1932-74RESOLUTION NO. 74 WHEREAS, the City of South Miami Florida did purchase from the American LaFrance & Foamite Industries Co. of Elmire New York, certain fire fighting apparatus on which a note in the sun of (730) seven hundred and thirty dollars with interest at (6) per cent became due June 23, 1931, and the City being unable at this time to meet this obligation therefore; Be it resolved by the City Council of the City of south Miami, Florida, that the Mayor and City Clerk of said City be and they are hereby authorized and directed to renew the above note in the sum of Ta with interest at (6) per cent maturing months after t" e Passed and adopted this 9th day of June A.D. 1932 RESOLUTION NO. 73 Inasmuch as the City of South Miami was not operating as a municipal government for and during the period intervening between the dates of August 23d, 1931 and the-first of April 1932, and that little if any oclupational tax due the City for the tax year beginning April 1st, 1931 was paid, I move you that the occupation tax levied by the City.of South Miami for the said year beginning April 1st, 1931, be waived, rescinded and rebated, and that the City Clerk be directed not to demand payment of said occupationa/jtax for said year, and that in the event any citizen did pay said occupation tax to the City of South Miami, for said year that the Clerk be authorized and directed to receive and accept the receipt issued by the City for such payment in lieu of money, for its face value, and to issue to such person a permit to conduct a like business in the City of South Miami for the tax year beginning April 1, 1932 Passed and adopted this 9th day of May, 1932. RESOLUTION NO. 72 And now comes on to be considered the returns of an election held in the City of South Miami, Florida, on the 10th day of August 1931, held in conformity to the provisions of House Bill No. 136x of the extraordinary session of the 1931 Legislature of Florida, to determine the question, shall or shall not, the Charter of the City of South Miami, Florida, be abolished. And the council having inspected and considered said returns, which seem to be regular on their face, and in due form, find and declare, that, 347 votes were polled at said election, that 163 of which said votes were cast against abolishing the Charter of the City of South Miami, Florida, and that 184, of which said votes were cast in favor of abolish- ing the Charter of the City of South Miami, Florida. And that the majority of the votes cast'in favor of abolishing the Charter of the City of South Miami, Florida, was 21 votes. Therefore, it is ordered by the council that J.L.Yarborough, City Clerk, be and is here- by ordered to notify the Secretary of State for the State of Florida, of the result of said election by furnishing him a duly certified copy of this finding and order of the council. And said Clerk is hereby authorized and directed to collect hold and preserve, the Archives, Records, Books, Moneys, Accounts, Tax Certificates, Personal property or other effects of the City which are now or may hereafter come into his possession while so acting as such custodian, until such time as he may be lawfully relieved of such trust and until he should have received a copy of a true and correct audit of his books and accounts by a competent certified accountant. Gentlemen, at a meeting of the South 33arr3 Charrbor of Corireres held last evening the following resolution was adopted for presentation to your honorable body; Resolved that the South Miami Chanber of Conr..eree at an open meeting of the busi- ness men of the city held May 2nd 1932aarumstly r.00mmend to the attention of the City council the following matters, which it is hoped your honorable body will consider as matters affecting the welfare of the City and its citizens. -I- The occupational license tax -the chamber believes that this ordinance of the city Is obsolete as regards our small city and earnestly recomend that it be redrafted to comply With present conditions, in such a Way that a business will be. taxed in propotion to the benefits received. -26 170 think that the City should have some kind of police protection especially as regards speedinZ past our busy corners, and in regard to the sale of liquor among the negroes of the City. -3- It is the sense of the chamber of commerce that the territor+sal limits of the City be contracted in such a way that it will be to the best interest of all concerned, while at the same time we feel that an agreement could be reached with the Florida Power and Light Co. whereby the street lighting bill of the city could be reduced to conform with our restricted area. -4- Ur J. L. Bailey who is a member of this organization has for the past several days been working on a proposition whereby with a very small outlay of cash, the city would be supplied with water for fire fighting purposes from a number of wells which are located In such a way that they practically cover the city. A list of these wells is ataa.ched hereto showing their size and location in the city. We hope that your Honorable body will consider these recommendations as coming from an organization which has the best interests of the city at heart. SO CJ President G % retary (,'
