Dear Mr. Mirabile:
The City of South Miami is home to a wide range of age groups and popular businesses, is one of Miami-Dade County’s most
thriving communities, and Keith and Schnars (K&S) would be honored to assist the City with our professional
engineering and management consulting services.
We can provide the City with all the required Roadway Engineering (streets, sidewalks, curb and gutter, drainage, traffic
control, striping, lighting, traffic calming and landscape architecture), Drainage Design (drainage improvements, paving,
grading plans), Civil Engineering (water/wastewater analysis and design), and Traffic Engineering (traffic assessment,
conceptual improvement plans, report presentations and all related traffic engineering reports and recommendations).
We can also provide the City with Construction Engineering Inspection (CEI) Services, Environmental Services, Grant
Application Services, and General Planning/Transportation Planning Services, as needed. We currently hold similar general
engineering services contracts for the Cities of Fort Lauderdale, North Miami, Coconut Creek and West Palm Beach, to
name a few. The Standard Form 330 provided in Section Four includes descriptions of these and other contracts. It also
includes the reference materials requested by the City.
Given our experience working with various local governments on similar projects, we believe the K&S Team is the most
qualified and the best fit to help the City achieve its goals on this contract. As the Principal-in-Charge, I will actively
oversee all the projects awarded to our firm under this contract and take responsibility for their successful completion.
Our Vice President of Civil Engineering, Tim Hall, P.E., will join with me as overall Project Manager to ensure effective
client communication and project implementation.
We hereby state that, to the best of our knowledge, all information contained in this submittal is complete and accurate,
and without possible conflicts of interest. We have attached a brief synopsis of our qualifications and a description of

Firm Overview
Representing the continuation of historic firms dating to
1929, Keith and Schnars (K&S) was incorporated in Florida
in 1972. The firm is currently home to over 100 civil
and structural engineers; public outreach professionals;
planners; surveyors; transportation planners; construction

Civil/Water Resource Engineering Services
K&S provides civil engineering services to a number of
Counties, Municipalities and Drainage Districts throughout
the State of Florida. Our services include water analysis
and master-planning of water distribution and sewer
collection systems as well as design of over half a million
linear feet of utilities improvements, large transmission
mains, lift stations (design/re-habilitation) and related
construction observation. Our Water Resources group
offers hydrologic/hydraulic analyses for site specific flood
(drainage) studies to more complex large watershed
stormwater management programs. We use the latest in
industry standard software in our analyses, which ultimately
lead to design, permitting, and production of construction
documents. From large modeling and masterplans to
specific construction documents and inspection services,
our full array of Civil Engineering services provides the
versatility required to adapt to the diversity of project
needs and objectives for both our municipal and private
clients.
Highway Engineering Services
The Highway Engineering Division of K&S provides
transportation engineering and related services on all
types of highway and road projects, from access roads
in residential areas, to multi-lane divided expressways
with bridges, to tolls and interchanges for the FDOT and
County and municipal road departments. A typical project
includes the design of signalized intersections, signing and
marking plans, closed storm drainage and retention pond
systems, sound barrier walls, landscape plans, new street
lighting system, design survey and utility location and
coordination.
Surveying and Mapping Services
The Survey Department at K&S offers a full range of
surveying and mapping services including: Boundary Surveys,
Legal Descriptions, Topographic Surveys, Horizontal and
Vertical Control, Profiles and Cross Sectioning, Right-of-
Way Mapping, Monumentation of Right-of-Way Corridors,
Bridge Data Surveys, Digital Terrain Models (DTM),
Hydrographic/Bathymetric Surveys, Specific Purpose
Surveys, American Land Title Association Surveys, Wetland/
Mitigation Surveys, Environmental Surveys, Platting, Expert
Witness Testimony, Construction Surveys, Record and
As-built, Route, Electronic Field Book/GIS Mapping, all
mainstream versions of CADD/GIS Differential Leveling,
Global Positioning Systems (GPS), Engineering Design

