C. Project Geotechnical Engineer responsible for planning the final design level geotechnical exploration and laboratory testing programs, preparation of the geotechnical
engineering reports for the proposed reconstruction. The geotechnical services for this project consisted in the performance of a roadway soils survey including asphalt
pavement caring along the existing City of Miami side streets in order to provide recommendations for the proposed construction, 14 signalized intersections and 6 sign
structures. The geotechnicat services were performed using the requested scope of services and the field exploration criteria established in the FDOrs Soils and Foundations
Handbook (2004). Scope included 88 test borings for soil survey, 59 pavement cores, 28 borings for signalized intersections, 6 borings for sign structures and LBR testing;.
Geotechnical fees during design were $97,260.65

implement innovative and cost-effective solutions to address the CITY's issues by providing professional general engineering and
management services for Roadway Engineering, Drainage Design, Civil Engineering and Traffic Engineering projects.
KING approaches this contract with the philosophy that our ultimate goal is to deliver a high quality work product that meets the
CITY's budget and objectives, while improving the quality of transportation, drainage, water and sewer for the residents and visitors
of South Miami. Because of our statewide experience in trans portation/water/wastewater engineering and planning, KING can
immediately hit the ground running and produce work products that are useful in helping South Miami achieve their goals and
requirements.
The City of South Miami, approximately 3 miles south of the City of Miami, encompasses 2.5-square miles within Miami-Dacle
County. It borders the University of Miami's main campus and the cities of Coral Gables and Pinecrest. U,S, Highway 1 (South Dixie
Highway) carries tens of thousands of vehicles through the CITY on a daily basis.
South Miami, incorporated in 1927, is one of the County's oldest municipalities with a permanent residential, tri-ethnic population
of approximately 11,862 as of 12/16/2010, The "town center" area east of US-1 is a vibrant shopping, dining and entertainment
venue with a hometown ambiance. Two major hospitals within the CITY provide employment and services to people throughout the
county and beyond.

The CITY of Pleasant Living is known for its leafy residential neighborhoods, numerous parks and vibrant Downtown filled with

A cornerstone of this "high quality /value +conscious" approach is to establish and maintain effective communication not only within
the project team, but also with other stakeholders that are interested in the project. To this end, KING typically develops a detailed:
communication plan that is implemented as part of the overall delivery plan and in close coordination with the CITY. Timely and
consistent communication will keep the project on track and allow all parties to quickly and easily deal with inevitable changes that
may develop:
A draft of the project management plan is developed immediately after
receipt of an approved work order and distributed to all team members,
including the CITY, for review and comment to ensure the CITYS concurrence
with the Tan and schedule. After the CITY approves the project management
plan, work will proceed in accordance with the approved plan. Any deviation
from the approved, schedule, assigned staff or budget would require approval
by the CITY.
KING is a highly skilled group of professionals whose expertise, ability, and
experience will ensure successful completion of public utility design projects. Our team continues to successfully serve numerous
municipal clients as described elsewhere in this proposal. This experience gives us an in -depth understanding of the issues that must
be addressed regarding public utility projects in the CITY.
Sound project management includes bringing together the correct resources and
providing clearly articulated procedures and guidance documents to efficiently
accomplish the work. KING has built its approach to project delivery based on methods
used on highly successful projects. Critical elements of the project delivery system are:.

Mr. Torrealba will identify and breakdown the project into individual tasks
comprising an Activity Breakdown Structure (ABS). The ABS will be activity-based
and describe the scope of services required to complete the project. A graphical
Project Schedule, readily understandable to all team members, will be developed
from the ABS and will be used to maintain a sense of urgency among the Project
Team. Either a bar chart or critical path method type schedule, as acceptable to
the CITY, will be used. The schedule will show task interrelationships on a calendar

every aspect of a project. Careful consideration of the schedule and schedule influencers is essential at the onset of each

The primary goals of our Quality Control Program are to consistently achieve the high standards of technical excellence expected
by the CITY, reduce overall engineering construction costs, and best meet the CITY's needs relative to its public utility projects.
These goals can be attained through implementation of a consistent quality control program for each aspect of the project. Quality
control includes not just review of work products, but early involvement during the scoping phase of the project to establish
methods and procedures for executing the work consistent with proven techniques that meet the needs of the project in the most
efficient manner. The quality assurance/quality control plan for a project includes the following items:
Project Delivery Guidelines - Project delivery guidelines are established for project assignments to define the common

