Stoddard, PhD Mayor THE CITY Of PLEASANT LIVING To: FROM: DATE: SUBJECT: CITY OF SOUTH MIAMI OFFICE OF THE CITY MANAGER MEMORANDUM The Honorable Mayor & Members of the City Commission Steven Alexander October 5, 2016 Managers Report We have been watching Hurricane Matthew since this weekend and have begun preparations although there seems to be only a slight chance that it will have any significant effect on the City. Governor Scott issued a State of Emergency on Monday afternoon and since that time, I have directed staff to fully account for each expenditure that could remotely be attributed to the storm or preparations for the storm as there is the potential for us to be reimbursed for such documented expenses. On Monday we directed staff to begin the heightened process of proactively searching for and resolving issues such as clogged swales, at risk tree limbs and the like. All of our vehicles have been topped off with fuel and our generators have been recently started to ensure proper working conditions are maintained. Tuesday morning we initiated a cautionary proactive cleaning of 011 storm drains possible, including addressing all of our over 800 drains as possible. We updated our inventory of temporary stop signs and added more sand bags to our available tool set. We reviewed the equipment, timing and steps necessary to activate our Emergency Operating Center (EOC) and have been in coordination with the County main EOC and our satellite EOC at Coral Gables. Our location for issuing supplies such as meals or water will be at the Community Center if necessary. Tuesday afternoon the National Hurricane Center issued a Tropical Storm Watch for Miami-Dade County, consequently the County Emergency Operations Center (EOC) was activated at a Level 2 (Partial) at 7:00 am Wednesday morning. Today based on the 5 am update from the National Hurricane Center, we took additional preparatory measures especially in our parks. Covering windows on City owned property was initiated today. THE CITY OF PI.EASANT I.IVING CITY OF SOUTH MIAMI OFFICE OF THE CITY MANAGER MEMORANDUM We believe we are ready for a major storm although it appears that this one will be a good rehearsal for us. We need to pull item 6 from the agenda as I rejected all bids due to the recent addition of the security cameras at the Community Center which were not part of the original scope for this RFP. We will incorporate all necessary security issues including the pool for maintenance and monitoring. We need to pull item 7 from the agenda as the applicant has requested a deferral. Ricardo Ayala is resigning to take a job at the County, as he believes there is better chance for advancement in the larger government. We wish him well. There is a painting in the hallway of City Hall which is very large that we would like to remove. Sometimes things like this have certain histories that should be taken into account when considering their future. Should anyone know the origins or intentions relating to this art work please let the City Managers Office know as soon as possible. All non-emergency or non-essential City empl0yees were released at 3 p.m. today after protecting all files and protecting the computers from water damage with plastic made available from the City. Additionally, non-emergency or non-essential employees are to stay home on Thursday, October 6th and Friday, October 7th. Employees were advised to stay informed by calling the employees hot line number 305-663-6330.
