A Resolution authorizing Unlimited Sales Group Inc. to host its First Annual
South Miami Food, Wine and Spirits Festival on nnd Street (Sunset Drive) from
South Dixie Highway to 58 th Avenue.
Unlimited Sales Group Inc. (lithe applicant") also known as Miami Events and
Festival.com has submitted a Special Event Application to host its First Annual
Food, Wine and Spirits Festival on Saturday and Sunday, April 1st • 2nd, 2017.
The applicant is requesting to host a Food, Wine and Spirits Festival event on
nnd street (Sunset Drive) from South Dixie Highway to the west side of 58th
avenue. 58 th avenue will remain open to north and south bound traffic. The
festival will be held along the street only; all sidewalks will remain open to the
public. French Barricades will be placed around the perimeter of the street
closure with two main entrances, one on South Dixie Highway and the other
midway through 58th court and 58 th avenue. Both entrances will be staffed with
security personnel provided by the applicant. In addition, South Miami off-duty
police will be hired and deployed at affected intersections and within the event
parameters.
The applicant is interested in featuring and partnering with local South Miami
restaurants for the festival. Every restaurant in South Miami will be contacted
via email, phone and in person with details and an invitation to participate in
the event. Restaurants interested in participating will have two (2) options: The
Culinary Sampling Area orThe Culinary Sales Area.
The Culinary Sampling Area is for a maximum of fifteen (15) restaurants that
prefer promoting their restaurant/business by offering samples. This space will
be at no charge to the participating restaurants. The maximum size of each
sample is up to the restaurant, but must not offer anything smaller than an
appetizer portion. The Culinary Sampling Area will be located inside a large tent,
which will require a specific ticket level for entry. Participating restaurants must
provide a menu; once the menu is approved, no other restaurants will be
allowed to bring ·the same item(s). The applicant will provide participating
restaurants with one (1) table, two (2) chairs, one (1) 40lb bag of ice per day and
their logo will appear on all website promotions and press releases.

The Culinary Sales Area is for a maximum of twelve (12) restaurants interested
in selling their food at the event. Interested restaurants will be charged ~495
which will include a 10 X 10 booth for two (2) days, one (1) table, two (2) chairs,
one (1) 40lb bag of ice per day, logo on website and promotional material and
an ID sign. All sales and profit go directly to the vendor. Alcoholic beverages and
duplicate sales of food will not be allowed.
The applicant anticipates approximately 2,000 visitors throughout the weekend.
Consumers are welcome to attend this event to sample and discover fine foods,
beverages, tastings, view live demos and educational seminars. The festival will
feature eight (8) shows; Fine Wines of the World, Beer Garden, Rums of the
World, Whiskey Obsession, General Spirits, Demo, Culinary Sampling and Food
for sale.
This event will have different ticket levels available for consumers to purchase.
Ticket prices listed below ...
• $69 will provide consumers entry to the event and access to the wine,
beer & spirits only with food for purchase.
o $89 will include entry into exclusive event areas such as, Wines of the
World, Whiskey Obsession, and the Rum Room.
o
o $99 will include entry into the Culinary Sampling Area. There will only be (-)
two-hundred and fifty (250) tickets available for purchase. ~/
• The Golden Ticket: $150 will include all access passes to every show of
the event on both days. There will only be one-hundred (100) tickets
available for purchase.
All participants 21 years of age or older must provide proof of identification at
the door and will receive a wristband to participant in the tastings demos. In
addition, the applicant will deploy security personnel throughout the event.
All participants who show proof of arriving by Metrorail, Uber, Taxi or bicycle at
the entrance will receive a 20% discount off the cover fee. By providing a
discount, the applicant hopes to minimize traffic. congestion and encourage the
use of green alternative modes of transportation.
The applicant has submitted the necessary Notification/Petition Form signed by
businesses that will be affected by the requested street closure. Upon approval
of this event the applicant must provide the City with the required certificate of
liability insurance that complies with the City's standard insurance reqUirements,
including naming the City of South Miami as an additional insured prior to the
event.
Upon city commission approval, the applicant plans to partner and donate a
portion of the event proceeds to the City of South Miami Parks and Recreation u