Roadway Engingerin
As requested, the KING team is prepared to assist the CITY in a variety of Roadway
Engineering services from PD&E/Roadway Alignment Studies to final design, permitting, and
contract administration

Transportation Planning and Operations; The approach to a traffic operations study to
identify and correct traffic capacity and safety issues would vary from that used in an access
management analysis that would identify safe and efficient access to maximize capacity
along a corridor. The first step is to have a qualified Professional Engineer conduct field
visits to the site to assess the operational characteristics of the roadway or intersection.
Items that the field visits may uncover, such as trees, bushes, utility poles that limit
motorists' line of sight, may be crucial to the successful outcome of the study. Each location
and project will have its own distinct set of safety and operational issues, and as such, each
site will be observed on its own merit and approached accordingly.

Roadway Design: KING is qualified with FDOT to provide Highway Design services. Services to be provided by KING for Roadway
Design include preparation of roadway construction plans, permit applications for environmental permits, utilities and stormwater
systems, traffic control plans, signing and pavement marking design, roadway lighting, and traffic calming devices. All designs will
meet FDOT's Minimum Uniform Standards ("Greenbook") and CITY's road standards. Pavement design will be provided based on the
FDOT Flexible Pavement Design Manual. KING will prepare and submit final design drawings and technical specifications for grading,

drainage, paving and utility plans. Necessary copies of plans will be provided to all utilities to coordinate their distribution system

Maintenance of Traffic: Minimal disruption of traffic, safety of the traveling public
and workers, and access to adjacent properties are elements that will be considered
during the early development of the design and construction phasing, Early
coordination and cooperation with utility companies -is important to avoid re-design,
construction outages and accidents.
Whether a widening is done to the right side, the left side or along the center will
depend on a careful investigation of the existing alignment, existing and proposed
right-of-way, and location of existing utilities. A construction phasing analysis at the
early stage of design will promote economy 'in construction and design efficiency.
Avoidance of adverse disruption to the traveling public and achieving savings in
construction costs is the primordial goal of our design.
Access management is considered a critical issue both in roadway design and in maintenance of traffic. When an existing roadway is
widened, the existing access may need to be modified to meet safety criteria. Modifying existing access may be costly due to right-
of-way acquisition and consequential damages. These factors will be considered during the design to ensure that access is safely
maintained including during construction.
Traffic Signal Design: The KING team wili prepare signal design plans that will include all design services, such as survey,
geotechnical engineering, structural design, and signalization plan. During the construction of the traffic signal, the team will
provide inspection services covering the installing of the signal equipment and geotechnical testing services for installing the drill
shafts and mast arm foundations.
KING will be provided a survey base map of the intersection to be signalized. The survey will be provided in AutoCAD file format or
other as requested and will be placed on the CITY's standard plan sheet. This sheet will be the base plan forthe signal design.
At the CITYs request, KING will prepare a 60% submittal, 90% submittal and final submittal. The 60% submittal will include a key
sheet, topographic survey, signalization plan sheet, mast arm details, foundation details and soil boring data sheets, The 60%
submittal plans will be sent to all the companies that have underground and overhead utilities in the intersections. As such, the
mast arm and foundation design will be conducted after the 60% submittal plans have been reviewed the CITY, FDOT and the utility
The 90% submittal will provide all required sheets including the addition of the tabulation of quantities, the signing and pavement
marking plan, mast arm and foundation design, maintenance of traffic and technical special provisions,
The final submittal will include all sheets and will be signed and sealed by a professional engineer. The plans will show the overhead
signing, ground signing, paving, drainage and marking modification associated with the new signal instaNation. The CITY's

Signing and Pavement Marking: Signing and pavement marking plans will be designed
based on the latest FDOT Design Standards and FHWA Manual on Uniform Traffic Control
Devices. However, the CITY of South Miami guidelines will be used for specific markings.
Roadside signs will conform to Elder User Guidelines, The Transoft "GUIDSIGN" program
will be used to design overhead street name signs to be installed on the mast arm poles.

site to monitor progress and quality of work, taking appropriate action on shop drawings
and other submittals, preparation of change orders, reviewing laboratory and testing
results, providing design clarifications, evaluating contractor substitution proposals,
reviewing contractor applications for payment, performing substantial completion
inspections, obtaining written warranties and preparing of closeout documents, including
record drawings.

consist of arranging progress meetings and job conferences, reviewing Contractor progress schedules, serving as liaison with the

Constructing a public works improvement is a multi-organization effort. It is a process that finds the CITY, the Contractor, the Design
Engineer, the permitting agencies, and other government agencies in a partnership to implement the project safely and efficiently.

