RESOLUTION NO. -------
A Resolution authorizing the Mayor and Commissioners of South Miami to
urge for a Constitutional Amendment to replace the Electoral College System
with a system that elects a president based on the popular vote of the
American people.
WHEREAS, the present system of electing a president who has obtained the largest
number of electoral votes has not coincided with the will of the majority of American citizens
who voted in the 2000 and 2016 elections; and,
WHEREAS, presidential campaigns concentrate their efforts mostly in "battleground
states" where the winner takes all of the Electoral College votes and leaves those who voted for
the losing candidate totally umepresented by the Electors of the Electoral College.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY
COMMISSIONERS OF THE CITYOF SOUTH MIAMI, FLORIDA:
Section 1. The Mayor and Commission of South Miami urge that a Constitutional
amendment be drafted to replace the Electoral College System with a system that elects a
president based on the popular vote of the American electorate.
Section 2. The Clerk is instructed to transmit a copy of this resolution to ___ _

Section 3. Severability. If any section clause, sentence, or phrase ofthis resolution is for
any reason held invalid or unconstitutional by a court of competent jurisdiction, the holding shall
not affect the validity of the remaining portions of this resolution.
Section 4. Effective Date. This resolution shall become effective immediately upon
adoption.