Landscape Architecture Services
K&S’ landscape architects have the technical background
and experience to provide high quality services from initial
planning, to construction observation and final inspection.
We are accustomed to managing multiple concurrent
projects for a single government client. The projects we
have successfully completed recently have included parks,
streetscapes, community enhancements, traffic calming,
beautification, roadway improvements, and municipal
facilities. Our landscape architecture team has provided
services to over eight municipalities/agencies in the past
five years, with projects including City Halls, Public Works
Facilities, municipal complexes, and fire stations. Services
for these projects have included preliminary studies, site
planning, irrigation design, site amenities design, planting
plans, tree preservation plans, and development review
approvals and permitting.
Permitting Services
Aside from the need for responsible budgeting and
adequate funding, nearly every project undertaken also
requires some form of permitting, whether it is local, county,
State or federal. So, in addition to providing clients with
practical advice regarding grant monies that can be utilized
to add value to their projects, we also provide them with
engineering consulting services in the area of permitting.
We have considerable experience in these matters, having
worked in numerous counties throughout the State of
Florida, on projects involving all levels of government.

Construction management requires the ability to work with
others while maintaining a clear view of the process and
the systems to manage. Therefore, we offer the following
construction engineering and inspection services: Project

administration and Expert witness testimony
Traffic Planning and Engineering Services
The K&S transportation planning team is one of the most
experienced and stable traffic engineering teams in South
Florida. The team boasts five licensed professional engineers,
and several team members have working relationships that
extend over 20 years. The teams’ deep expertise has been
applied to some of the most challenging technical assignments
such as three dimensional microscopic simulations of the
most complex interchanges in Florida. The team’s expertise
and experience is rooted in the fundamentals of traffic
engineering which is applied to services for both private
sector and governmental clients including local, county, and
state agencies. Among the services provided are concurrency
and growth management studies, traffic calming, municipal
reviews, site-specific traffic impact and parking studies,
interchange justification and modification reports, traffic
safety studies, land use plan amendments, signal warrant
studies, amendments to thoroughfare preservation plans, and
transportation planning and traffic forecasting for airports,
new towns and large-scale Developments of Regional Impact
containing as much as twenty-two square miles.
Continuing Services Contract Approach and
Methodology
K&S uses a proactive and comprehensive approach toward
the management of its projects. This approach is based on
the selection of the organizational structure best suited to
meet the requirements and needs of each specific project.
This allows us to match the technical and administrative
needs of our clients with the skills, talents and experience
of a team specially selected for the project. As a firm
that routinely handles several Continuous Consulting
Engineering Services contracts, our organizational
structure lends itself to providing design services for multiple
projects of various sizes in short timeframes. The K&S
Team recognizes that its strong credentials, resources and
ability to respond quickly and efficiently are not sufficient,
in and of themselves, to guarantee successful performance
on this contract. The contract requires a management plan
designed to specifically address the staffing, monitoring,
planning and communications problems inherent
in open-ended contracts. It also calls for a management
plan that deals with the need for well-documented and
understandable procedures so that staff can be efficiently
managed. Specifically our management plan will provide:
An efficient management system, with clearly defined •
roles and responsibilities for scope, schedule and
budget;
A Contract Manager as the primary point-of-contact •
for the CRA;
Quick-turnaround capability, as well as long-term •
program continuity;
Compliance with Work Order schedules and budgets;•
Flexibility to respond to changes in scope and •
direction; and
Quality assurance and quality control throughout •
phases of the project.
Cost Control
We believe the success of a project can be directly
attributed to proper staffing of the project, the development
of a challenging but achievable project schedule, good
communication between all team members and the proper
project documentation and control. We are confident this
can be achieved because of the excellent project management
system that is an integral part of our corporate structure.
We believe K&S has a well-earned reputation of delivering
quality plans on time and within budget. We control costs
by implementing a strong Project Management System
corporate wide. We consider our history of cost overruns
and supplemental agreements to be lower than the average
within our industry.
For instance, between 2001 and 2007, K&S completed
twelve projects for FDOT with a construction value in
excess of $120 million. Our average cost overrun average
was only 4%, and our construction time overrun was 1%.
No other firm selected by FDOT that completed that
volume of work, maintained such low overruns in cost and
time.
We believe in getting a strong start on all our projects by
strictly adhering to a proven system of project management
and control.
K&S’ Project Management System starts with the
development of a well prepared project scope which
is properly staffed and budgeted. Staffing availability is
compared with the project budget and schedule during
the preparation of the project staffing plan in order to
ensure that no team members are over committed which
could lead to project delays. Once a good scope is used
to develop a good schedule, and qualified professionals
are selected with the resources necessary to meet that
schedule, the rest comes down to good communication
and project management skills to document the flow of
the project. Communication and coordination are the
primary keys to success of any design assignment. Strong
project management ensures that a quality product will be
produced, that the work product is delivered on or ahead
of schedule, and that the lines of communication are open.