Traffic Signal Inspection Services: At CITYs request, KING will perform technical inspection of the traffic signal work to ensure it is
constructed in compliance with the CITYs Plans and Specifications, Manual on Uniform Traffic Control Devices (MUTCD),
International Municipal signal Association (IMSA), FDOT Design Standards and the National Electric Code (NEC)
A qualified IMSA Certified Signal Inspector will perform a technical inspection on all the traffic signalization work to make sure it is in
compliance with the CITY 'specifications.
The inspector, at a minimum, will check the signal phasing, the signal timings for each phase, the sensor units, detector loops, traffic
signal heads to make sure all the bulbs are working and are placed correctly, signal pedestrian heads to make sure the detector units
and bulbs are operating correctly, overhead signs are located correctly and the words are spelled correctly, check to make sure that
all the signal heads and pedestrian heads can be seen and that the concrete strain poles and/or mast arm assemblies are installed
correctly,
KING will conduct a field inventory identifying age, condition and model of all signal equipment. The condition of all loops, pull
boxes and saw cut runs will be also be reported. All loops will be tested at the controller for both Series and insulation Resistance
and any loops not meeting the minimum standard will be identified,
All the equipment in the controller cabinet will be inventoried for the model, serial number and age. The capabilities of all the
equipment in the controller cabinet will be identified. The existing phasing and signal timings will be recorded.
A qualified IMSA Certified Signal Inspector will perform the technical inspection on all the traffic signalization
work (including checking the signal timing, sensor units and detector loops) to ensure it is in compliance with
CITY specifications. A signal inspection report and existing phasing and signal timings will be submitted to the
CITY. All items not incompliance with the CITY's specifications and or the MUTCD will be identified and
recorded. The inspection results and noncompliance items will be recorded on standard inspection Report
Forms,
Prior to final inspection, the contractor will have to complete the items that are in nonconformance. If the signalized intersection is
not ready for the inspection, the inspector will wait a period of time before canceling the final inspection, if the work is not
completed, the inspector will notify the CITY and the CITY may re-schedule the final inspection.
Task products to be provided to the CITY include: that traffic detection is fully operational, the traffic signal Inspection/inventory
report and the intersection memorandum (punch list).
A qualified IMSA Certified Signal inspector will perform the final technical inspections to make sure that all the nonconformance
items that were identified during the Turn-on Inspection have been corrected'. The inspector will also verify that the signal phasing,
signal timing sensor units and detector loops are all operating correctly. At this point, the signal will be turned over to the
maintaining agency- The Inspection Report and Maintaining Agency approval will be recorded on standard.

The CITY of South Miami residents are a progressive group of citizens that work on the grassroots level to accomplish beautification,
traffic calming, safety and a high quality of life. All outreach programs for this project must include the participation and blessing of
the activists of the corresponding neighborhood. Stakeholders and citizens must be involved to achieve a successful final project.

Objectives: The CITY of South Miami desires to update the Stormwater Management Program that was initially developed in 1997.
This update is intended to rely on the application of a stormwater model capable of assessing current flood control levels of service
and evaluating the cost-effectiveness of proposed improvements that will be ultimately prioritized and incorporated into the CITY's
stormwater capital improvement plan. The CITY under another RFQ is currently soliciting for assistance with the Stormwater
Management Plan (SWMP) which will provide the list of CIP projects to be implemented.
As per the request for proposals, the specific objectives of this services agreement are as follows:
• Implement proposed drainage projects identified as part of the existing and new SWMP.
• Prepare paving and drainage plan for municipal buildings and facilities.
• Engineering analysis
• Any task as requested by the CITY

