question #I: Are the documents required to be submitted, specifically: professional
licenses, state certificates and list of clients /references, part of the eight (8) page limit or
can they be included as an appendix?
• Professional licenses and state certificates are excluded from the eight (8) page limit.
Question #2: Can a firm submitting a Letter of Interest as a prime also be a sub
consultant to another prime submitting?
• Yes, there are no restrictions to submitting as a prime or a sub - consultant to another prime.
Question #3: Upon review of the City of South Miami's Professional Services Agreement
included in the Request for Letter of Interest for Professional Engineering & Management
Services Pre - Qualification Pool it appears that text is missing from the bottom of pages 7,
8, 9, 11, and 12. Will the City please furnish an updated agreement for review prior to the
submittal deadline?
• A complete Professional Service Agreement is included with addendum.
