_add-on c)Add-on c) Sponsored by: Vice Chair Welsh City Commission Meeting: 11-15-16 Page 1 of 1 RESOLUTION NO. _________________ 1 2 A Resolution authorizing the Mayor and Commissioners of South Miami to 3 urge for a Constitutional Amendment to replace the Electoral College System 4 with a system that elects a president based on the popular vote of the 5 American people. 6 7 WHEREAS, the present system of electing a president who has obtained the largest 8 number of electoral votes has not coincided with the will of the majority of American citizens 9 who voted in the 2000 and 2016 elections; and, 10 11 WHEREAS, presidential campaigns concentrate their efforts mostly in "battleground 12 states" where the winner takes all of the Electoral College votes and leaves those who voted for 13 the losing candidate totally unrepresented by the Electors of the Electoral College. 14 15 NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY 16 COMMISSIONERS OF THE CITY OF SOUTH MIAMI, FLORIDA: 17 18 Section 1. The Mayor and Commission of South Miami urge that a Constitutional 19 amendment be drafted to replace the Electoral College System with a system that elects a 20 president based on the popular vote of the American electorate. 21 22 Section 2. The Clerk is instructed to transmit a copy of this resolution to _________ 23 ___________? 24 25 Section 3. Severability. If any section clause, sentence, or phrase of this resolution is for 26 any reason held invalid or unconstitutional by a court of competent jurisdiction, the holding shall 27 not affect the validity of the remaining portions of this resolution. 28 29 Section 4. Effective Date.