identified based on field investigations, records of complaints, and other studies. No stormwater modeling was conducted to
identify flood prone areas�
A Comprehensive Stormwater Utility Study was also prepared in 1997 that included field investigations. This study was not
available at the time that this proposal was prepared. However, the Stormwater Capital Improvement Program presents a
Stormwater Utility Atlas that shows the location of all catch basins and storm sewers within the CITY.
The CITY also developed a Storm Water Management Program in 1997 in fulfillment of the requirements of the joint NPDES permit
with the County.
IN
Miami-Dade County developed Comprehensive Stormwater Management Plans for the primary basins and canals in Miami-Dade
County, including the C-2 and C-3 Canal Basins. The C-2 master plan was completed in 2006 and, while it primarily focuses on the
unincorporated areas of the County, it can be a good source of information and data for the development of the Cilys stormwater
management program update.
Storm water Utility: On October 3, 2000, the CITY adopted a resolution creating stormwater management regulations within their
municipal code with their own utility as the funding source. The CITY's Storm water Drain Trust Fund supports operation and
maintenance, as well as capital improvement projects. Annual fund expenditures have been on the order of $400,000 - 450,000,
The CITY shares with Miami-Dade County on the maintenance of its canal system through an interlocal agreement whereby the CITY
reimburses the County for its share of maintenance work performed by the County. Typical canal maintenance activities involve
removal of obstructions and dead animals, mowing side slopes, spraying for floating and underwater weeds, and culvert repairs and
cleaning. In addition, the CITY also participates as a joint applicant on the County's NPDES permit and reimburses the County for its
share of NPDES permitting activities.
Flood Insurance: The CITY has been an NFIP (National Flood Insurance Program) participant since 1993. In 1995, the CITY initiated
its participation in the Community Rating System (CRS) and currently enjoys a Classification 8 in the system. This translates to a 10%
discount on insurance premiums to homes located in a Special Flood Hazard Areas (SFHA) designated by the Federal Emergency
Management Agency (FEMA).
The CRS system has established specific criteria for achieving various levels of insurance premium discounts. During development of
the stormwater management program, opportunities to increase the current 10% discount will be evaluated and
recommendations provided to the CITY on how to achieve additional savings.
The CITY's topographic relief is typical of other cities in southeast Florida. The attached figure shows
a digital elevation model (DEM) of the general area of the CITY and its vicinity created from available
Liclar data. A 2-foot topographic contour map of the CITY' is also attached for reference. These data
can be used as the basis for much of the modeling work and identification of problem areas within
the CITY.

Soils within the CITY are typical of non-coastal areas in Dade County, consisting
of sandy soils over limerock that exhibit relatively high percolation rates. The
groundwater table ranges from 4 to 5 feet NGVD. See attached soils map.
Because of the relatively low water table elevations and soils with high percolation capacity,
the CITY has the advantage of being able to discharge large quantities of runoff underground
via eAltration trenches and slab covered trenches that can provide significant flood control
relief with minimal drainage infrastructure and related costs. As a result, significant
stormwater ponding is rare and limited to a few localized areas within the CITY which lack
adequate drainage systems.
From a flood and water quality control perspective, the CITY is in an ideal
position of diverting large amounts of runoff into the groundwater table, thus
improving the quality of any discharges into receiving water bodies and
reducing the size of positive outfalls required to divert flood waters away from
impacted properties.
Because of its proximity to the coast, flooding within the CITY may be caused
by a combination of large storm events and storm surge activity caused by
hurricanes. While storm surge activity may not directly flood the CITY, the
high stages created in the Snapper Creek Canal can temporarily
reduce the capacity of the CITY to discharge excess runoff to tide, FE
thus exacerbating any flooding created by intense rain storms. In
addition, storm surges can raise groundwater tables and reduce the
rate at which the groundwater table recedes following a storm event.

Sea Level Rise

Longer term, the CITY may be impacted by sea level rise based on the current observed trends, although the impact will occur very
slowly over a very long period of time. Long term historic tidal data at the NOAH station 8723170 in Miami Beach (see following
figure) shows an average sea level rise of 0.09 inches per year.
Therefore, the CITY may consider the potential impact of this trend and incorporate into the design of future improvements. This
may be accomplished by adjusting current tidal data to reflect the projected rise over the expected life of the improvements.