- With over 24 years of experience, Mr.
Hall has been involved in numerous
diverse Land Development and Civil
Engineering projects. His experience
providing construction management
for a Builder/Developer, permit review
and program management for a large
municipality, and Design/Consulting
services for both Private and Public sector clients, provides
broad insight into the variety of issues related to project
development. Having participated in the design and
implementation of everything from small in-fill development
to large neighborhood improvement projects, Mr. Hall has
been exposed to a wide range of private land development
and public infrastructure projects. His experience spans
from modeling and master planning to preparation of
construction documents, permitting, and construction
administration, for numerous water distribution, sewer
collection, storm water management, and land development
projects.
Mark Tomczyk, P.E. – Principal in
Charge/Civil Engineering - Mr.
Tomczyk has more than 20 years of
general civil engineering experience,
with a specialty in Land Development,
stormwater management, floodplain
modeling, permitting and private
development engineering and
construction administration. He has
extensive experience with the design/implementation
of grant funded public and quasi-public entities in the
generation of technical specification and grant management.
Additionally, Mr. Tomczyk has been utilized as an expert
witness for courtroom testimony for land use and
stormwater management/floodplain management issues.
Mr. Tomczyk has also provided engineering and support
services for federal, public and private clients for residential,
industrial, and institutional development. Key services
include structural, land development site plan/engineering
preparation, development feasibility study, subdivision
design, roadway design, stormwater management , floodplain
and riparian engineering, grading (earthworks), drainage
and erosion control, road design, traffic improvements
, environmental design and restoration, construction
specification, commissioning, and procurement of all local,
county, state and other governmental approvals.
Frank Vilar, P.E. – Drainage Design/Civil Engineering
- Mr. Vilar has over 14 years of extensive professional
experience in the design of water/
wastewater systems, design of drainage
and storm water management systems,
site design and development, preparation
of contract documents and specifications
for bid and permitting services experience
through numerous South Florida
agencies. His experience includes design
of water and wastewater improvements
for the City of Fort Lauderdale, rehabilitation of lift

Bruce Reed, RLA – Roadway
Engineering - Mr. Reed has extensive
experience in a wide variety of projects
where he has provided a full range of
landscape architectural services. These
services consist of the following land
development activities: master planning,
programming, plan review, site design and
development, landscape and irrigation
design, cost analysis, environmental mitigation design/
permitting, site approval processing/permitting and public/
client presentation. As an experienced project manager,
Mr. Reed has competently prepared and administered
construction and bid documents, QA/QC, contract
negotiation, written reports and correspondence, review
of project invoices and construction observation. As a
divisional staff supervisor, he directs and schedules the
design teams in completion of landscape architectural
design development. Mr. Reed has developed a perceptive
understanding of park and recreational facility design and
has consistently established positive rapport with municipal
and agency personnel. He has demonstrated responsible
capabilities in team coordination and client/staff/public
project comprehension and status awareness. He also
has significant experience in the areas of roadway and
streetscape beautification design and commercial/industrial/
residential land development analysis and design. In addition,
he possesses a wide range of state-of-the-art computer
technology capabilities resulting in the presentation and
submission of the latest computer-aided calculations,
reports and design production by his design team.
Chris Miller, RLA LEED-AP –
Roadway Engineering - Mr. Miller
is a highly qualified landscape and
irrigation designer with a keen interest
in the Green Industry. His broad range
of experience includes all phases of the
design process from site analysis, concept
generation and project planning to the
computer-aided drafting of landscape,
irrigation and amenity designs through
final implementation. He is known for his innovative
design solutions and immaculate attention to design
details, specification writing, plan reviews and construction
inspection. Combined with the ability to recognize and
solve the complex requirements of project integration, Mr.
Miller’s expertise includes a thorough understanding of
the South Florida landscape and critical sustainable design
principles. These strengths are complimented by his skill in
photography and effective presentations. His many years
of experience include planning and design for commercial
developments, parks, municipal centers, streetscapes and
FDOT roadway beautification projects. Mr. Miller currently
holds 12 Green Industry Certifications in addition to his
Landscape Architecture license.
Roberto Goncalves – Civil
Engineering - Mr. Goncalves serves as
a Project Engineer under the Keith and
Schnars’ Municipality Division for site
development, water, drainage and sewer
projects for the City of Fort Lauderdale.
His expertise in the use of computer aided
drafting software, with the latest addition
of Civil 3D for AutoCAD, contributes to
timely and precise delivery of drawings
and complex design documents.
John Krane, P.E. – Traffic Engineering
- Mr. Krane has over 22 years of
experience in planning, transportation
engineering, preliminary engineering/
PD&E, access management, traffic
operations, and safety, with 12-plus years
of management experience. His primary
areas of expertise include site impact
analyses, intersection and roadway
operational and level of service analyses, development and
application of transportation demand forecasting models,
project traffic development, and project management. He
currently serves as the Director of Transportation Planning
activities statewide. In addition to acting as senior advisor
on division work and project manager for important
projects, he is responsible for the oversight of workflow,
staff development, and Quality Assurance of his Division.

