A Resolution approving Miami-Dade County’s proposal to apply the 3
mosquito larvicide Bti in South Miami’s Hometown District to reduce the 4
potential for an outbreak of the Zika virus. 5

WHEREAS, the urban mosquitoes Aedes aegypti and Aedes albopictus currently 7
serve as vectors for the Zika, Dengue, and Chikungunya viruses, particularly in sheltered 8
areas where people congregate outdoors; and 9

WHEREAS, the mosquito Aedes aegypti is frequently encountered in South 11
Miami during daylight hours; and 12

WHEREAS, transmission of Zika by Aedes aegypti has become a serious public 14
health problem in several places in Miami-Dade County, with the potential to appear in 15
South Miami; and 16

WHEREAS, the mosquito larvicidal soil bacterium Bacillus thuringiensis israelii 18
(Bti) has proven effective at long term reduction (but not total elimination) of Aedes 19
aegypti populations when applied by spray truck, no less than weekly, to the urban and 20
suburban neighborhoods of Wynwood and Miami Beach; and 21

WHEREAS, the acute toxicity of Bti is restricted to a subset of two-winged 23
insects that includes Aedes aegypti, and has minimal deleterious non-target effects on the 24
ecosystem and public health; and 25

WHEREAS, the only adverse human health effects of Bti application have been 27
reported by individuals who came in direct contact with the spray; and 28

WHEREAS, Bti does not have to be applied during daylight hours when Aedes 30
aegypti and Ae. albopictus. are active, but can be applied after midnight when people are 31
not out and about, and it does not persist in the air column; and 32

WHEREAS, Miami-Dade County has offered to apply Bti to the South Miami 34
Hometown District, the commercial district east of US 1 between SW 70th Street and SW 35
74th Street, during the late-night hours, at no cost to the City; and 36

WHEREAS, the City of South Miami has forbidden applications of biocides to the 38
public air spaces except

for the purpose of disease control; and 39
WHEREAS, the Mayor and City Commission find it in the best interest of the 41
City’s citizens and businesses to accept the County’s offer of Bti application to the 42
Hometown District to reduce the likelihood of a local Zika outbreak. 43

NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY 45
COMMISSION OF THE CITY OF SOUTH MIAMI, FLORIDA, THAT: 46

Section 1.

South Miami hereby invites Miami-Dade County to apply the 1
mosquito larvicide Bti (VectoBac WG®) to the South Miami Hometown District east of 2
US 1 between SW 70th Street and SW 74th Street for the purpose of suppressing 3
populations of the mosquito Aedes aegypti. The County shall contract for truck application 4
of VectoBac WG on weekdays (Mon–Fri) between the hours of 1 am and 4 am, and shall 5
provide the City with 5 days of advance notice of the date and time of application. 6

The invitation by South Miami may be revoked with two weeks of 8
advance notice. 9
Section 3.

To avoid direct exposure of patrons and employees of restaurants 11
and entertainment establishments in the Hometown District, the City shall directly inform 12
all businesses in the affected area of spray times and locations as well as posting this 13
information on the City website. 14
Section 4.

If any section clause, sentence, or phrase of this resolution is for 16
any reason held invalid or unconstitutional by a court of competent jurisdiction, the 17
holding shall not affect the validity of the remaining portions of this resolution. 18