The CITY's drainage system can be categorized into three different components: the primary, secondary, and tertiary stormwater
systems.
Primary Stormwater System: The primary drainage system is owned and operated by the
South Florida Water Management District, and its operation affects stormwater and ground
water management in all upstream areas, as well as the secondary and tertiary stormwater
systems.
The primary drainage basin map shows the major drainage basins affecting drainage in the
vicinity of the CITY. The majority of the CITY is within the C-2 Basin which discharges into the C-
2 Canal (Snapper Creek). The southeast section of the CITY has the capability to drain directly
into the C-2 canal. Small portions of the CITY lie within the C-3 Basin which is drained by the C-
3 Canal.

There are two control structures in the C-2 basin: S-22 and S-121. S-22 is a reinforced concrete gated spillway with discharge
controlled by two cable operated vertical lift gates The gate maintaift� optimum water control stage of 2.9 feet NGVD upstream,
passes the design flood (1915 cfs or 1OOM SPFJ, restricts downstream flood stages and velocities to non-darnaging levels, and
prevents saline water intrusion during periods of high flood tides.
S-121 is a gated culvert in C-1000 at the State Road 94 crossing, There are no specific operational guidelines for this structure. In
general, it is closed to prevent flood flows in the C-2 basin from entering the C-100 basin, and it is opened to supply water from C-2
to the C-100 basin for irrigation and to maintain the optimum stages in the lower reaches of canals in the C-100 basin,
The Coral Gables Canal (C-3) enters the Coral Gables' western boundary through South Red Road just south of SW 34th Street and
east of control structure G-93. The C-3 Canal east of G-93 is tidal and navigable. G-93 is a reinforced concrete spillway on the Coral
Gables Canal that control discharges to tide via two vertical lift gates. The gate is designed to pass the 10-year storm (40% of SPF)
plus a small discharge from the C-4 basin for a total design rate of 640 cfs. it also prevents saline water intrusion during periods of

Secondary Storm water System: The secondary drainage system within the CITY consists of the Ludlam Glades and Broad canals that
drain the majority of the CITY. These canals are owned by the CITY but they are operated and maintained by Miami-Dade County
Public Works Department as per an interlocal agreement.

infrastructure that is owned, operated, and maintained by the CITY. The CITY's stormwater system consists of over 650 catch
basins, most of which discharge into exfiltration trenches and slab covered trenches, with the remaining discharging through over
32 positive drainage outfalls into the Ludlam Glades, Broad, and Snapper Creek canals.
The CITY's stormwater system is primarily made up of multiple isolated drainage systems that independently collect and dispose of
local stormwater runoff. As per the 1997 master plan, the system works well with regard to flood protection and the CITY has not
experienced extensive flooding. Minor flooding is the more common concern, primarily related to small localized pockets that lack
adequate drainage systems.
In 1997, the CITY prepared a Stormwater Utility Atlas that identifies all the components of the tertiary system,
Regulatory Framework: Storm water improvements within the CITY are regulated by the SFWMD, DERM, FEMA, and FDEP. DERM
requires that exfiltration systems be designed for a S-year 1-hour storm event rainfall. For four lane roads the design storm is

increased to a 10-year 1-hour storm event rainfall. Maximum flood stages at the centerline roads and the back edge of sidewalk's for
the 10 year storm event are not to exceed the 10-year base map flood elevations as established by DERM. Further, the maximum
100-year flood stages most not exceed the 100-year base flood elevations as established by FEMA.

On utility projects, two copies of the base plans will be submitted to each of the affected utilities. These utilities will be
requested to accurately depict the location of their existing facilities.
Pipeline Alignments: Pipeline drawings will be further developed to show the proposed alignments and profiles including
details on special crossings, direction drills, jack & bore, conflicts with existing; utilities and Maintenance of Traffic plans.
Utility Coordination: At this point in the design, information from the various utilities regarding the location of their
facilities should be available and would be incorporated onto the drawings. If required, we will conduct a utility
coordination meeting with these utilities to verify the location of their facilities and resolve conflicts. We will prepare
relocation drawings as required for the facilities of the CITY. Resolution of all known conflicts will be documented to the
CITY. As part of this utility coordination, we will identify electrical requirements, if any, and coordinate with the power
company.
Permitting: The team will begin coordinating with the regulatory agencies, attend pre-application meetings, if necessary,
and begin preparing the necessary permit applications.
Technical Specificotions: Sets of technical specifications in draft form using a combination of the CITY standard
specifications and project specific specification will be submitted for the CITY review and comment.
Preliminary Cost Estimate: The Preliminary Cost Estimates will be updated and further defined from the estimate submitted
at the 30% stage.

