COMPANY OVERVIEW
MEI is the prime respondent for this response. As a full service engineering firm complemented by key sub‐consultants,
MEI has the capabilities to perform all the requisite tasks for this contract. MEI is joined by our subconsultants, the
Witkin Hults Design Group for landscape architecture services, and Air Quest Environmental, Inc. for asbestos related
services. MEI's emphasis is on providing professional engineering services to municipalities and the Florida Department
of Transportation (FDOT). MEI's key service areas include transportation; structural and civil engineering and analysis;
drainage design; environmental engineering assessments and permitting; project management; contract administration
and construction engineering inspection. MEI also boasts an advanced geographic information system (GIS) department
capable of programming and creating web‐based applications. MEI has received five FDOT "Best in" project awards.
Location
The MEI Miami office is located at 13940 SW 136th Street, just nine miles from the City of South Miami's City Hall. This
office will be the primary work location for MEI for this contract.

Our experience conducting work in the above miscellaneous engineering service contracts provides the experience,
management framework and depth of staff available to respond to project needs help to ensure the successful
completion of all tasks, even in the midst of multiple assigned tasks and priorities and tight timelines.
PROJECT APPROACH
MEI is proposing to provide engineering and management services under all five disciplines listed in the RLOI. MEI's
single point of contact for the City is our Project Manager Frank Panellas. Mr. Panellas' successful, proven project
approach focuses on Quality Control, Project Budgets and Project Schedules. These will be emphasized at each stage of
from preliminary design through construction support and project close out services, as applicable. MEI will serve as an
extension to the City's staff and will always act to preserve the City's interest in our projects, placing key emphasis on:
Budget Requirements ‐ MEI establishes realistic professional services budgets up‐front, to reduce the need for change
orders. When a given scope item cannot be adequately determined at the onset, MEI will prepare an estimate of costs
and then refine that to a cost proposal when appropriate. This allows for the City to budget appropriately but avoids
requiring the City to pay for "buffered" costs for unrefined scopes. MEI prepares cost proposals based on the lowest
applicable staff rate and due to our depth of staff, we are able to provide the most efficient staffing levels to match
these cost estimates. MEI also explores all opportunities for value engineering to conserve construction budgets.
Safety ‐ MEI's approach to safety begins in project design where we work to incorporate the most up‐to date safety
standards in roadway and civil design, as well as to insure adequate safety measures for construction. When conducting
inspections of construction activities, special attention is paid to work zone safety and maintenance of traffic. The MEI
Team will work extensively in design and with contractors to keep projects safe for the traveling public and to help
ensure that the contractor complies with all City, FDOT and OSHA requirements regarding safety. MEI maintains ATSSA
certified inspectors, available to monitor contractor Traffic Control Plans to ensure that at minimum, they follow the
FDOT 2010 Design Standard 600 Indices, the most current MUTCD, the project plans, and other contract documents;
acting quickly in the appropriate manner when deficiencies are found.
Contract Administration‐ MEI is a recognized leader in contract administration, currently listed in the top 50
construction management firms nationally by Engineering News Record. Our experience with Construction
Administration includes: Review of construction bids and recommended selection of qualified contractor; Notice of
Award/Notice to Proceed; Shop drawing review; Site observations with reports; Responses to Requests for Information
(RFI’s); and Review and approval of payment applications.
Environmental Responsibility ‐ MEI puts environmental responsibility at the forefront of all of our engineering projects,
working internally to provide support and training to all engineering departments, and is involved from the onset of
each design project to help insure that environmental designs maximize conservation opportunities while minimizing
contamination and permit mitigation liabilities, permitting costs and permitting schedules.
Claims ‐ MEI first seeks to minimize contractor claims through detailed designs and specifications that clearly assign
contractor responsibilities and adhere to the controlling design criteria. As a quality assurance measure, our in‐house
Construction Engineering Inspection (CEI) Department, which conducts construction contract administration and
construction inspections, will review of construction documents prior to final design, to identify potential sources of
claims based on their project experience. Should a claim arise on any project whether designed by MEI or a third party,
MEI's CEI Department has the experience to address and administer the claim to represent the best interest of the City.
Innovative Approaches ‐ MEI's principal innovative approach is the development and implementation of contract‐
specific technology tools to enhance the productivity and quality of our work and to help our clients to "do more with
less." Examples of recently implemented contract‐specific technology tools include the development of a web‐based GIS
tools for FDOT District 6 and the City of Dania Beach to track construction projects, monitor compliance and catalog
project files geographically.