Eric Penfield, P.E. – Traffic
Engineering - Mr. Penfield has 14 years
of transportation engineering experience
working for public and private sector
clients. The author of an article on
the relationship between microscopic
simulation and signalized intersection
delay, his areas of expertise include traffic
impact studies, corridor studies, capacity
analysis, microscopic simulation, and operational analysis. He
has conducted conceptual design and alternatives analyses
for roadway facilities; transportation analyses associated
with amendments to Local Government Compre¬hensive
and Trafficway plans; regional and site-related transportation
concurrency evaluations; and Development of Regional
Impact (DRI) studies. Additionally, he has been involved in
the development of design traffic forecasts for a number
of major roadway projects. Mr. Penfield also serves as a
Development Review Committee (DRC) member for
several South Florida municipalities. In this capacity, Mr.

The southbound exit ramp from I-75 to westbound Arvida Parkway is a free-flow ramp experiencing excessive delay during peak hours. Further, a unique
weaving situation develop-ed due to lane geometry and alignment coupled with the explosive population growth downstream of the ramp junction. As Lead
Technical Traffic Engineer, Mr. Penfield evaluated alternatives to cost-effectively solve the ramp’s operational problem as well as downstream bottlenecking.
Phase I identified ways to minimize weaving and delay while Phase II monitored and addressed potential problems at the ramp junction with I-75.

The El Rio Trail is a 12’ wide shared use pathway which follows the El Rio Canal. Keith and Schnars designed a non-vehicular
greenway area in the middle of the urban fabric that integrates the user with natural features. This trail segment runs from Yamato
Road to L-40 Canal under a Local Participation Agreements (LAP) with the FDOT.
Keith and Schnars services included design plan preparation, design surveys, environmental permitting, landscape architecture,
structural engineering, preparation of specifications package, and post design services. This segment of the El Rio Multi-Use Trail

Since March 14, 2002, Keith and Schnars has managed a District General Engineering Consultant Services Contract for FDOT's
District 6. The purpose of the contract is basically to serve as an extension of the District's staff. The scope includes assisting in
basically all sections throughout the Department. Including professional services, planning, public transportation, project
development and environmental (PD&E), design, production management, right-of-way services, surveying and mapping services,
value engineering, construction engineering management (CEI), maintenance engineering management etc.

City of Coconut Creek to prepare a Main Street Design
Manual for the creation of a pedestrian oriented green
community in one of the last large tracts of undeveloped
infill parcels in northern Broward County. Keith and

infrastructure and quantifying the impacts of the proposed
development. The Landscape Architecture Department
designed the streetscapes, assisted in the preparation of a
traffic analysis and land use plan amendment for the City.