Final Design Phase (60 — 100% Complete): The work tasks for the final design phase will represent a continuation of the

We will prepare drawings and specifications and deliver this design package to the CITY for review as a 100% submittal. It is
anticipated that the drawings and specifications will be complete at this submittal, with the exception of any final
comments from the CITY. It is also anticipated that the permit application packages would be submitted during this phase.
The proper planning and execution of the design project will have included regular, ongoing technical reviews and an
attention to detail by experienced professionals. Therefore, the checking process at the completion of the 100% design
should be minimal but will ensure that the final product is accurate, complete, and well coordinated between disciplines.
This would be the final review by the quality control team. The final checking will consist of detailed check by each
discipline and a coordination check Hof the disciplines by the Project Manager. The quality control team will also review the
drawings with the specifications for consistency.

Sanitary Sewer System Evaluation Survey (SSES)
The SSES is a two step process. First, it includes manhole cleaning and inspection, pump station wet well cleaning and
inspection, sewer gravity main cleaning and CCTV inspection, and smoke testing. Second, it allows providing repair
recommendations. The inspections are to be conducted in a manner that:
• Provide an unobstructed view of the entire pipe, manhole, and pump stations.
• All data is collected and defined thoroughly and consistently using standard procedures and coding
observations/defects.
The smoke testing identifies potential sources of 1/1 that need further investigation to determine exactly which repairs may
be needed. in addition, the smoke testing helps to identify potential sources of 1/1 located outside of the publicly owned
facilities.
Based on all descriptive data, the sewer system can have significant defects that need to be renovated using trenchless
and/or dig-and-replace methods including CIP, sectional liners, clean, test, and seal (grouting), excavated point repair,
robotics, and line replacement.
Before the actual evaluation can be started, there are several items that need to be coordinated with the CITY. First, a clear
"Repair Criteria and Technology Guidelines (Repair Protocol)" must be agreed upon. KING can use the existing CITYs Repair
Protocol or if required, KING can work with the CITY to develop the Repair Protocol criteria which is most cost-effective.
Generally, the lowest cost repair technologies which meet the required intent are implemented first. Therefore, it is critical
to rely on recent bid prices of the various repair technologies, as follows:

• Others as required by the CITY
Following is an example of recent unit prices used in the selection of repair technologies in Miami Springs. These unit costs
were developed from recent bid prices in Miami-Dade County and can serve as the basis for developing similar rates for the
CITY. These costs are influenced by the diameter, length, and depth of the pipe requiring rehabilitation, as well as the
nature of the defects, such as cracks, roots, joint offsets, and others,
Miami Springs has mostly vitrified clay pipe, similar to the CITY. Attached, please find the Repair Protocol Flow Chart used
in Miami Springs as a typical protocol that can be adapted for use by the CITY.

Another important consideration in the 1/1 Reduction Program is to check the TV Inspection Log against the videos to
identify potential discrepancies. This approach will ensure that the contractor has accurately identified and logged all the
existing defects so that proper repair protocols are applied and 1/1 is reduced to the maximum extent practicable, thus
reducing the cost of treatment and disposal to the CITY. A sample TV Inspection log is presented following the sample
repair protocol.
Reduction program:
• The location of the defect showed in the video should be equal to the location of the defect listed in the TV
Inspection log database in order to have an accurate location of the defect in the TV log for future repairs.
• Verify that date, basin number, and manhole number are shown in the video recording to ensure that the line
segment reviewed is the one in the video.
• Upstream and downstream manholes should be properly identified. in the event of a "reverse set up"
(downstream manhole to upstream manhole), the direction of the inspection on the video and the TV database
should be clearly stated so that future repairs can be properly located.
• TV inspection should be conducted in a manner that provides an unobstructed view of the entire pipe. The pipe
should be free of debris and obstructions that significantly impede visibility.
• The camera should be centered in the middle of the pipe so that the view inside of the pipe does not seem
distorted in order to provide the best picture for evaluation.
• The camera should be moved through the pipe at a steady speed not to exceed 30 feet per minute so that proper
documentation of the sewer's condition can be recorded.
• The camera should be stopped for a minimum of 10 seconds while the operator views defects, joints, and service
connections. Operator should provide a suitable perspective view of the defect and the surrounding pipe and a
closer view if necessary.
• The defects should be individually identified and coded regardless of how many defects are encountered in a pipe
segment.
• All service connections to mainline should be closely inspected. In the event of a lined pipe, the annular space
between the pipe and the service and drop connections and the pipe and the upstream and downstream manhole
walls should be panned 360* in order to record any possible infiltration.