Mr. Panellas is the Roadway Division Manager for Metric Engineering, with 12 years of experience in the design and the production
management of highway plans for projects from FDOT, Miami-Dade County and local municipalities. His experience includes
roadway design, pavement design, maintenance of traffic, signing and pavement markings and signalization projects within City of
Hollywood, City of Pompano Beach, City of Miami, City of Doral, City of Homestead, City of Key West, and City of Riviera Beach

I-395 PD&E Study in Miami-Dade County for FDOT District 6 – Project Manager for this transportation study entailing the
preparation of an Environmental Impact Statement for a proposal to improve Interstate Route I-395 in Miami-Dade County, Florida.
The proposed improvement involves the reconstruction of I-395 from I-95/Midtown Interchange to Biscayne Bay. Improvements to

Downtown Homestead Transportation Plan Update for the City of Homestead Community Redevelopment Agency – The study
aimed at resolving a number of Downtown Transportation planning issues in the City’s congested urban core. The study included
recommendations for truck movement accommodations, bicycle-way alignments, traffic calming treatments and utilizing the new
Miami-Dade transit Busway within Homestead’s urban core.
Bridgeport Avenue and SW 30 Ct. Traffic Study in Miami-Dade County for City of Miami - Traffic Study to resolve traffic cut
through, speeding and other concerns reported at Bridgeport Ave and SW 30 CT between US1 and Bird Ave within the City of Miami.
The study will include such issues as traffic circulation, geometry, crash analysis (years 2005 to 2007), trip generation and attraction,
etc. In addition, a pre-meeting with FDOT to properly coordinate the objectives and procedures of the study will be conducted as the
initial study task. The study area is bounded by NW 27th Ave. on the east, Bird Ave. on the south and US-1 along the north and west.

Selected Project Experience
Asbestos Abatement Project Management
Project engineering and management of hundreds of projects including the Miami Federal Building, the San
Francisco Federal Building, numerous commercial buildings, hospitals and banks, and industrial abatement within
Florida Power & Light facilities. The General Services Administration voted the Miami Federal Building their
“Asbestos Abatement Project of the Year” for 1989.
Asbestos Emergency Response, Surveys & Abatement Oversight
Provided project management to an emergency response to an asbestos release aboard a passenger cruise ship that
was in dry-dock undergoing interior renovations. The logistics for the project included operating in a foreign
country (Curacao, Netherland Antilles), coordinating and/or overseeing 100 asbestos abatement workers and
asbestos consultants, foreign government officials, the vessel owner, the captain and crew of the vessel, the dry-
dock owner’s representatives and consultants from the Netherlands and working under intense time constraints. The
asbestos abatement project was successfully completed within eleven (11) working days. Air monitoring and
onboard asbestos consulting continued for an additional six (6) weeks while renovations to the ship were completed.

Design and construction contract plans for the installation of approximately 4,280 LF of a 12” potable water
main to replace an existing 6” main for the City. Utility improvements were originally included in a Joint Project
Agreement between the City and FDOT. In order to expedite the City’s need to provide additional water
service to adjacent residential development, Metric Engineering was contracted to design the water main for
immediate installation while accommodating planned roadway improvements including storm sewer systems
and sanitary sewer relocations. The design included relocation of all existing water service connections as
well as selection of pipe materials to resist corrosion in the elevated water table within the project corridor.
Project construction plans included significant traffic control plans to safely permit open-trench construction
while managing high-volume traffic from the beach area and the Dania Jai-Alai facility. Metric Engineering
was also responsible for securing Right-of-Way Occupation Permits from FDOT and permits from Broward
County Department of Environmental Protection and Health Department. Metric’s Fee: $20,000

AirQuest has maintained an industrial hygiene contract with Broward County’s Risk Management Division since 2008.
Broward County elected to renew the contract in July 2011 for a third consecutive year.
AirQuest conducted a comprehensive interior asbestos survey for the 590,000 SF Broward County Judicial Complex. In
support of operation and maintenance activities at the site, a 10,000 entry spreadsheet was compiled of the findings. The
project was valued at $48,000. Other project types completed for Broward County include: asbestos abatement oversight