Keiith and Schnars provided Site Design through Construction Administration for this $1million dollar, 2 phase renovation to 16
acre Mitchell Moore Park. The renovation included: a par course, play structure, 2 ball fields, dugouts, scorer’s platforms, site
furniture, a football field, bleachers, court resurfacing, an irrigation system, drainage improvements and miscellaneous other
elements.
To help the City conserve its valuable potable water, Keith and Schnars secured a SFWMD General Water Use permit to irrigate
the park from an adjacent canal via a new pump station. The irrigation system renovation included athletic fields and converting

Keith and Schnars prepared Civil Engineering, Landscaping and Irrigation Plans for the City of Fort Lauderdale's future "One Stop
Shop" located on the north side of Sistrunk Boulevard between NW 18th Avenue and NW 19th Avenue. The site is approximately 4-
acres in size and will contain parking for employees and the public. Keith and Schnars prepared engineering drawings for the
demolition of the existing site, paving, grading, storm drainage, potable water, sanitary sewer, pavement markings, striping and all
necessary details for site construction. In addition, site landscaping and irrigation design was performed. Off-site Engineering design
included driveway connections, potable water main connections and drainage analysis.
Keith and Schnars obtained all necessary state, county and local engineering permits. Permits were obtained from the City of Fort
Lauderdale Engineering Department, the City of Fort Lauderdale Building Department, the Broward County Department of Planning
and Environmental Protection, the Broward Public Health Unit, and the South Florida Water Management District.
Keith and Schnars also played a role in developing the cost estimates bid packages for construction of the project.

Keith and Schnars prepared a drainage analysis
for the existing flooding problems within the
neighborhoods of River Oaks and Edgewood
located in the City of Fort Lauderdale. The
contract for this study totaled $108,065 and
included a Master Storwmater Analysis, meeting
with governmental agencies to determine
permit requirements, a cost analysis, a projected
construction schedule and a topographic survey
to determine areas of flooding.
Individual street blocks within these areas were
analyzed to determine the extent of flooding
and where the flooding was the most
substantial. Five methods of providing drainage
relief were analyzed: roadside swales, exfiltration trench, dry retention ponds, injection wells and discharge into the New River
Canal. Injection wells were immediately ruled out since wells within this area would not be able to meet State standards. Keith
and Schnars also provided a cost estimate for each of the drainage methods and the corresponding flood protection being
provided for each. The cost estimate was prepared in a tiered format in order to show how each drainage method or
combination of drainage method or combination of drainage methods was reducing flooding and the cost for each. The costs
ranged from 461,000 to $2.8 million for River Oaks and from $886,000 to $1.3 million for Edgewood.
The implementation of the project is currently on hold pending funding.

Florida Department of Transportation released its annual summary of design overruns (time and money), Keith and Schnars
ranked among the best of the over two hundred firms surveyed. In the six-year period studied, Keith and Schnars designed
and surveyed twelve projects with a construction value in excess of $120 million dollars. Our average cost overun for the
period was only 4%, while our average construction time overrun was 1%. No other firm selected by FDOT in that
six-year period completed this volume of work, and maintained such low overruns in cost and time.

Proposers may select from the listing of the five general engineering disciplines depending upon
the proposers interest and expertise in each discipline listed. It is up to the proposer to decide
how may categories of specialized engineering services they wish to be considered.
Submission of Letters of Interest:
Federal Forms 254, 255 or 330 may be submitted. Submission of the Federal Forms are
excluded from the eight (8) page limit.
Exhibit #1 - “Professional Service Agreement, General Engineering Services:”
o Opening paragraph the statutory thresholds for construction costs have been amended
as follows:
CONSULTANT agrees to perform all professional services in connection with the
WORK, as described herein, on a continuing basis in connection with projects where
the basic construction costs does not exceed - $2,000,000 or studies which do not
exceed -$200,000, herein after called the SERVICES”.
HIS ADDENDUM SHOULD BE SIGNED AND DATED BY THE BIDDER AND SUBMITTED AS

Question #2: Can a firm submitting a Letter of Interest as a prime also be a sub-
consultant to another prime submitting?
Yes, there are no restrictions to submitting as a prime or a sub-consultant to another prime.
Question #3: Upon review of the City of South Miami’s Professional Services Agreement
included in the Request for Letter of Interest for Professional Engineering & Management
Services Pre-Qualification Pool it appears that text is missing from the bottom of pages 7,
8, 9, 11, and 12.Will the City please furnish an updated agreement for review prior to the
submittal deadline?