Manholes inspection, evaluation, repair recommendation and implementation are key to a successful 1/1 Reduction
program. KING has experience inspecting, reviewing inspection, providing repair recommendation and repair
implementation, During the Miami Springs SSES project, a total of 925 manholes were inspected and 120 required some
kind of repair. KING reviewed all the field reports and pictures and based on the existing protocol recommended the most
appropriate repair technology, such as seal manhole frame, plug and waterproof — coat entire manhole, coat manhole
chimney, and others,
After all descriptive data is recorded and archived using the CITYs standard protocol and data format, KING will review it
and provide follow-up recommendations using CITY's Repair Criteria and Technology Guidelines and cost data, If manholes
show signs of inflows from surface runoff or groundwater infiltration into the sewer, erosion, or hydrogen sulfide induced
corrosion, then repairs should be recommended to make the manhole watertight and more resistant to deterioration. As
discussed previously, the repair protocol should implement the most cost effective repairs first. Inspection of the manhole
components is performed to assess the condition of the cover, frame, frame seal, chimney, cone, wall, bench, channel, and
cover insert.
Following is a list of best Practices recommended for the evaluation and review of manholes to achieve the greatest
benefit from an 1/1 Reduction program:
Manholes should be cleaned prior to inspection.
Inspection of the manholes should include the inspection of each of the following typical sources of infiltration: broken
/ cracked frames or covers, deteriorated frame seal (considerable source of 1/1), deteriorated frame adjustment,
defects in the cone and walls, deteriorated pipe seal, deteriorated bench, and deteriorated channel.
Special diligence should be used in the identification of stains that are indicative of non-active leaks.
If the debris build-up at the bench is heavy, the manhole bench should be cleaned to provide an unobstructed view of
the bench.

Once all the videos of the sewer system have been evaluated based on the CITY's Repair Protocol, repairs will be grouped
by type, such as:

Based on budget constraints, schedule requirements, severeness of the repairs, and CITY's requirements ' KING Will prepare
a prioritized master project schedule depicting the full implementation of all projects. KING will then prepare
bidding/construction documents for the CITY to request bids for the repair work, It may be advantageous for the CITY to
group bid packages by type of repair. Depending on the timing and extent of repairs required, it has been our experience
that the best possible price can be achieved by bidding individual bid packages by repair technology. if there is not enough
work volume to do separate packages by technology, the work can be grouped by service area based on available funding.
Either way, KING is well versed to assist the CITY.
In addition, if required by the CITY, our approach to the design of a new PUMP station or rehabilitation of a large or small
pump station is to always confirm the proposed design conditions. This is critical to not over or under design pumps
stations and minimize construction and maintenance costs for the CITY. Therefore, as ar)r)roved by the CITY. mr firzt tnoe

Additionally, an engineer will record existing pumps and piping system and evaluate access and spacing
regarding proposed pump, piping system, new valve box, and wet well requirements.

adequate for current flows. KING will develop max and min system curves vs. the
selected pump, Pump Station hydraulic calculation will be performed. If required,

KING brings extensive experience with rehabilitation of sewer systems and pump
stations in Miami-Dade County. Project manager, Franklin A Torrealba, P.E., held
various project management positions on some of the largest sewer
projects/programs in Miami-Dade County, as follows:
• MDWASD's $240 Million Pump Station Improvement Program,
• MDWASD's $2.5 Million Water and Wastewater Hydraulic Computer