WHEREAS, Unlimited Sales Group Inc. (lithe applicant") also known as Miami Events and
Festival.com has submitted a Special Event application to hold its First Annual Food, Wine and Spirits Festival
on April 1 and 2,2017; and
WHEREAS, South Miami's Food, Wine and Spirits Festival will feature and partner with local South
Miami restaurants and the culinary scene in South Miami through (2) two options; Culinary Sampling and
Culinary Sales; and
WHEREAS, Consumers will be able to attend this event to sample and discover fine foods and
beverages and to attend live demos, tastings and educational seminars; and

WHEREAS, the applicant is requesting a street closure on 72 nd Street (Sunset Drive) from USl to the
west side of 58th Avenue; and
WHEREAS, the festival will be held along the street, allowing all sidewalks to remain open to the
public; and
WHEREAS, the applicant has submitted the necessary notification/petition form signed by
businesses that will be affected by the requested street closure; and
WHEREAS, the applicant has paid a $500 refundable deposit, $100 administrative fee and $60
application fee totaling $660; and
WHEREAS, the applicant will be responsible to pay the following City services rendered: Police
($6,630), Public Works ($2,039.04), Street Closure & MOT ($540.75), Parks and Recreation Stage and Staff
Fees ($666.72), Parking Meters (28 meters X $25 per meter X 2 days) ($1,400), totaling $11,276.51.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF
SOUTH MIAMI, FLORIDA:
Section 1. The City Manager is hereby authorized to permit Unlimited Sales Group Inc. (lithe
applicant") also known as Miami Events and Festival.com to host its First Annual Food, Wine and Spirits
Festival on April 1 and 2, 2017, in downtown South Miami on nnd Street (Sunset Drive) from South Dixie
Highway to 58 th Avenue.
Section 2. Upon approval of this event the applicant must provide the City with the required
Certificate of Liability Insurance that complies with the City's standard insurance requirements, including
naming the City of South Miami as an additional insured prior to the event.
Section 3. If any section clause, sentence, or phrase of this resolution is for any reason held
invalid or unconstitutional by a court of competent jurisdiction, the holding shall not affect the validity of
the remaining portions ofthis resolution.

loss oflife, or damage to or loss of property, and from and against any costs, attorney's fees, expenses or liabilities
incurred in and about the defense or settlement of any claims, and the investigation thereof.
3. Permits for Special Events must be on event site at all times .

5. Traffic shall be maintained in accordance with Florida Department of Transportation (FDOT), Miami-Dade County
standards and any additional requirements by the City of South Miami Public Works Department and Police·
Department.
6. Event areas shall be restored to equal or better condition than they were before the event started.
7. Ifallresto;ation work is not perfonned within 30 days of work completion, the CitY of South o
Miami Public Works Department may restore the event area and charge the applicant for the cost of restoration
plus a minimum of 15% for administrative fee and any additional incidental fees.
8. Applicant must pay all fees prior to.the start of their event(s).
9. AppliCahts that receive approval for their event more than thirty (30) days in advance shall notify the City of South
Miami Special Event/Marketing Coordinator at least forty-eight (48) hours prior to start of their event.
10. Any damage to private property shall be restored to its original condition or better and as accepted by the Owner.

Application for the purpose of requesting approval to display banners over public streets promoting events as set forth in Ordinance No.
10-07-1911; LDC Section 20-4.3(N). Complete this permit application form and submit the application to the Planning & Zoning
Department located in the Sylva Martin Building in frot1t of City Hall. This application must be submitted at least 30 days prior to the ellent
date. An application fee of $300 must be paid at time of submittal. ,If approved by the City Commission, this fee covers installation and
removal of banner. If approved, take the permit and the banner to the City's Public Works Department located at 4795 SW 75 th Avenue

Yvette I reviewed the map and application. The event and setup total hours per the application only totals 27 hours, I
calculated the event closing the road @ 0500 hours on April 1 and re-opening @ 2000 hours on April 2. Based on those
hours I calculated coverage for 39 hours. Our typical deployment is 1 officer per affected intersection and a supervisor.
Based on this it would be 1 Supervisor @ $50.00 per hour and 3 officers @ $40.00 per hour for a total of $6630 for the
event. Please note that if the Chief agrees this cost could be reduced by minimizing night police officer presence during
non-event hours to 2. But the Chief would have to a agree to that.