• MDWASD's $641 Million Needs Assessment Program (Pump

• Aguas Argentinas W/WW $4.3 Billion Program, Pump Station Program (water and wastewater)
During MDWASD's PSIP program, there were over 500 pump stations reviewed and submitted as complete to EPA and
DERM. As Assistant Chief Engineer, Mr. Torrealba reviewed and prepared capacity evaluations, construction drawings,
engineering reports, data collection, night flow information, 1/1 determination, Rain Dependent Inflow/Infiltration (RDII),
SCADA information, as-built information, and necessary field information. He was part of MDWASD's SAC and TAC teams
assisting MDWASD in bringing over 500 pump stations into compliance with the 10 hour per day NAPOT criteria and
addressing peak flow issues, respectively. Mr. Torrealba personally analyzed and prepared engineering reports for over 140
pump stations. In addition, working with Aguas Argentinas, he was the Pump Station Engineering Design Manager which
included water and wastewater pump station designs for pump stations ranging from small submersible pump stations (300
gpm) up to 120-mgd water pump station.
KING recently prepared a Preliminary/Feasibility Design Report for "MDWASD's Pump Station Engineering Reports
preparation and Pump Station 717 Sewer Force Main System Evaluation" for six pump stations and the associated force
main system that included field inspections, pump station evaluation, hydraulic analysis, cost analysis, alternatives analysis,
and pump upgrade recommendations. The project involved the analysis of several alternatives in order to best serve the
sewer system during 2030 projected flows and pressures. Pump stations were inspected for wet well condition, dry pit
condition, pump sizing, mechanical and electrical requirements, SCADA, and overall siting. Detailed sketches of existing
conditions and proposed pump station layouts were prepared to support the recommended solution.
KING has extensive experience reviewing many pump stations, including submersibles. During the Miami Springs SSES
project, a total of 17 pump stations were inspected and most of them were in good working condition.

Traffic Impact Studies: The first step in preparing the traffic impact studies is to review and prepare the methodology to be
used, prior to the submittal of the traffic study. The methodology portion of the project is important because it gives the
applicant and the CITY the opportunity to discuss the project and identify any key concerns and challenges prior to
undertaking a transportation analysis. Key items in the methodology include the trip generation characteristics for the
proposed project, including any internal or pass-by capture proposed, the impacted study intersections and segments to be
evaluated, the proposed growth calculations and the tools that will be used to analyze the impacts of the proposed
development.
Within review of the methodology, KING will assist the CITY in identifying whether or not the study area adequately
represents the 'influence of the proposed traffic impact, as well as request detailed analyses of any areas within or adjacent
to the study area that are of critical concern to the CITY and may be adversely impacted by the project under review.

Conduct Initial Screening: The first step of the process would be to work with the CITY to do an analysis of the potential
requests. This analysis will determine the projects cost, groups and constituencies to benefit from the funding, potential
allies, potential funding sources, and requirements for each funding source. The team will work to asses every type of
funding, such as a direct appropriation, a cooperative agreement with a federal agency, or a competitive grant. At the
completion of the initial screening, a determination will be made as to which funding source or sources will be pursued.
The team would seek to work with the appropriate CITY personnel and have discussions with Congressional appropriators
and officials from relevant federal agencies. These discussions would be used to secure input regarding their thoughts
about potential funding sources and strategies to move forward.
Packaging: This step consists of compiling all ;relevant information into a detailed proposal which will anticipate and answer
any questions that a member of congress, an appropriator or administration official may haver The package will be
specifically tailored to address the needs of the particular funding source seiected.

Promote and Advocate Project: The team would work to monitor the entire funding process and work to ensure that the
request remains a priority for the House and Senate Appropriators, Congressional Leadership, and relevant staff within the
administration. In this step of the process, the team provides day -to -day oversight of the request and watches out for
potential opportunities, such as increasing funding and problems. The importance of this step is that instances occur where
mistakes are made in appropriations bills, and the team has on occasion had to work with appropriators to fix errors, such
as the naming of a request in manager's amendments or technical correction ,packages.
Grant Release: Once a project is successful in securing federal funding, the team will work with the CITY to release the
funding. All federal funding, including direct appropriations, have rules associated with the release of the funding.
Appropriations Timeline: The following is a timeline of the appropriations process; however, it is important to remember
that the process may change and last several months longer than expected,

MDWASD acquired the City of Miami Springs water and sewer collection system in September 2008.
The system is comprised of approximately:
0 46 miles of sewer gravity mains, consisting of 8-inch to 24-inch diameter vitrified clay pipe
(V P), polyvinyl chloride (PVC), cast 'iron (Cl), ductile iron (DI), polyethylene (PE), and
composite (i.e. lined pipes)
0 17 pump stations
0 925 sewer manholes
